  • City Guards – By Onochie Jon-Igwesi

City Guards – By Onochie Jon-Igwesi

In May 2015, the country had, few months back, concluded and announced the results of her general elections. Incumbents were already de-dusting their shelves and files, preparing documents to hand over to the Elects come May 29, 2015. Most elects, with the exception of the President-Elect, as we would later come to find out six months after he assumed office, had already made a list of their intended appointees and presumably notified them of their selection and the offices they would be appointed into in the coming weeks after the swearing in.

In the midst of this atmosphere, in that month, I was driving home one sunny afternoon through the Zik Avenue-Agbani road axis; it was those days when all the traffic lights on the roads of Enugu were operational-it seemed it was a matter of policy then for a faulty traffic or street light in Enugu to be fixed within ten days.

Oh! Those good old days when Enugu had begun emerging as, arguably, one of the fastest developing cities in Africa. People domiciled in Enugu South LGC would recall that then, there was a body responsible for enforcing traffic rules especially apprehending defaulters, known as City Guards. To drag more persons into their net, they had a traffic rule, a very obnoxious one at that, that barred road users from driving on Amber light. It was this rule that I unknowingly flouted at the Zik Avenue-Depot-Agbani road axis traffic light and they quickly gave me a hot pursuit, unknown to me, with their power bikes, finally catching up with me at Eso Bus Stop. They impounded my car and we proceeded to their office at Enugu South LGC headquarters to pay a ludicrous fine of fifty thousand naira. Did I mention that the moment we got to the council’s headquarters they unscrewed my number plates? Argh! It was a terrible experience.

While I waited to speak with their boss, he received a phone call. At the end of the call, he began to laugh and told a friend of his in his office that a certain Commissioner in Barr. Sullivan Chime’s cabinet just called him to quickly release his younger brother’s car that was also impounded by City Guards for breaking a traffic rule. He said he blatantly told the commissioner that he won’t release the car until the fine was paid. At this point, he was laughing uncontrollably. He said the commissioner tried raising his voice at him and he hung up on him. He then dropped the bombshell “it’s like this commissioner thinks he still has powers. He doesn’t know he has few days left to the end of his office”.

You see, no one ever rises to political power by openly affirming his importance or his need to want to enjoy the perks that come with political power. And once you rise, like cubes or grains of sugar will attract ants, you attract peoplei. This is not the problem. The problem is why people in power suddenly become so disconnected from reality, pretending that all is well, refusing to tolerate objections, even the mildest and best-intentioned reprimand, censure and dissidence. They will at first, preach to love the truth, then mid-way, keep at armlength all those who can speak truth to power.

They become so puffed up that they ingloriously assume they have attained perfection. The crude power holders snuff out in pitch darkness these noble ones and the less crude ones buy them over with appointments, monies, contracts and what have you. And when those whose critical voices would have helped shape their government understand the tradition, they hush their tones or criticize loudly to get the attention of the power holders and be rewarded-then all voices die down.

They now forget that the dearth and death of democracy is the lack of naysayers. Any government that publicly celebrates the absence of opposition need not seek a soothsayer to tell her that she is in comatose, for some of those they have surrounding them at that point are what someone has referred to as friends of office. Nna, no one steps on burning coals with a bare foot, stop killing yourself by yourself, don’t shut up opposition.

The reality of what you are doing now may begin to dawn on you, like that commissioner, days just before you leave office. When you leave office and suddenly people begin to publicly say things about you which they couldn’t say to you while you were in office, probably, you caused it. You shut their mouths up for too long and your exit from office has opened it. You think you’re using them, right? Lol! You don’t know they’re actually using you to further their own agenda. Doubt this at your risk. The billboards, newspaper felicitations, jingles and support groups may not be a true reflection of public opinion. They are merely giving you what you want.

To save yourself, you had better assemble a small group of courageous, wise and truthful men and women to routinely tell you where you’re getting it wrong. If possible, please don’t give them appointments. You can pay them from your overhead or security vote but if you must give them appointments for reasons you know best, then give them the leeway to speak truthfully to you.

In addition, find yourself one whom an American Journalist, Louis McHenry Howe, once called a toe holder- a grounding confidant that de-elevates leaders from the isolated and dizzying heights of power. I hope you find this useful.

  • 2023 Elections: Nwodo emphasizes the importance of restructuring the country before the next Election

The immediate past President-General of the Ohanaeze Ndigbo socio-cultural group, Chief John Nwodo, has called on the Federal Government to initiate and conclude the process of restructuring the country before the 2023 elections to avoid a situation where some sections of the country may boycott the exercise.

He said Nigeria used to be the envy of nations, given its pedigree in education, agriculture and well-being of its people because there was a regional system of government that allowed regions to enjoy sovereignty over their national resources until the system was thwarted. He, therefore, cautioned that to avoid the “coming catastrophe”, Nigeria must restructure.

Nwodo, who was the ninth president-general of the apex Igbo group, spoke in Lagos on Friday at the 17th Chief Gani Fawehinmi annual lecture, with the theme, ‘The constitutional history of Nigeria’s dysfunction: Any pathway to indivisibility and common progress?’

The event, organised by the Ikeja Branch of the Nigerian Bar Association, was also attended by the Governor of Borno State, Prof Babagana Zulum, human rights lawyer, Femi Falana (SAN), legal practitioners and human rights activists, among others.

There have been agitations for the restructuring of the country so that states or regions could control their resources.

Several prominent individuals and sociocultural groups, especially those in the southern part of the country, have stressed the need to restructure the country, insisting that the current system was tantamount to a unitary system of government, which they said could not work for a diverse nation like Nigeria.

Nwodo, who was a keynote speaker at the event, explained that there was a time the mainstay of Nigeria’s economy was agriculture, and that all the regions had different items they were producing and exporting, which availed them funds to develop their regions.

He added, “There was only one reason why things worked so well then. We had a regional system of government that allowed regions to enjoy sovereignty over their national resources whilst paying royalties and taxes to the Federal Government. Our domestic security was independent and uncontrolled by the Federal Government.

“Suddenly, the army came to power and abrogated our constitution, turned us into a unitary state and imposed a unitary constitution on us. They seized our natural resources and donated them to the Federal Government to share without adequate respect for derivation.”

Speaking on what must be done to avert “the coming catastrophe”, he said, “Nigeria must restructure and give its component units sovereignty over its natural resources provided they pay royalty or some form of taxes to the Federal Government to maintain federal responsibilities like external defence, foreign missions, customs and immigration.

“Emphasis must return to agriculture and education. Domestic security must remain in the hands of the federating units because living safe in Nigeria today is by luck. The secularity of the Nigerian state must be respected. These irreducible minimum conditions are not negotiable. If it does not happen, we will have no alternative but to go our separate ways.

