  • Enugu APC sinks deeper with fresh crisis, three factions hold sway

Enugu APC sinks deeper with fresh crisis, three factions hold sway

It is not getting any better. The All Progressives Congress (APC) in Enugu State appears to have bitten more than it can chew and there is therefore, no peace in the party. The October 16 state congress was expected to bring cohesion in the state chapter, but it has deepened the crisis.

There are three factions currently claiming leadership and control. The third faction was the creation of the October 16 state congress.

In April this year, a festering leadership crisis had been resolved after the members came together at the state secretariat and pledged total loyalty to the leadership of the immediate past state chairman, Dr Ben Nwoye. There, they attempted to abandon the imaginary faction created and led by Mr Okay Ogbodo.

It was this tonic, guided by the wise counsel provided by the Senator Jonathan Zwingina- led registration/revalidation committee that enabled members move into the registration/revalidation exercise where they ended up increasing their membership in the state to over 180,000.

Months later, however, the members backtracked and returned to the crisis. By then, the Zwingina-led committee had concluded its assignment and left the state. Allegedly backed by the former senate president, Ken Nnamani and Minister of Foreign Affairs Geoffery Onyeama, some stakeholders led by the erstwhile state deputy chairman, Chikwado Chukwunta gathered at an Enugu hotel and read a statement purportedly signed by some members announcing the “impeachment” of Nwoye from office.

They had accused Nwoye of contravening party guidelines by swearing in elected ward executives that emerged from the congress without authority from the party’s national executive. They went further to nominate Chukwunta as the acting state chairman, pending the state congress that would usher in the new state executives.

The development set the tone for a fresh crisis in the party. The faction led by Nwoye had dismissed his purported impeachment as a “ruse” and an attempt to retrieve the party away from its foundation members through the backdoor by some new entrants. They had held their ground that since Nwoye was appointed by the national Caretaker Committee in an acting capacity, it was only those that appointed him that should remove him.

Thus, the factions held sway. When it was time to conduct the local government congress, both camps mobilised for the exercise. However, while the Nwoye camp conducted elections for the emergence of local government executives at the various designated venues, the other faction reportedly converged on the Southeast Zonal Secretariat of the party in the state and produced results.

Efforts made to reconcile the grievances before the state congress did not yield positive results. The committee appointed for the exercise failed to entertain petitions from members of both camps. They had rather addressed the Chukwunta faction at an event centre in the state and returned to Abuja. The crisis has been sustained since then.

Agballah’s entry and rancorous state congress

APPARENTLY, with his eyes fixed on the number one position of the party in the state, a former commissioner for Works in the state, Chief Ugochukwu Agballah had in August this year joined the APC from the Peoples Democratic Party (PDP).

He had told those who cared to listen that his movement from the PDP to the APC was to contribute his quota in positioning the party to begin to win elections, especially in the state.

At a meeting held that month at the state secretariat of the party, which he was invited to attend, Nwoye raised his hands and handed him the broom of the party. He had informed him that since he was joining the party after conclusion of the registration/revalidation of members, efforts would be made to ratify his membership in the future.

However, in fulfillment of speculations surrounding his movement into the party, Agballah was to later in September join the race for the chairmanship position of the party at the congress. The position was zoned to Enugu west senatorial zone and micro-zoned to Awgu/ Aninri and Oji River areas to give the area a sense of belonging as well as the fact that it produced the highest number of members during its registration exercise.

Agballah, hails from Udi, also of Enugu west senatorial zone. Addressing a meeting, which he called to announce his desire to contest the chairmanship position, he stated that time had come once again for them to join the APC in the state and turn it into a winning party.

“We will turn APC into a winning party in Enugu State. It’s time for APC to take over the government of Enugu State. We are not pretentious about our mission and vision to take leadership.

