  • Subsidy Palliatives: Enugu gov’t releases criteria for selection of beneficiaries

    The Enugu State Government has released the criteria for the selection of beneficiaries of fuel subsidy removal palliatives in the state, insisting they must be the vulnerable and disadvantaged ones in society.

    This was made known in Enugu on Monday by the Deputy Governor, Barr. Ifeanyi Ossai during a meeting with the chairmen of the 17 local government areas of the state on the criteria for the selection of intended beneficiaries of fuel subsidy removal palliatives in the state.

    Barr Ossai, who is the Chairman of the State Palliative Committee, outlined the criteria, saying these included one person in a family with one or more child out of school due to financial constraints, persons detained in hospital after treatment or refused treatment due to inability to pay medical bills, persons especially widows who make a living in their community, working on other people’s farms, or domestic work to make a living, and widows with children, whose oldest child in school is in a class below secondary school.

    Others are persons in communities who depend on their community church or mosque to pay school fees or celebrate Christmas and or other festivities, persons with disability especially known to their community to not have extended or direct family support, ophans especially without known support in the community, and persons who live below one thousand, four hundred and twenty five naira per day as contained in World Bank Poverty Index

    Barr Ossai directed the council chairmen to convene an emergency meeting of the ward palliative committees in their respective council areas to discuss modalities for the distribution of the palliatives, as well as collection of credible data on the selected beneficiaries.

    He reminded the chairmen that the ward councillors were not expected to generate the social register/data of the intended beneficiaries alone without the involvement of ward committee members, adding that the clegy, presidents general of autonomous communities, and representatives of civil society organisations should all should work in harmony for effective and credible results.

    Ossai emphasized that those in the ward committees knew the indigent ones in their various communities that normally approached the churches for assistance.

    He said that those without national identity numbers and bank account numbers should be indicated in the forms provided, adding that the state government would send the relevant government organs to do the needful.

    On the number of beneficiaries per ward, he said it was agreed that every ward should generate one thousand intended beneficiaries, advising the chairmen to ensure that the project was credible and successfully completed in record time.

    The United Arab Emirates (UAE) has lifted the visa ban imposed on Nigerian travellers.

    The ban, which was imposed 10 months ago had affected activities of Nigerians who were regular visitors to the Middle East country for businesses, tourism and leisure.

    But President Bola Ahmed Tinubu rekindled the hope of many recently when he vowed to do everything within his power to resolve the diplomatic row between the two countries.

    Tinubu had directed the immediate resolutions of the issue when Ambassador Designate, Amb Salem Saeed Al-Shamsi presented his Letter of Credence,” to him at Aso Rock.

    In a statement on Monday, Presidential spokesman, Chief Ajuri Ngelale, announced that the meeting with the UAE authorities was fruitful.

    “President Bola Ahmed Tinubu and President of the United Arab Emirates, Mohamed bin Zayed Al Nahyan, on Monday in Abu Dhabi, have finalized a historic agreement, which has resulted in the immediate cessation of the visa ban placed on Nigerian travelers.”

    “Furthermore, by this historic agreement, both Etihad Airlines and Emirates Airlines are to immediately resume flight schedules into and out of Nigeria, without any further delay.

    “As negotiated between the two Heads of State, this immediate restoration of flight activity, through these two airlines and between the two countries, does not involve any immediate payment by the Nigerian government.

    “In recognition of President Tinubu’s economic development diplomacy drive and proposals today presented by President Tinubu to his counterpart, an agreed framework has been established, which will involve several billions of U.S. dollars worth of new investments into the Nigerian economy across multiple sectors, including defense, agriculture and others, by the investment arms of the Government of the United Arab Emirates.

    “Additionally, President Tinubu is pleased to have successfully negotiated a joint, new foreign exchange liquidity programme between the two Governments, which will be announced in detail in the coming weeks.

    “In conclusion, the President wishes to commend the UAE President, Mohamed bin Zayed Al Nahyan, for his unalloyed friendship and his determined effort to join hands with him to fully normalize and reset to excellence, the standard of relations between the two important countries.”

    Boat carrying over 100 passengers capsizes in Niger leaving scores dead

    At least 26 people on Sunday, September 10, died in a boat mishap carrying over 100 persons in communities between Jebba and Kainji dam in Mokwa local government area (LGA) of Niger State, The ICIR gathered.

    The victims, said to be from Gbajibo, Ekwa, and Yankyade communities, were going for farming activities when the incident occurred between 7:30 a.m. and 8:00 a.m. on Sunday.

    The incident has left the affected communities in mourning as the indigenes search for the whereabouts of their loved ones.