“Processes to begin our restructuring as a nation must be concluded before the 2023 elections so as to avert a situation where sections of the country may boycott the elections and present the country with a constitutional force majeure.”

Nwodo, who was a two-time minister, also decried a situation whereby the President and federal lawmakers exclusively share the appointment into the Independent National Electoral Commission, saying Nigeria could learn from South Africa and the United Kingdom.

He stated, “In South Africa, the Chief Justice appoints the head of the electoral body and he does so first by advertising for those who are qualified to be in the commission to apply. After people have been nominated, he publishes the list of those nominated and those who have been objected to are delisted before the final stage.

“In the UK, the electoral commission is headed by the speaker but composed of all political parties in the ballot, making rigging impossible. That is why results are announced instantaneously after the collation of results. Nigeria must restructure. So long as INEC and state electoral commission members are appointed by the President and governors respectively, there will never be a free and fair election.”

He said despite the country’s abundant human and natural resources, it remained the poorest nation in the world and a major importer of things it produces.

Speaking on education, Nwodo said Israel, United States and some other countries were leveraging education to come up with world-class innovations while Nigeria maintained a record of having the highest number of out-of-school children, coupled with some immoral practices, like sex-for-grade, in higher institutions.

He added, “If the source of knowledge is contaminated, like a contaminated water reservoir, can you get clean water. Our higher institutions must be devoid of sharp practices and acts capable of compromising their integrity within and outside our borders. Education, road and agriculture are critical areas in the development of a country’s economic potential.”

  • 2023 Presidency: Borno State governor reveals why power should shift to the South

The Governor of Borno State, Prof Babagana Zulum, said on Friday that for the sake of fairness, power should return to the south in 2023. He faulted the suspicion that any part of the country could not be trusted with power, perhaps for the fear of secession.

He stressed that there was a need for fairness in the country, adding that marginalisation had become the loudest concern from the citizenry.

He spoke in Lagos on Friday at the 17th Chief Gani Fawehinmi annual lecture, themed ‘The constitutional history of Nigeria’s dysfunction: Any pathway to indivisibility and common progress?’ which was an event organised by the Nigerian Bar Association, Ikeja Branch, to celebrate the life and times of the late Fawehinmi. The governor stated that one of the pathways to common progress was for fairness to reign in the country.

Zulum, who was accompanied by some commissioners and special advisers, explained that power should shift to other sections of the country.

The incumbent President, Major General Muhammadu Buhari (retd.) is from the North-Western state of Katsina and is serving his second and final term in office.

The governor said, “I’m persuaded that other sections of the country should be given the opportunity to lead in 2023, why not? It is constitutional.”

Zulum, who reeled out the criteria set by the constitution for anyone to contest the Presidency, as contained in Section 131 of the 1999 Constitution (as amended), asked all the persons from the South-East and South-South at the event to rise. He then told them that once they met the four conditions stated in the Section, they were also qualified to contest the presidency.

The section reads, “A person shall be qualified for election to the office of the President if (a) he is a citizen of Nigeria by birth; (b) he has attained the age of forty years; (c) he is a member of a political party and is sponsored by that political party; and (d) he has been educated up to at least School Certificate level or its equivalent.”

Speaking further on the issue of fairness as regard 2023, he stated, “Consequently, my response to the question posed by the theme of this programme is that yes, there are pathways to indivisibility and common progress; we must collectively agree that we need to do more to demonstrate fairness to every constituent part that made up this country. That is the constitution.

“We need to understand that pedestrian suspicion is not an empirical or legal reason to deny any section of the country from participation in the leadership of this country. We are fast moving towards a point of inevitable tension.

“One of the loudest concerns from the public is marginalisation. Therefore, we must as a matter of necessity create an environment that is conducive for everyone. People must feel the impact of the government and that government is responding.”

The governor also said south-easterners should negotiate for power rather than expect others to leave it for them.

He said, “To our friends and brothers in the South-South and South-East particularly, only God gives power but you have to negotiate for power. Negotiation becomes easier when you make friends across the divide. If we negotiate for power, we don’t always get everything we want, but we will normally mention every clause th at covers everything we need.

“I said this because I have heard many people say ‘they don’t want to give us power’ but assumptions and projections will never actualise your aspirations. We must all remember that God gives power but human beings negotiate for it. Every interested party must be prepared to negotiate for it.”

The governor also expressed reservation over the age limit of 40 as the minimum to contest the presidency, noting that in many countries around the world, people below 40 had become world leaders.

He said, “Let me state here that I have a problem with the age limit set at 40, because whatever is the logic behind it, it is difficult to consider it valid in contemporary times.”

He cited several examples of presidents or prime ministers who got to power under the age of 40, including President Emmanuel Macron, who became the President of France at the age of 39; Sanna Marin, who became the Prime Minister of Finland at 34; and Joseph Muscat who became the Prime Minister of Malta at the age of 39, among many others.

“We must review our constitution to reflect this current reality in our country and provide greater access to the greatest number of our citizens,” he added.

He admonished Nigerians to familiarise themselves with the 1999 Constitution, saying even though there are issues with the document, he believed strongly that it could still produce good results when faithfully discharged.

He added, “If governance were to be a religion, the constitution would be its holy book. You know your Bible, you know your Quran, know your constitution. Gani Fawehinmi fought for a people’s constitution. We cannot let him down. Let us work to build bridges and drive a people-oriented constitution that would make Nigeria better for everyone.

“We must make the constitution of Nigeria work for all Nigerians and not just some Nigerians. Our system of government must give people a voice while delivering services to them, including security of lives and property.”

The Chairman, NBA, Ikeja Branch, Mr Bartholomew Aguegbodo, said the event was to celebrate the life of late Chief Gani Fawehinmi (SAN), whom he described as a great and courageous fighter who stood for what he believed to be right. He lamented that public interest litigation, which Gani did passionately, seemed to have become a thing of the past.

He added, “This is a challenge to all of us in practice. Also, this occasion reminds us all that the man we honour today had an idea he lived for; that legal practice is not only for money-making but also standing for the oppressed.”

Also, the Chief Judge of Lagos State, Kazeem Alogba, said the judiciary was always ready to associate with the good programmes of the NBA, as he commended the Ikeja branch of the association for immortalising Fawehinmi.

Represented by Justice Lateefat Folami, the CJ said, “The Chief Judge commends the activities of the NBA for immortalising a great lawyer like Chief Gani Fawehinmi. He played a big role in developing the legal jurisprudence of this great nation, like the production of the Nigerian Weekly Law Reports, which is a very great resource and legacy Chief Fawehinmi left for us. There is no good lawyer that doesn’t have NWLR in their library.”