“The job of reorganising and repositioning APC in Enugu State requires energetic, vibrant, upwardly mobile and visionary young leaders with extensive political structure and contacts. The Bible according to the book of Ecclesiastics says that there is time and season for everything. This is our time and this is our season,” he stated

On October 16, the state congress of the party took place. It held at two different venues. While the foundation members held the exercise at the state secretariat; the joiners held theirs at an event centre in the state. Through the option A4, after hired thugs had allegedly chased away supporters of two other contestants, Agballah emerged the winner. He was said to to have garnered 684 votes against Group Capt Joe Orji (rtd) who was not at the venue and secured no votes as well as Peter Omeje, who secured four votes. On the day he purportedly emerged, it was without any member as part of his executive team. He was alone.

Some stakeholders who reacted to his emergence stated that it recreated a similar story of 2018 state congress in which Okay Ogbodo, who was not registered with the party emerged “state chairman” after some hired thugs chased away accredited delegates at the venue of the exercise.

At the party’s secretariat however, a former Deputy State Chairman, Adolphus Ude polled 782 out of the 1300 votes cast in the congress election decided through secret balloting to defeat Dr Charles Chukwu who secured 202 votes and Chief Benson Eze who came third with 142 votes.

The Agballah faction has continued to hold their meetings anywhere desirable to them and by them. The Ude faction on the other hand has continued to meet at the party secretariat. Both have continued to lay claims to the authenticity in the leadership of the party in the state.

Enugu West Stakeholders draft in Orji as a third force in the crisis

WHILE it is still being contemplated how the state chapter could wriggle out of the confusion created in the emergence of the two factional leaderships, a meeting of some Enugu West stakeholders of the party held last week at Oji River council, where they denounced the October 16 state congress and instead, insisted that retired Group Captain Joe Orji should be returned as the authentic state chairman of the party.

Recall that Orji was billed to participate in the congress where Agballah emerged. He was not spotted anywhere around the venue. His supporters were allegedly driven out of the venue by some hired thugs before the exercise began. Those who conducted the exercise did not allocate any votes to him.

At the stakeholders meeting however, attended by representatives from the five local government councils that make up the senatorial zone, including Udi, Ezeagu, Oji River, Awgu and Aninri, they decided that he (Orji) was the consensus choice of the members before the congress and insisted that nothing would make them accept the purported election of Agballah as the party’s helmsman in the state.

In the communiqué signed by Messrs Linus Achiebe (Aninri), Chiedozie Nwafor (Awgu), Joe Mmamel (Ezeagu) and Vin-Marthins Ilo (Oji River) and Mrs Maureen Anosike (Udi) among others, they described the said congress where Agballah emerged as “a sham and not in line with the constitution of the party.”

They stated that the purported exercise was the handwork of those that wished to destroy the party in the state.

They stated that stakeholders of the party in the state had pursuant to Article 20 (i) (a) of the APC Constitution agreed on zoning and emergence of candidates at the state congress by consensus.

According to them, “having zoned the chairmanship position to Enugu West Senatorial district, the position was further micro-zoned to Aninri/Awgu/Oji-River Federal Constituency.

“Following the step-down of other candidates for the position of the chairman, retired Group-Capt. Joe Orji was unanimously adopted as the consensus candidate.

“All the three senatorial districts submitted the lists of their consensus candidates for adoption and they were unanimously adopted”.

The communiqué stated that the purported congress that returned Agballa as duly elected had no state congress committee and as such cannot hold.

“We later heard and saw in the social media that one Ugochukwu Agballah from Udi in Ezeagu/Udi Federal Constituency claimed to have been declared elected as chairman.

“Agballa was a member of the Peoples Democratic Party (PDP) as of the second week of July, 2021, when he publicly indicated intention to join our party.

“The revalidation/registration exercise of members and new members of the APC had been suspended by then pending the conclusion of congresses and national convention,” it stated.

The communiqué alleged that Agballa obtained an old, discarded APC membership card slip, which was backdated and attached the same to his nomination form.

“Agballa is not a registered member of APC and, therefore, lacks the right to vote or be voted for into any of the elective positions of the party,” it stated.

The communiqué called on the national leadership of the party to discountenance the purported election of Agballa and uphold the “selection” of Orji as the chairmanship consensus candidate of the party in the state.