    Over 30 people had been rescued in the boat, said to be carrying primarily women and children, by a combined operation of the marine police and local divers in collaboration with the State Emergency Management Agency.

    While the fate of the remaining passengers is yet to be determined as at the time of filing this report, the chairman of the Mokwa LGA, Jibrim Muregi, also confirmed the unfortunate incident to the Punch.

    In a statement on Sunday, September 10, the state governor, Umaru Bago, described the incident as terrible and undesirable.

    He said, “This is quite a shocking and sorrowful situation to the people of the affected communities, and I share in their sorrow.”

    Commiserating with the victims who survived and the families of those who died, Bago stressed the importance of using life jackets when boarding boats and for people to desist from overcrowded boats.

    Recently, in June this year, over 50 persons were dead in a boat said to be returning from a marriage ceremony at a neighbouring Egboti village in Niger state, conveying no fewer than 100 persons, including a father and his four children, capsized.

    In another incident, The ICIR reported a boat mishap on River Niger near Malilli village in Borgu local government area of Niger State that claimed about 42 lives with over 100 missing.

    The Enugu State government has commended the United Kingdom government for setting up a visa centre in the state to facilitate visa applications by residents in the state, the South-East zone, and the country at large.

    In a statement made available to newsmen in Enugu, the Secretary to the State Government (SSG), Prof Chidiebere Onyia, recalled that the visa centre was part of Governor Peter Mbah’s earlier requests during the visit to the Government House, Enugu, by the UK High Commissioner to Nigeria, Dr Richard Montgomery, in June this year.

    The statement said the government received the news of the visa centre with delight and satisfaction, stressing that it would further enhance economic partnership and cultural exchanges between Enugu State and the United Kingdom.

    “The Enugu State Government therefore looks forward to a strong, mutually beneficial relationship with the UK, as the visa centre would help cement the relationship”, the statement added.

    The government called on the people, especially those residing in the South-East to avail themselves of the opportunity provided to file their visa applications in the state, saying the government would ensure improved security both to residents and visitors carrying on business in the state.

    It reiterated that the state was open for business and investment more than ever before.

    According to the British High Commission , the centre would be opened from September 13, 2023, in addition to current locations in Abuja, Lagos and Port Harcourt.

    The facility which is temporary, according to a statement from the Commission sighted by Pacesetter, will operate out of the Omedel Luxury Hotel, 4/6 Link Road off Pascal and Jerk Bus Stop, Independence Layout, Enugu and will shortly offer a twice-a-week service.

    The Oyo State Waste Management Consultant, Mottainai Recycling Ltd., has announced plans to train 100 talented youths, as Geographic Information System (GIS) experts.

    The training, according to a statement by the Chief Operating Officer, Ms. Oluwaseun Fasuhanmi, and made available to Pacesetter, is a bold step towards Mottainai’s urban transformation, technological advancement and its Sustainable Smart City Waste Management.

    A 24-month transition to elections in Gabon would be “reasonable” after last month’s coup, junta-appointed Prime Minister Raymond Ndong Sima was quoted as saying by French news agency AFP on Sunday.

    Army officers seized power on Aug. 30, annulling an election minutes after an announcement that President Ali Bongo had won, which they said was not credible. Bongo, in power since 2009, had succeeded his father Omar Bongo, who ruled for 42 years.

    The junta has promised to oversee free and fair elections, but has not given a timetable for organising them.

    In the first comments on a possible length of this transition, Ndong Sima told AFP: “It is good to start with a reasonable goal by saying: ‘We hope to see the process completed within 24 months so that we can return to elections.’”

    Addressing world leaders at the 18th G-20 Leaders’ Summit in New Delhi, India on Saturday, the President emphasized that

    “Nigeria is poised, able and willing to be a major player in this family of the G-20 and in shaping a new world, without whom, the family will remain incomplete”.

    He called for global unity and cooperation in tackling pressing challenges, fostering inclusiveness, and establishing a fairer world order.

    While acknowledging the vital role of the G-20 in shaping a rules-based world order that promotes shared prosperity and security, President Tinubu emphasized that most of today’s pressing issues are “international in character and cannot be addressed without multilateral cooperation.

    “Therefore, stronger collaboration, cooperation, and partnerships among diverse regions are the pathways to a peaceful, prosperous, and sustainable future for our world.

    “This is why the role and contributions of the G-20 in shaping a new world order that is fair and rules-based can not be over-emphasized. A world that lives as one family, but is divided by staggering income inequalities and uneven access to basic social goods by the vast majority of our people cannot result in a peaceful and secure world where shared prosperity is achieved.

    “I hasten to add that such rules and global governance structures of our collective dreams must be collectively designed, collectively owned, and collectively managed. This is consistent with the true spirit of One Family, mutual respect, and sustainable development”.