Others at the event included the immediate past President-General of the Ohanaeze Ndigbo, Chief John Nwodo; Mr Femi Falana (SAN); former NBA Vice-President, Mr Monday Ubani; spokesperson for the pan-Yoruba socio-political group, Afenifere, Mr Yinka Odumakin; Executive Director, Enough is Enough, Ms Yemi Adamolekun; Folarin Fal ana, aka Falz the Bahd Guy, and others.

  • Nnamani; Hero or Villain?

Senator Chimaroke Nnamani: Whither a Hero or a Villain

    By Prince Ejeh Josh

In past months, there have been rising but surreptitious battles for the soul of 2023 in different parts of the country. Many political bigwigs have started pitching tent, taking sides, touring the shore of Nigeria in the guise of consultation for their preferred candidates and choice political party. This move is not surprising since it’s not new in the political landscape of our system. Politicking is long expected from different quarters. National dailies and social media outlets are already reminding us that we’re gradually approaching 2023—the year a new history will be made. Hence, the clandestinely fluting of partisan jingles by different quarters.

Political watchers and analysts have described this metallic discordance as normal and healthy for every progressive democratic political system. What seems to be abnormal, however, is the deliberate assault, calculated blackmailing, vindictive and cruel attacks on individuals in a desperate move to prosecute inordinate political ambition. Democratic institutions provide defined and enabling platforms to engage opposing candidates constructively and reasonably too. This must be done within a line of civility and respect for the dignity and essence of the individual concerned. Any deviation from this principle and rule of engagement is simply a reversion to the state of nature, where animalistic tendency is garbed in human form.

The recent malicious attacks and campaigns of calumny by some sponsored youths from Enugu East Senatorial District against the person of the revered former Governor of Enugu State and now a high ranking Senator of the Federal Republic of Nigeria, Senator Chimaroke Nnamani, is not only demeaning of human civilization, it’s a savage affront to the good people of Nkanuland. It’s a desecration of our long valued tradition of deference for our elders and leaders. It’s sad that some youths could allow their stomach to be their focal point of reasoning and reference. These set of disgruntled persons, having submitted their conscience for monetisation and also commodify their independent will to think within acceptable paradigm, now turn pawns and objects of manipulation in the hands of their macro and micro-motivated paymasters.

Senator Chimaroke, in all sincerity, deserves all the respects any statesman and noble figure deserves, especially in Enugu State and Nkanuland. For the record, Senator Chimaroke has always been a Pro-Nkanu advocate, and will continue to be. This may sound pungent and acidic for the sponsored social media gangster and their patrons: the history of Nkanuland can never be told without marshalling the invaluable contributions of Dr. Chimaroke. Although, I’ve never been the Senator’s advocator, but take it or leave it; Chimaroke remains the foremost and number one Nkanu man alive today. History will forever be kind to him in the state, and in Nkanuland.

Whether one sees Chimaroke as a hero or as a villain, what matters most is that he did well for the people of Enugu state. He opens up Nkanuland for recognition and development. His era as governor of the state, for the first time, puts Nkanuland on the map of the world. We’ve had people in power before him, but where was Nkanu and where were the people of Nkanu then? Chimaroke came and swiftly transformed Nkanuland. Be it in term of human capital development or in term of infrastructure. The hitherto deficit structure and derogatory outlook of the senatorial district got transformed with unimaginable speed. And today, with his long term plan for the zone, new developments and programmes keep springing up. But for the second time senator, the zone would still be wallowing in lackluster and perpetual enslavement.

It may serve well to remind these social media cat-s-paws and their belligerent guerrilla commanders, both within the zone (micro) and outside the zone (macro), that their success stories will never be complete or gloriously told without recognizing the inestimable roles played by Dr. Chimaroke except they are living in a self-denial. Many of them were picked from the dungeon of poverty and throe of abandonment and hunger to fame and glory by the same man they are sponsoring smear campaigns. However, the ruthless fact nobody can change is that Chimaroke’s shoes and name are bigger, mightier and stronger for anyone to drag. In the end, that name they’re bent at destroying will still be their grace for survival. Let them be reminded too that Chimaroke is a cat with nine lives. He has withstood tribulations not a cent of them would, and he came out victorious. He fought battles that a battalion of political strategists would not survive in the ordinary course of things. Interestingly but sadly, he fought for the people fighting him today. He made them whatever name and office they parade at present. Instead of the accolades he deserves, many of those he helped have turned out to be fiends because of inordinate quest for power. Brutus!

For the record, Nkanuland becomes a hub of activity today because Chimaroke fought for it. He’s a hardcore Nkanu apologist, and as we speak today, Nkanuland or Enugu East Senator District is adjudged the most developed of the three zones. When he moved Enugu State University of Science and Technology to Agbani, he was merely doing it for the interest of Nkanu people (for those aggrieved about the land where the institution is situate, they should take comfort at the provisions of the Land Use Act, and how a land without no improvement should be treated). He attracted the only Nigerian Law School Campus in the south east to Nkanuland. The University of Nigeria Teaching Hospital was attracted to Nkanuland—Ituku-Ozalla by the same man some people have resentfully detested for no reason. In his quest to do more for the people, the Enugu State University Teaching Hospital, Parklane, and its College of Medicine were given a world class attention. This too was at the Eastern senatorial district. Plethora of Special Science Schools and Airforce Comprehensive High School were all erected in different parts of the state including Nkanuland. But the ingrates would not appreciate that because of their fanatic thirst for power. This doesn’t speak well for Ndi Nkanu. This rustic behavior must be weaned by those involved.

As a Senator representing the people of Enugu East Senatorial District, we’ve seen Dr. Chimaroke rising in defence of the people, more so, the youth. We’ve seen him spoken against tyranny and an attempt to gag the people and silence their voices. We’ve seen the senator championed robust bills in his area of jurisdiction. We’ve seen him awarded multiple scholarships to the girl-child, paying for the West African Examination Council fees for all the girls in his senatorial zone, numbering thousands, at a time of despondency and hardship orchestrated by COVID-19 and economic recession. This is in line with the dictum that “if you want to build a home and a nation, educate the girl-child”. As Chairman, Senate Committee on Corporation and Integration in Africa and New Partnership for Africa’s Development (NEPAD), Dr. Chimaroke has vigorously worked for the integration of Africa, forged a common ground with his counterpart lawmakers in other African countries for robust policies that would enhance the well-being of the people. The effect, therefore, is that the senator operates from the international plane, and has broadened his spectrum of responsibility beyond local politics. This is the exactitude of “service to humanity”. It’s a burden the senator is shouldering to make the world a better place for all of us.