It also urged the APC to uphold as duly elected all the candidates contained in the consensus list submitted by the three senatorial districts and endorsed by party stakeholders.

    Mainstream APC members kick

NO sooner had the meeting of the stakeholders ended than a group of mainstream members from Enugu West zone kicked over the suggestion for Joe Orji to be recognised as the state chairman of the party.

In a statement they released and signed by one of the financiers of the party, Emperor Baywood Ibeh, they noted that Orji may not have the strength to drive the party along winning lines in 2023 due to age.

“Our elder statesman Group Captain Orji is too prominent to be drafted by opportunists and may not be disposed to the hassle and youth aggression battle required to win Lion Building in 2023. For God’s sake he should be allowed to enjoy his retirement; every moon has its circle”, they said.

They however endorsed the emergence of Adolphus Ude as the authentic state chairman of the party and disowned Ugochukwu Agballah, whom they said was not registered with the party.

They insisted that Agballah not only breached their zoning convention, but is not a valid registered member of the party, having joined secretly after registration of the APC had ended.

In the statement signed by Baywood Ibe, the mainstream group agreed with Stakeholders from Enugu West that not only was the process, which produced Agballah invalid; but that he violated the party’s zoning principles.

The group stated that “the zoning principle calls for rotation between the old Udi LGA and old Awgu LGA, Udi having produced the highest party office zoned to Enugu in the last dispensation when Chief Emma Eneukwu occupied the eminent position of National Vice Chairman. Maintaining that equity demands that it is the turn of old Awgu, where Comrade A.C. Ude hails from”

They continued: “Most importantly our dear brother Chief Agballa is not qualified to lead 180,000 foundation members of our great party”, adding that “he knows PDP antics but doesn’t have our progressive culture and may we ask, is APC rehabilitation center in the South East?”

“To stop Senator Ken Nnamani’s impunity, we as foundation legacy members adopt King Solomon’s model of reconciliation with Comrade A.C. Udeh as authentic chairman – share the State executive, 17 local government executives and 260 Ward executives on 50-50 basis, so as to stand a good chance to win Lion Building in 2023”

    Agballah reacts

But Agballah, who spoke through his Media Adviser, Kenneth Ofoma described the groups “as jokers and political mercantilists, who are only interested in trading off the party”

He urged any aggrieved member, who has the interest of the party at heart, to approach the Congress Appeal Committee or the National Reconciliation Committee headed by Sen. Abdullahi Adamu, for redress and reconciliation.

Ofoma noted that his principal remained a legitimate member of the party, adding that he did not only purchase forms for the chairmanship position, he also underwent the party’s screening and was cleared.

It has become almost a fight to finish in the Enugu chapter of the party. That is because those intending to use the platform to contest various offices in 2023, especially the governorship, are said to be behind the various claimants to the leadership of the party. All eyes are now focused on the crisis prone national executive committee of the party to sort out the imbroglio in the Enugu chapter. Many believe that the earlier this is done, the better for the party.

Political pressure group sets up political academy for youths

The PowerShift 2023 Movement, a political pressure group, says it has established a political training academy to groom young and emerging politicians on good governance and proactive leadership.

The Convener of the movement, Mr. Nonso Nnamani, told the News Agency of Nigeria (NAN) on Friday that the academy, known as PowerShift Political Academy, is open for youths between the ages of 18 and 45 years.

Nnamani said that the academy would assist youthful politically-ambitious persons to know how to go about their political dreams in the right way and win the trust of the people within a reduced cost.

According to him, the academy’s curriculum runs in such a way that young aspiring politicians will learn how to use the powers of social media, social engagement, volunteerism and advocacy to push their political frontiers and win elective positions.

“If you are ready to take action as a young person against misrule, misrepresentation and bad governance in the country, but do not know how to do so, then there is good news for you.

“The PowerShift Political Academy is now active and open for enrollment to all who share in this passion for a better system of leadership and a progressive society.

“At PowerShift Political Academy, we recruit, equip and empower a new breed of leaders (youthful leaders) in the Nigerian political sphere.

“Our programme is designed to help aspiring and emerging leaders break through barriers that stand as a hindrance to their political aspirations.

“Our programme is non-partisan and targets young people with the goal of helping them participate in politics in order to effect positive change in the country,” he said.

The convener said that the deadline for the application for enrolment into the academy is Dec. 31, 2021, adding that classes would start in January, 2022 in Enugu.

“The PowerShift 2023 Movement is giving 100 per cent scholarship to all qualified applicants; while applicants and those interested can learn more from our website :www.powershift.org.ng,” he added.

As discussions towards the 2023 Guber race in Enugu continue, a political movement christened Ije Awele Enugu East Senatorial Zone 2023, has identified the need to ensure a peaceful handover of the reins of government in 2023 to a person from Enugu East Senatorial Zone.

The conversation which was held on Thursday, December 2, 2021 at the Universal Hotel, Enugu, was a gathering of political leaders, leaders of opinion & thought, traditional rulers, the clergy, men, women, as well as youth & student groups from Enugu East Senatorial Zone. Speaking to our correspondent after the program, the Convener of the Movement, Engr. Mike Ogbuekwe who is also the Special Adviser to the Governor of Enugu State on Agriculture and hails from Nkerefi in Nkanu East Local government, pointed out that since the beginning of the fourth republic, Enugu had garnered a reputation for mature politics of consultations, negotiations and discussions, while highlighting what he called the existence of a standing arrangement, a gentleman’s agreement that recognizes the need for the governorship position in Enugu to be rotational.

    Royal Fathers in attendance

“Ije Awele is a platform for sensitizing the good people of Enugu East Senatorial Zone and the greater Enugu State for a peaceful transition of government in 2023 based on the Zoning agreement we have in our state. I want to emphasize on the fact that the transition will be peaceful.”

“We aim to have democratic discussions that will lead to mature politicking for 2023. It is important to do this to consolidate on the gains recorded in the administration of His Excellency, Rt. Hon. Dr. Ifeanyi Ugwuanyi.”

    Barr. Steve Oruruo addressing participants

“As the Convener, I aim to see a united front for all aspirants from Enugu East Senatorial Zone, through creating a platform for discussions and debates on what we hope to achieve with the 2023 Guber race and position. We hope to involve Captains of Industry, Artisans, Youths, Elderly persons and so on.”

“I do not believe that the Zoning arrangement will be altered because there will be superior arguments and conversations to counter any attempted alteration.”

“We call on our brothers from other Senatorial Zones to join us in protecting the interest of Enugu East Senatorial Zone as it is a commitment to the interest of the entire people of Enugu” he said.

The convener of PowerShift, Nonso Nnamani told the gathering that the first step they need to take is to get their Permanent Voters Card, PVC.

    Nonso Nnamani, Convener, PowerShift

“You can make all the noise but without the voting power which is the PVC, you will make no impact.”

  • State Governors oppose direct primaries ammendment in the Electoral Bill

Civil society groups on electoral reforms have said that state governors opposed to certain amendments in the Electoral Bill cannot dictate to the President, Major General Muhammadu Buhari (retd.).

They described the position of some governors on the mode of primary and other items in the Electoral Act Amendment Bill as “unpopular and narrow,” stating that their interest should not override the public interest.

The CSOs stated this in a statement titled, ‘Electoral Act: Governors cannot dictate to Buhari,’ issued on Sunday by the Executive Director, Adopt A Goal for Development Initiative, Ariyo-Dare Atoye, and endorsed by the Centre for Liberty, Raising New Voices, Youth and Students Advocates for Development Initiative, The Nigerian Alliance, The Art and Civics Table and Speak Out Africa Initiative.

The coalition observed that since the President could not dictate to the governors what they do with bills passed at the state level, it was also his prerogative to sign the Electoral Bill into law based on popular demand.

The CSOs also urged the governors not to obstruct the popular will of Nigerians on the bill, but they should concentrate on rebuilding their parties, ensuring internal party reforms, digitisation of membership registration and dues payments.