As the Vice Chairman, Senate Committee on Drugs and Narcotics, the senator has also contributed immensely to the development of our youth. Healthy policies have been evolved, since his appointment, to rehabilitate and reintegrate victims of drug abuse into the society. In the face of the monstrous corona virus collapsing the world into untold catastrophe, our ably representing senator has continued to work actively behind the scene with other relevant research agencies to advance a local remedy that would meet the peculiarity of Nigeria environment. This is not forgetting the ongoing road construction attracted by him in the zone.

With the above in mind, should Senator Chimaroke not be seen as a legendary hero rather than the vicious attacks some people are sponsoring against his person? Should he be crucified like a villain because of his good deeds? I wash off my hands from any condemnation against his revered character and integrity personified. I will add this: Chimaroke is our leader in Nkanuland, and Enugu state. His footprints, despite all odds, keep resonating from all the parts of the state. He made men through empowerment. He mentored almost, if not all, the major political players at the corridor of power today, both those in Enugu state, Abuja and outside the shore of this country, including those sponsoring malicious and unrestrained invective against his person. These young boys who didn’t know where the rain started must be tamed by those bankrolling them. Their owners must take them back into their cage and curtail their wildness. The youth must learn how not to hate a man who has not hated them. They must learn how not to make an enemy of a man who has not offended them. The peanut and chicken feed they are paid today may boomerang to haunt them in the future. You don’t make an enemy because your friend or boss declare that innocent person an enemy.

  • Paternity Scandal : “What you don’t know about my troubled marriage” – Moyo Thomas

The lady at the centre of the trending story involving the Managing Director of First City Monument Bank, FCMB, Mr. Adam Nuru over the paternity of her two children, Mrs Moyo Thomas has finally come out of her shell to reveal the circumstances that led to her separation from her late husband, Mr. Tunde Thomas.

For over a week, social media have been awash with allegations of infidelity against Moyo leading to doubts about the paternity of her two young kids. She was accused of having an affair with Adam while she was still living with Thomas and that her kids are products of the illicit affair while she worked with Adam in FCMB before her relocation to the United States in 2017. Thomas was said to have died as a result of the trauma suffered from the scandal while Adam during the week stepped down from his seat as the bank MD to go on vacation to allow for a proper investigation of the swirling allegations. Though Moyo’s friends and family members had spoken in her defence, but in a statement personally signed by her and made available to Saturday Sun yesterday, Moyo told her story herself.

“I write in reference to all the allegations and accusations that have recently been making the rounds on the internet and various social media platforms. I have refrained from responding to this matter for various reasons, one of which is to preserve the memories of Tunde who departed to be with his maker on December 16, 2020. Memories, not only to me, but to his children, who are still young, and to everybody who had a relationship with him.

“Just like any marriage, Tunde and I had a lot of differences in our marriage, some of which even led to police intervention . But I remain committed to keeping only positive memories of him. No one can ever understand what transpired between us or what each of us experienced in the marriage; like they say, it is he who wears the shoes that knows where it pinches. In all of it, I never for once wished him bad. His untimely and sudden death is still a shock to me as it is to many others.

“On no occasion did I ever tell him he was not the father of our two children. It is therefore deliberate falsehood and certainly malicious to allege and insinuate that I informed him that the children are not his. The children still bear his name. Only God knows why he died in an untimely period. It is not in my place, or anyone’s place to play God and talk with certainty as to the cause of his death, without proven medical facts.

“Despite our separation, we never allowed our differences affect the relationships we respectively have with the children. He still had conversations with the children like any father will, up until his sudden and unfortunate death. It is quite sad and disheartening to see the pictures of these innocent children splashed all over the internet with very disparaging and weird comments.

“I do wish his family and friends the fortitude to bear the unfortunate loss and I ask that we all be allowed to grieve his loss in peace. He has now been laid to rest and we implore all and sundry to please respect our privacy and allow those grieving his loss, including the children and I, to do  so in peace.”

  • While Wailing, They Feasted – By Onochie Jon-Igwesi

While Wailing, They Feasted – By Onochie Jon-Igwesi

Adaeze finished from a private and reputable secondary school in Enugu at a tender age of 15 and at 16, she had already gained admission into one of the universities in the country to study Architecture, at a time when most of her age mates were just beginning their senior secondary classes.

In school, she was outstanding as her academics witnessed no setback despite participating in virtually every curricular & extra-curricular activity on campus. By her 300level, she already had a CGP of 4.59. She was a good basketball player and as if that wasn’t enough, she had the voice of the heavenlies.

To say that Adaeze was pretty was an understatement; she was fit for only Kings and Princes. As expected, boys were always on her matter-without committing to anyone, she just went with the tide. On social media, she was a hottie and influencer. She had a thriving lingerie & perfume business that fetched her extra cash aside her monthly upkeep from her apparently wealthy parents.

Did I mention that her Dad was a reputable Architect and she already had a position reserved for her in her Dad’s company? One thing was certain-the future was already set for and beckoning on Adaeze.

Fast forward to her final year, she wrote her degree examinations, defended her project and began the usual clearance preceding NYSC. One fateful day, two months into her wait for her call up letter to NYSC, she complained of feeling excruciating pains in her stomach, she got drugs to relieve her of the pains but when the pains wouldn’t go, she was admitted in a hospital. Three days later, she bade the earth farewell in a manner most painful to her family and friends.

(Exhales) After all the struggles and seeming promises of bliss and greatness the future held for Adaeze, she died just like that. Her family wept profusely over her inexplicable death, her mum quickly developing high BP from the news. Her demise shattered the walls of social media, trending for weeks, non-stop. Her course mates were too devastated to believe it was true. It just didn’t make sense that one minute Adaeze was alive, apparently responding to treatments and the next minute she was dead; lots of questions with no answers. Well, life had to go on.

What followed next was the preparation for Adaeze’s funeral. Her family vowed to accord her a deserving last respect. There were invitations to be sent to different groups, radio announcements to be made, uniforms to be bought, distributed and sown, posters to be printed, polo shirts with her face and name to be produced, different kinds of food to be cooked for both the night of songs and funeral proper, drinks to be bought, burial brochure to be produced, cows, goats and fowls to be slaughtered, coffin to be bought, decorators to be consulted, meetings between the church and Adaeze’s family, services of undertakers to be employed; it was as if the list of things to be taken care of were unending.

After months of careful preparation by Adaeze’s family to which the extended family and friends contributed little to nothing, the D-day finally came; the day the gorgeous and promising Adaeze was to be buried. Immediately Adaeze was interred to mother earth amidst the cries and wailings of family, friends and well-wishers, plates of food began flying around the “event”. People were seriously clamouring for their own share of foods and drinks; voices were raised and the attendants were cussed by those who felt cheated by the sharing formula-tears began to diminish & disappear from people’s eyes. Even Adaeze’s parents were so busy doling out instructions to the attendants to make sure that all attendees were satisfied that they forgot they had just lost their gem of a daughter. Hmmm! At that point, barely no one remembered again that the future of a young and promising girl was just snuffed out in pitch darkness by inexplicable events. Needless saying that all attendees were really satisfied because Adaeze’s burial was the talk of the town for months.

This is just Fiction. I’m merely trying to use it to drive home a point. Let us go back in time to the creation story-the good old days of Eden. When God made man, He never intended that man would go down six feet deep after a time on earth but due to the fall of man, He gave us death, not as a revel but as a reminder in strong terms of man’s depravity. Suffice to say that today, it appears death and its inevitability has lost its message.

Funerals have become feasts and opportunities for outrageous merrymaking. The hearts of most are only heavy for as long as the Preacher’s heart-rending sermon during the funeral lasts. You scarcely hear dirges sung in funerals again. Mostly gone are those days when during the funeral of a deceased, family and friends become melodramatic, wanting to jump into the grave and be buried together with the deceased. These things no longer happen. They are now moribund and can only be seen in Nollywood movies.

At present, aside walking down the aisle, one other easy way to bankruptcy is funerals and woe betide you, if the person you are to bury lived up to 85years and above. You know, we call the funerals of those at that age and above “Celebration of life”. I am not saying that it is entirely wrong to give a befitting funeral to an outstanding person. What I am saying is that the grandiosity of a funeral has never, can never, and will never be a criterion for measuring the essence and usefulness of one’s life.

When a man dies, what should be of utmost importance are the things to learn from his life, how to extend and bequeath the memory of his legacies to the present and the unborn, not how to canonize a horrible person using a costly funeral. Sometimes, I wish we could take a cue from the Westerners on issues of funeral.

Even if our funerals should be such revelry then everyone must learn decisively to cut their coat according to their cloth. The rich should bury like the rich and the poor like the poor. I do not see a reason why funerals should put one’s account on red simply because one wants the echoes of a funeral to be heard louder than that of a neighbour.

Let’s try not to forget the cause of death and the clandestine message it carries. We must not forget that no matter the affluence of a funeral, the same fate awaits us all. We must also begin to be reoriented that after we have gone the way of all the earth, the living shall only remember us because of our works.

Again, PBIF Holds Annual Medical Outreach

…As Indigents Receive Scholarship Up to University Level

    By Onochie Igwesi (Enugu)

It was a bright day and a fulfilling Christmas for the people of Achi in Oji-River Local Government Area of Enugu State as the Paul Basil Iloegbouba Foundation (PBIF) held her annual medical outreach on 21st December, 2020 at Anglican Girls Secondary School, Achi, Oji-River, Enugu State. The now traditional medical outreach which has continued to hold for about five years, keeps on getting better with each edition.

Speaking to our correspondent after the outreach, the President of Paul Basil Iloegbouba Foundation, Engr. Paul Basil Iloegbouba said the foundation was set up to give hope to the poor by making sure their physical health was at an optimal level, not forgetting their spiritual health. Iloegbouba who is also a Minister of God at Dunamis International Gospel Centre, Enugu Central, observed that testimonies abounded of healings that had been recorded in previous editions as a result of the spiritual impact made through the prayers usually offered during the outreach.

This year, the foundation chose to go a bit further by offering scholarships up to university level to twelve persons in Nursery, Primary and Secondary schools. Iloegbouba said he was encouraged to do all these because of what he saw while growing up. “Let me lay a foundation by saying that my Father was a Carpenter and my Mother was a petty Trader. Trying to put things together to raise us as children wasn’t funny. Growing up, we struggled to get basic things done. I didn’t want people to go through what I experienced. Secondly, while growing up, I saw my father as poor as he was, always willing to give or share the very little things he had with people. His joy stemmed from doing that. My mum was also like him in that way. So, all these impacted a lot in me, thus birthing the Paul Basil Iloegbouba Foundation, and we have done a lot, beyond free medical programs, in different places in Enugu and beyond.” While returning all glory to God for enabling him to do the little he had done, he called on other well-meaning Nigerians to partner with NGOs such as his to uplift more downtrodden persons in the society. He also said he looked forward to holding a bigger outreach in the coming year. Other highlights of the event were distribution of food items to everyone present and donation of grinding machines to the shortlisted names.

It would be recalled that Engr. Paul Basil Iloegbouba is the CEO of Horizontal City Property Developers Ltd, a reputable real estate firm in Nigeria, that had presented a brand new car to their best marketer of the 2020 business year during their recently concluded Gala/Award Night in Enugu. He is also the Director of Thesaurus Schools.

  • THE KANKARA KIDNAP HOAX

    DONS EZE, PhD

    THE KANKARA KIDNAP HOAX

When we consider the kidnap of hundreds of students at Government Science Secondary School, Kankara, Katsina State, penultimate week, we begin to see that many things did not add up well. There were many loose ends, which have made us begin to think twice about the whole issue.

First, President Muhammadu Buhari arrived his home state, Katsina, on a holiday. The same day he arrived, bandits stormed the Kankara school in the same Katsina State and took away hundreds of boys. They travelled hundreds of kilometers on foot with the boys, and nobody noticed the movement, even with high security beef up in Katsina State following the President’s presence there.

Again, when they decided to let us know about the kidnap, they began to sing different tunes. The Presidency, through the loquacious Presidential spokesman, Garba Shehu, said only 10 students were kidnapped from the school. The Chief Security Officer of the state, Katsina State Governor, Aminu Bello Masari, said the number of students abducted from Kankara, were 333.

Again, they paraded one student said to be among those abducted, but who miraculously escaped, and the boy told us that their abductors had asked him to count the number of abductees in their den, and he counted 540 of them.

The authoritative Northern Nigeria based newspaper, the Daily Trust, said their correspondent visited Kankara, and through the school register, was able to establish that the number of students missing were 668.

But when later news about the rescue of the students was released, they put the number at 344; not 10, not 333, not 540, and not 668, as variously bandied. Interestingly, all the abducted students were returned safely, with no scratch, no injury, nobody fainted, nobody died, in spite of the fact that the boys travelled hundreds of kilometers on foot, and might have gone through serious trauma, emotional breakdown, and perhaps, inhuman treatments in the hands of their captors.

At first, when news abiut the kidnap of the students were announced, the Minister of Defence said they knew where the boys were kept, and that the military would soon storm the place to rescue them, while Governor Masari said he was in contact with the abductors and were negotiating with them for the release of the boys.