The statement read in part, “The position of some of our governors on the new Electoral Act Amendment Bill is unpopular and narrow, and it conflicts with the public interest of Nigerians.

“Our governors should not serve as obstacles or constitute an impediment to the signing of the new Electoral Bill because it has substantially met the expectations of Nigerians.

“It is the prerogative of Mr. President to sign the bill and make history, and it is not in the public interest for the governors to ask him not to sign it.

“The President has a glorious opportunity to take a popular action, etch his name in gold and side with the people by signing the bill into law.”

APC can’t decide internal democracy for other parties: PDP

The Peoples Democratic Party (PDP) says no political party has the right to impose its processes on another.

In a statement by its National Publicity Secretary, Kola Ologbondiyan, on Tuesday in Abuja, it said PDP and other political parties had the right to decide which form of primary they wished to adopt.

The country’s main opposition party explained that it was shocked over the passage of harmonised electoral act amendment bill, which among other things, provides for direct primaries for nomination of candidates for elections by political parties.

“Our party holds that it is the inalienable right of each political party, within the context of our constitutional democracy, to decide its form of internal democratic practices,” the statement noted.

According to PDP, that includes the processes of nominating its candidates for elections at any level.

The PDP also believes that no political party should force its processes on other parties regarding the direct primaries amendment, “a practice of the All Progressives Congress (APC), seeks to achieve.”

It, however, noted that the PDP would, within the next 48 hours, make its final decision in respect of the amendment known.

APGA/Soludo victory, reward for good governance: Victor Umeh

He said Mr Soludo’s victory was significant to APGA and expressed the hope that the party would spread to other parts of Nigeria.

Victor Umeh, former national chairman of the All Progressives Grand Alliance (APGA), says the victory of Charles Soludo at the 2021 governorship election in Anambra was a reward of the people to the party.

Mr Umeh, the collation agent of APGA, spoke shortly after Mr Soludo was declared winner of the contest by Florence Obi, the returning officer at the Independent National Electoral Commission (Commission (INEC) headquarters, Awka, early Wednesday morning.

Ms Obi, the vice-chancellor of the University of Calabar, announced the result as APGA 112,229; PDP 53,807; APC 43,285, and YPP 21,261 votes.

Mr Umeh explained that APGA had served the people of Anambra well since 2003, hence their decision to continue to reward the party with victory not just in Anambra but across Nigeria.

He described the election as the best in the history of Nigeria, disclosing that APGA is proud to win in 19 local government areas and coming second in two others with slim margins.

Mr Umeh, who represented Anambra Central in the Senate, said APGA remained deep-rooted in Anambra.

He said Mr Soludo’s victory was significant to APGA and expressed the hope that the party would spread to other parts of Nigeria.

On what to expect in Mr Soludo’s administration, the APGA chieftain said Anambra was in for a better deal as the governor-elect, pointing out that Mr Soludo has track records of excellent performance.

He described Mr Soludo as the best from the pack in the race, adding that he will provide purposeful leadership to the people of Anambra.

  • Soludo: APC spoiling Buhari’s name, says APGA chieftain

Soludo: APC spoiling Buhari’s name, says APGA chieftain

Sunny-Neville Uchendu, an All Progressives Grand Alliance (APGA) chieftain, says many APC people are spoiling President Muhammadu Buhari’s name before and during the Anambra governorship election, which produced APGA candidate Charles Soludo as the winner.

“What is more remarkable is that some people were dropping the name of Mr President as their joker in the Anambra election,” stated Mr Uchendu. “But for Soludo to have won the election shows that many people with sinister motives have been spoiling the good name of our president without him getting involved in their negative activities.”

Mr Uchendu made the statement on Wednesday while reacting to the declaration of Mr Soludo as the winner of the 2021 governorship election in Anambra by the Independent National Electoral Commission (INEC).

Mr Uchendu, the deputy director, Diaspora Outreach, and Prof. Chukwuma Soludo 2021 Campaign Organisation commended INEC and security agencies for their roles in making the exercise peaceful.