While all these things were going on, the Commander-in-Chief was not disturbed. He was fully relaxed and enjoying his holiday. He even took out time to visit his cows, but spurned those who wanted him to visit Kankara and have first hand information about what happened, or give comforting words to traumatized parents of the abductees.

Six days later, Governor Masari told us that the abducted students have been released and that it was Miyetti Allah, a group of cattle rears, that facilitated their release. Everybody was happy, and began to sing alleluia.

But the Nigerian military was not happy about the claim that it was Miyetti Allah Cattle Breeder Association of Nigeria that facilitated the release of the boys.

A Defence Headquarters spokesman, John Enenche, posited that it was the military that rescued the captives, stating that “the members of general public who volunteered information are also appreciated. He said the students were rescued “on the heels of credible intelligence by the gallant troops”, with high degree of professionalism to ensure they were all rescued alive.

His words: “Keeping to its promise to ensure the safe return of all abducted students of Government Science Secondary School Kankara, Katsina State, troops of Operation HADARIN DAJI rescued all 344 abducted students on Thursday 17 December 2020. The Military High Command commends troops of Operation Hadarin Daji, including all security agencies for their dexterity.”

Minister of Information and Culture, Alhaji Lai Mohammed, came with his own bombshell. According to him, it was through foreign support that the abducted schoolboys were released, but however declined to give details about those foreign individuals or countries that supported Nigeria during the process of rescuing the schoolboys, and the type of help given.

Probably, as a result of these discordant tunes, the Yoruba socio-cultural group, Afenifere described the Kankara school kidnap episode as a “practical joke” that points to the direction that “Nigeria is finished.”

In a statement by its National Publicity Secretary, Yinka Odumakin, the group said: “We in Afenifere are in serious pain that we are called fellow Nigerians with some people at this sad period when human lives have been made to be totally worthless officially.

“We are not in doubt that the lives of these boys must have been used to swipe the card once again and more money will be available to terrorise Nigerians.”

On our part, we would like to pose the following questions that would help clear some doubts currently raging in our mind, if properly answered.

Were the Kankara boys actually abducted, or was it a stage-managed affair? If it happened, who did the abduction? Boko Haram initially claimed responsibility, but the government said no, that it was done by bandits. Who were these bandits, and what was their purpose for abducting the boys?

Governor Masari had earlier claimed that they were negotiating for the release of the boys. Was it the Miyetti Allah Cattle Breeder Association of Nigeria that they were negotiating with, or was it any other body? In other words, were the Miyetti Allah the bandits that abducted the boys?

Between the Miyetti Allah and the Nigerian military, who actually secured the release of the boys? Each is claiming the glory. Let those who know better tell us.

Also, Alhaji Lai Mohammed said that foreign countries were involved in securing the release of the boys, who were those foreign countries, and the type of help they rendered?

Until these loose ends were properly tied, we would continue to see the Kankara kidnap saga as a hoax. May be the administration was anxious to redeem their toterring image for not facing squarely the security challenges in the country, or that some terrorist groups were hard-pressed financially, and wanted to make more money from government.

This appears plausible, because we had hardly done away with the Kankara episode when bandits again swooped on another secondary school in Katsina State and took away 84 students. We have just got news that the students have been rescued, perhaps, after paying some heavy ransom, even though the government will continue to deny that no such thing ever happened, even after they have told us that they “negotiated”, for the release of the captives, which in our own thinking, involved the process of give and take.

Nwabueze Nnamani – A man on a Mission

    By Chukwu Emmanuel Uchechukwu

Since the 1950s, when the federal system of government came into operation in Nigeria, local government administration has received mixed views on its existence.

Local governments, among other beneficial reasons, are created with the ultimate goal of bringing government closer to the people at the grassroots. In Nigeria particularly, the local government is aimed both to accelerate development and to enable the local population participate and hold those in power accountable for their governance roles.

However, there is an alarming misconception of this third tier of government, hence the reason a young leader said and I quote, ‘Local Governments in Nigeria is just ceremonial’.
In the contrary, I suggest that instead of using the betrayal of Judas to judge the remaining 11 one needs to say “some local governments are ceremonial” because as far as we have seen, the Local Government Chairman of Nkanu west (Hon. Nwabueze Nnamani) is developing Nkanu west Local Government Area to becoming the hub of Nkanu land which it has always been.

The Executive Chairman popularly known as “Ikeoha” among Nkanu west Indigenes has proven within his stay in office that indeed Nkanu west deserves a selfless leader who knows what it takes to lead the people of Nkanu.

Revamping the Local Government Secreteriate: Following his take over as the transitional Chairman, Hon. Nwabueze saw the need to give the Nkanu west Secreteriate located at Agbani a great look it deserves. He took a bold step by clearing out the grasses and fixing the office link roads in the Local Government Area. He went further by renovating some offices that belonged to some other government establishments that offer services to the citizens situated in the Secreteriate.

Being readily available to handle serious matters when it arises
Hon. Nwabueze proved that a leader should always be prepared when he took a first hand measures in the fight against Corona Virus when it was intense. He made sure he enlightened the people through organised radio programs and also by taking a surprise tour to health facilities to checkmate and encourage health workers in the zone.
Major renovation works were carried out at Umueze health centre and other health centres across the local government by Ikeoha,he also intervened with providing hospital equipments at newly built health centres at Obe and Ugwuafor.

Maintaining a rapid infrastructural growth in Nkanu West.
Hon. Nwabueze has maintained a steady rapid infrastructural growth in Nkanu West.
Some of these projects includes the Unity Monument at the Agbani round about, construction of a modern motor park in Agbani town,Ikeoha’s administration is currently constructing a bridge at Nvene River in Akegbe Ugwu. and other notable projects still under construction accross the Local Government.

Driving Towards a digital Nkanu West.
Hon. Nwabueze believes that the world has already gone digital and therefore to meet up with the demand of technology, mayor had equipped so many schools in Nkanu West with digital learning facilities.

    Youth Engagement in active leadership.
Another notable thing that the mayor of Nkanu west has done is by engaging the youths in active leadership in the Local Government Area. This has notably filled the gap that had existed between the Local Government and the youths of various political wards in Nkanu west. This was achieved through his numerous town hall meetings with the youths and also through youth empowerment programs.

    Improved Security in Nkanu West.
In line with Governor Ugwuanyi’s security vision for Enugu state. Hon. Nwabueze was never left behind in getting a good security score as Nkanu West has enjoyed heightened security presence since he took over. This is evidence through the rapid response of these security personnels to security issues when it rises.

Having given the above achievements of Hon. Nwabueze out of the numerous achievements which he has recorded within a short period he has been the chairman, one would wish that if he’s given more opportunities, he would confidently deliver good stewardship to the people.

Timi Frank Gives FG 14-day ultimatum to rescind appointment of sole administrator for NDDC

…Says Akpabio’s defense insult to Niger Deltans

Political Activist and former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, on Monday, gave the Federal Government a 14- day ultimatum to rescind its illegal appointment of a Sole Administrator for the Niger Delta Development Commission (NDDC) or face legal consequences.

Frank in a statement in Abuja also insisted that the defense put up by the Minister of Niger Delta Affairs, Senator Godswill Akpabio for appointing his cousin, Effiong Akwa, as the new helmsman of the NDDC, was an insult to the people of Niger Delta Region.

He warned the Federal Government to immediately nominate a substantive board for the NDDC as provided for in its establishment Act or face massive streets protests in the Niger Delta region and lawsuit after the expiration of his ultimatum.

He described Akpabio’s claim that Sole Administrators had overseen the affairs of the intervention agency in the past as untenable saying “illegality 20 years ago remains illegality today and tomorrow.”

The Bayelsa-born political activist insisted that that there is no law that says that a statutory board of the NDDC cannot be in place while Akpabio is carrying out his phony forensic audit at the Commission.

He called for the arrest and prosecution of Akpabio for violating his Oath of Office by working against the interest of the people of Niger Delta and the development of the region.

He called on the Governors of the Niger Delta states, Ijaw Leader, Chief Edwin Clark, traditional rulers and all federal lawmakers from the zone to speak up in order to rescue the NDDC and stop attempts to destroy it and by extension the hopes and aspirations of Niger Deltans – living and those yet unborn.

“I appeal to all leaders in the Niger Delta to break their silence on this criminal hijack of the NDDC by Akpabio and his collaborators in the Presidency as God will not forgive us if we allow the future of our children to be mortgaged by greedy ambition and illegal scheming at the Commission,” Frank said.

He equally called on the National Assembly, especially the leaders of the opposition caucus – Minority Leader in the Senate, Senator Enyinnaya Abaribe and his counterpart in the House of Representatives, Hon. Ndidi Elumelu – to ensure that the 2021 Budget of the NDDC is not approved or handed over to Effiong Akwa for onward delivery to his uncle, Akpabio.

He said that failure to act in the public’s interest on this issue would make the National Assembly an accomplice in the ongoing anti-Niger Delta arrangement to illegally divert the resources of the NDDC by one family.

“Minority Leaders in both chambers must ensure that the budget of the NDDC is not passed except they have chosen to aid and abet a ploy to arrest the development of the region.

“They must use their positions as opposition leaders in the National Assembly to ensure that the people of the Niger Delta derive maximum benefit from the Commission in terms of concrete socio-economic enhancements,” he said.

He said that the hijack of the NDDC by Akpabio portents doom for the Agency and people of the region who have continued to languish in abject poverty occasioned by environmental degradation following decades of oil exploration in the region.

He said: “The NDDC is not a family empire where Akpabio can appoint his cousin as Sole Administrator.

“It is disheartening that the primary objective of setting up the NDDC was abandoned immediately Akpabio took over as Minister and made sure that the agency was removed from the Presidency and placed under his ministerial portfolio.”

He equally vowed to a legal action against the leadership of the National Assembly should they proceed to approve the 2021 budget of the Commission under the present illegal management being supervised by a Sole Administrator.

  • Edebor Foundation Donates Educational Materials to School Children

Edebor Foundation Donates Educational Materials to School Children

…charges others to imbibe the act of giving back to the society

“At the end, it’s not about what you have or even what you’ve accomplished. It’s about who you’ve lifted up, who you’ve made better. It’s about what you’ve given back.” Denzel Washington

Driven by the above quote to leave indelible prints in the annals of history, with a view to leaving the mother earth much better than he met it before the inevitable call from the Great adventure could connect, Egnr. Daniel Okwudiri Ohaa, a recalcitrant-self-sacrificing Civil Servant of Nkanu West descent, thought it wise to co-find the EDEBOR FOUNDATION, a pet project saddled with the responsibility of giving a sense of belonging especially in education, to indigent children, and possibly activate a level play ground for all; such that there could be little or no limitations to the distance the children of the poor can travel in achieving their potentials when compared to their counterparts from a richer background.

Whereas conceptualising this lofty but worthwhile dream was made easy by the rather rough and tough personal experiences Okwudiri had while growing up, notably, during his school days, actualising the Idea became much easier by his unprecedented willingness to give, backed up by yet an uncommon zeal to Search for the most appropriate recipients of his generous gestures. For it is one thing to be willing to give, but yet another thing, which of course is the most important, to search for the most vulnerable members of the society – the downtrodden; for while many are poor, more are wretched. It’s said that he who stepped into the river first, knows where it is deeper, and warns those still ashore of impending danger areas. This young Engineer and by the grace of God, the Enugu State Chief fire Officer, does not stop at signalling the red areas, he goes further to bridge the gap between the threats and the threatened. This, he has shown  again today by alleviating to some reasonable extent, the suffering of some parents in paying the Education bills of their children.

On 10th December, 2020, the EDEBOR FOUNDATION, in her maiden outing in Okwudiri’s home town – Umueze Awkunanaw in Nkanu West LGC, hosted over 500 Primary School students from Community Primary School Umueze, Obuoffia Primary School 1 and Obuoffia Primary School 2. Over Six Thousand copies of exercise books, Six Hundred pieces of ruler, One Thousand pieces of pen and Five Hundred pieces of Mathematical sets, were donated to Three Primary Schools in Nkanu-West LGC, in the first tranche of EDEBOR Foundation’s outreach, sponsored singlehandedly by Egnr. Daniel Okkwudiri Ohaa.

In his welcome address, Engr. Ohaa maintained that though the donation was from his personal savings, not as a politician, but a civil servant with a definite income; he went further to explain that the writing Materials were packaged by his foundation to be a source of succour to the parents of the benefitting students for at least one accademic session. He surprisingly insisted that his foundation was even ready to augment any shortfalls that may surface from any benefitting students as a result of the materials being exhausted within the accademic session in view. He finally gave all credence to the Enugu State Governor, His Excellency Lawrence Ifeanyichukwu Ugwuanyi, HELIU, for finding him worthy to serve.

The Nkanu West Local Council Chairman, Chief Nwabueze Nnamani, in his separate speech, emphasized on the irreplaceable importance of quality Education to every child, irrespective  of background. He described Education as an inalienable right to every Nigerian Child. He extolled the daring approach of Egnr. Ohaa in always giving back to the society.