He said though the introduction of the Bimodal Verification Accreditation System (BVAS) device in the election had some issues, he maintained that the commission should improve on some flaws noticed.

“The new BVAS device is good because it made it difficult and disappointed people banking on rigging. But I believe that INEC should make sure that the ad hoc workers operating the devices should be properly trained as they exhibited poor handling of the device,” he noted.

Mr Uchendu, who congratulated the APGA candidate for his landslide victory, advised the governor-elect to prioritise construction, agriculture, security, and commerce, amongst others during his administration.

He also called on Anambra people, both at home and in the diaspora, to rally round Mr Soludo to enable him to sustain the good works of Governor Willie Obiano.

Anambra election over; kidnappers, please release our candidate: Labour Party

Mr Agbadimalo was kidnapped on September 18 while leaving a campaign ground at Ezinifitte Nnewi South local government area.

Clement Ojukwu, National Organising Secretary, Anambra Labour Party, has pleaded with the kidnappers of the party’s candidate, Obiorah Agbadimalo, to set him free.

Mr Ojukwu made the call in a press statement on Tuesday in Awka.

He said the Anambra governorship election had come and gone with its success stories of no bloodletting as was highly envisaged by the public.

Mr Ojukwu said the poll, peacefully conducted, was keenly contested by the candidates of all the registered parties without any record of violence or loss of lives.

“We at the labour party return all the glory to God Almighty,” he said.

He reminded the public that their governorship candidate was kidnapped on September 18.

“Chief Obiora Agbasimelo has not been set free by his kidnappers to date. His absence greatly affected the Labour Party and the morale of its teeming supporters. His vibrant, youthful nature, well-educated and informed campaign strategy, and oratory rattled the opposition and gave the masses great hope of a landslide victory in the election,” said Mr Ojukwu. “Unfortunately, he was kidnapped and kept away from Campaigns, debates and discussions prior to the election. Today, the election has come and gone.”

He added, “On behalf of our great Labour Party, our teeming supporters and his wife, children, and family, we humbly and most passionately appeal and beg the kidnappers to kindly set him free.

“We Kindly appeal to the abductors to release him to rejoin his troubled family and traumatised wife and children after a very long hostage and exclusion from the rest of humankind. We make this appeal in the name of God Almighty and believe that our appeal will yield a positive result to the glory of God.”

Mr Ojukwu further urged “all good-spirited human beings in the state to join us in this clarion call.”

Mr Agbadimalo was kidnapped on September 18 while leaving a campaign ground at Ezinifitte Nnewi South local government area to Azia in Ihiala local government area.

  • AnambraDecides: APGA victory bad omen for Igbos, says APC chieftain

Anambra Decides: APGA victory bad omen for Igbos, says APC chieftain

APGA has been made to look like an Igbo party. Is there Hausa or Yoruba party?” he asked.

A chieftain of the All Progressives Congress (APC) in the South-East, Elvis Agukwe, has described the All Progressives Grand Alliance’s lead in the Anambra gubernatorial election as a political disadvantage to the zone.

Mr Agukwe said the lead would further isolate the zone from the national political grid.

He argued that it had truncated efforts of some South-East leaders, like Hope Uzodinma of Imo, to bring the region to the front burners of national politics.

“Some people erroneously thought that it was between them and Governor Uzodimma,” stated Mr Agukwe. “No. He wanted to change strategy for his misguided brothers. We lost an opportunity to stop others from being suspicious of the Igbos.”

He explained that the APC made a bold inroad to entrench itself in the South-East to correct the misconception that the zone is at “political” war with other regions.

“From five per cent to over 20 per cent. People thought it was personal, Not many would be right at the same time. Governor Uzodimma was bold and strategic. APGA has been made to look like an Igbo party. Is there Hausa or Yoruba party?” he asked.

Mr Agukwe reiterated the imperatives of inclusive politics for the South-East, adding that it was the roadmap towards achieving national political relevance.

“APC did not set out to annex Anambra state but to show direction to our misguided folks. My people should stop complaining; we are not at war with anybody,” he stated.