The Enugu State Commissioner for Education, Professor Uche Eze, described Okwudiri’s gesture as an ‘enhanced opportunity for Education’. According to him, Education is everybody’s business, as not even the Government can do it all alone. He enjoined other stakeholders to emulate  EDEBOR FOUNDATION’S stance on mass Education, as a means of relieving the Government of some burdens.

The Chairman, Enugu State Universal Basic Education Board, Chief Ikeje Asogwa, represented in the occasion by the director Quality Assurance Department of the board, Mrs Oby Igwe, could not hold back his happiness for what a Civil Servant could do in promoting Education in Enugu State. He said that Egnr. Ohaa and his EDEBOR FOUNDATION will go down in history as two of the most selfless bodies in Nkanu West in particular and Enugu in general. He encouraged the donor to keep moving and not relent, as they will be remembered positively by posterity..

Other dignitaries in the event include:  Rev. Chris Nwadike – Priest incharge, Methodist Church Nigeria, Umueze;  Onyema Okoani – Creative Director Black Jaguar Book Club; Rt Honourable Uchenna Ejim – Legislative Aide to Nkanu West LGC Chairman; Prince Onochie Igwesi – Chairman/Publisher, Pacesetter Frontier Magazine; Nnamani Samuel Freeman – Co Convener, Nkanu Concerned Citizens; Hon. Bartholomew Ebuka Okoh – Director, Barth Special Agro; and so many others.

  • Gov. Ugwuanyi presents N169.85 billion 2021 budget estimates

Gov. Ugwuanyi presents N169.85 billion 2021 budget estimates

Governor Ifeanyi Ugwuanyi of Enugu State, on Wednesday, presented to the State House of Assembly, the 2021 Budget estimates of One Hundred and Sixty Nine Billion, Eight Hundred and Forty Five Million, Seven Hundred and Fifty Eight Thousand, Five Hundred Naira (N169,845,758,500.00), for consideration and passage.

Presenting the budget proposal tagged: “Budget of Recovery and Continued Growth”, Gov. Ugwuanyi disclosed that it “is 13.8 percent higher than our revised 2020 budget”.

The governor explained that the budget proposal was carefully designed to strategically enhance the recovery of the state from the drawbacks of 2020, occasioned by the unexpected and unpleasant outbreak of the Coronavirus Disease (COVID-19) and the negative effects of the #EndSARS protests, which were hijacked by miscreants and hoodlums to unleash mayhem on the country, “pushing back all the efforts at economic recovery from COVID-19 challenge”.

Gov. Ugwuanyi added that these setbacks to the full implementation of the 2020 budget ensued shortly after his administration commenced payment of the new Minimum Wage of N30,000 in February this year with its consequential adjustment.

“We had adjusted to this new cost centre and set in motion procurement processes for the delivery of services to Ndi Enugu as appropriated by this Honourable House. Suddenly, we slept in one world and woke up in another, confronted with the unpleasant news of a strange illness – Corona Virus Disease (Covid-19)”, he said.

Gov. Ugwuanyi pointed out that the COVID-19 pandemic lockdown and pertinent restriction of economic activities across the country caused a significant drop in the global energy demand that led to oil prices crash with huge drop in Statutory Allocation accruing to states in Nigeria, as well as the Internally Generated Revenue (IGR), which compelled state governments to revise their 2020 approved budgets as directed by the National Economic Council and inspired by World Bank.

On the 2020 budget performance, the governor said that apart from the payment of the N30,000 Minimum Wage to workers, provision of critical road infrastructure in urban and rural areas, interventions in security, judiciary, education, tourism, legislature, religious, agriculture, redevelopment of the Akanu Ibiam International Airport, Enugu, Urban water supply, among others, his administration has made huge investment in the health sector/COVID-19 related interventions.

On the 2021 budget estimates, Gov. Ugwuanyi revealed that the projections were predicated on the macro and micro-economic indicators of national inflation rate of 11.95%, national real GDP growth of 3%, oil production benchmark of 1.86 million barrels per day, oil price benchmark of $40 per barrel, and exchange rate of N380 per US dollar.

He further stated that the “Enugu State Medium Expenditure Framework (MTEF) 2021-2023 and Fiscal Strategy Paper (FSP) are aimed at prudent fiscal management coupled with prioritisation of public expenditure”, stressing that “this is focused on achieving a better balance between capital and recurrent expenditures”.

The governor noted that out of the total budget size of N169.85 billion, the sum of N68.711billion, representing 40% of the total budget is for Recurrent Expenditure while the sum of N101.1billion is for Capital Expenditure, representing 60% of the budget size.

Consequently, Gov. Ugwuanyi highlighted that the key deliverables of the 2021 capital budget include rehabilitation of the 9th Mile crash water borehole programme; commencement of AFD-funded 3rd National Urban Water Sector Reform Project; completion and landscaping of International Conference Centre and construction of a flyover Bridge at T-Junction of Nike Lake Resort Road/Nike Road, Enugu.

The governor hinted that the all-important flyover project will necessitate closure of the Nike Lake Resort/Nike Road T-junction and all approach routes to it, adding that “preparatory to the project commencement therefore, alternative routes for traffic diversion are being prepared and will be adequately communicated to the public in due course”.

Other key deliverables were the completion of construction of ESUT Teaching Hospital Igbo Eno; installation of Astro-turf & Tartan Tracks, floodlighting with associated Works at Nsukka Stadium, Nsukka LGA; rehabilitation/construction of more Urban and Rural roads; construction of Station Road-Subway Flyover/Underpass to Ogui road with a spur to market road by Red-Cross; construction of additional type III Model Primary Health Centers in Oji River, Aninri, and Awgu LGAs; establishment of Fertilizer blending plant and cottage Rice Mill; completion of the rehabilitation of Enugu Ezike General Hospital and construction of its Amenity Building; integration of Adada Water Scheme and rehabilitation of other Water Schemes in Enugu North Senatorial District, and drilling of new Water boreholes with storage facilities and reticulation across the State.

While expressing profound appreciation to members of the State House of Assembly for their diligence and commitment to the task of taking Enugu State to an enviable height, “consistent with our founding fathers’ dream of a peaceful, united, secure and prosperous Enugu State”, Gov. Ugwuanyi also appreciated deeply the people of the state “for their unflinching support, cooperation and resilience especially in the face of all the storms of year 2020”.

Responding, the Speaker of the State House of Assembly, Rt. Hon. Edward Ubosi thanked Gov. Ugwuanyi for weathering the storms during the year to ensure that his administration provided the dividends of democracy to the people of the state especially in the rural areas.

The Speaker therefore assured the governor that the House will pay diligent attention to the budget for residents of the state to continue to enjoy peace and good governance.