    The President congratulated India for hosting the historic summit and for successfully landing on the moon under the visionary leadership of Prime Minister Narendra Modi.

    He described the achievement as an inspiration to all developing countries of the Global South.

    On the issue of African Union (AU) inclusion in the G-20, President Tinubu welcomed the decision, saying it “opens opportunities for future membership of the group in a manner that reflects the relative balance of power and inclusiveness of humanity as One Family.

    Reflecting on the theme of the Summit: ‘One Earth. One Family. One Future,’ the President  stressed the interconnectedness of global affairs and the need for collaborative efforts.

    He underscored the importance of tackling challenges related to technology, energy transition, and access to credit, as well as the growing socio-economic divide between those who have and those who do not.

    President Tinubu urged greater solidarity among nations, tasking advanced economies to support disadvantaged regions in the Global South and to promote climate justice.

    He also called for the strengthening of international frameworks for resource mobilization and governance that are based on the principles of justice, equity, and fairness.

    In addressing the sub-theme of Session II of the Summit, which is One Family,  the President highlighted the magnitude of challenges facing humanity today.

    According to him: “The need for us to work together as one family has, therefore, become more imperative. We must strive to create a world of inclusiveness in which everyone has access to the basic necessities of life, and in a manner that widens and strengthens the ownership of our planet regardless of one’s economic, social, and political status.”

    President Tinubu urged the Global North, advanced economies, and multilateral institutions to mobilize resources and direct efforts to where help is needed most in the disadvantaged Global South.

    “By doing so, we will be building a society anchored on the strong values of tolerance and mutual respect, where diplomacy, dialogue, and cooperation take precedence over competition, conflict, and divisions, which are based on inflexible ideologies and belief systems,” the President further said.

    Niger: Protesters Demand Departure of French Troop; Camp in Front of French Army Base in Niamey

    Hundreds of protesters have been camping outside a French military base in Niger’s capital Niamey for the past six days to demand the troops’ departure, the latest sign of swelling anti-French sentiment among supporters of a military coup in July.

    The demonstration started last Saturday, around five weeks after soldiers toppled President Mohamed Bazoum and seized power in a coup that has been widely condemned abroad but celebrated by many at home.

    Relations between Niger and its former coloniser France have worsened since Paris declared the junta illegitimate, stoking anti-French sentiment.

    There have been calls for around 1,500 French troops stationed in Niger as part of a wider fight against an Islamist insurgency in the Sahel to leave the country. France has so far rejected this.

    Rallies in support of the junta have been recurring since the takeover. But the crowd in front of the French military has swelled and is showing no sign of leaving.

    On Friday, protesters celebrated Muslim midday prayers that are usually held in a mosque in front of the base.

    “France has never stood by its colonies and helped us. On the contrary, they are here to plunder our resources,” said Hassane Aissa Seyni, sitting among other women in headscarves after the prayer.

    PEPC judgement likely to erode progress made in use of technology in elections – Situation Room

    The Nigeria Civil Society Situation Room says the verdict of the Presidential Election Petition Tribunal on the 2023 presidential election may erode the progress made in the use of technology in elections.

    In a statement issued on Friday, the Situation Room said the verdict may present challenges for the innovative reforms achieved through the Electoral Act of 2022.

    The statement was jointly signed by the three co-conveners of the Situation Room: Y.Z Ya’u, Mimidoo Achakpa and Franklin Oloniju.

    The PEPT had on Wednesday, in a unanimous decision, dismissed the petitions of Atiku, the presidential candidate of the Peoples Democratic Party (PDP) and Mr Obi of the Labour Party.

    The five-man panel ruled that the petitioners failed to prove the case of irregularities and other issues raised, and therefore, affirmed the victory of President Bola Tinubu of the All Progressives Congress (APC).

    The panel ruled that the petitioners did not prove how they were affected by the failure of INEC to electronically transmit the result.

    “The Electoral Act 2022 provided safeguards indicating the need for INEC to be innovative in developing procedures that will help eliminate the human element regarding the conduct of elections. It seems to us that these innovative reforms may now face challenges as the Tribunal has opened the implementation of these reforms to INEC’s human discretionary powers. This is indeed worrying for our electoral system,” the Situation Room said.

    (Situation Room), on Wednesday, 6th September 2023, observed the delivery of the judgment of the Presidential Election Petition Tribunal on the 2023 presidential election.

    As a group with significant years of knowledge and experience in elections – both in the field and the policy space, Situation Room is concerned that the judgment may have raised questions regarding the gains made with the passage of the Electoral Act 2022, particularly reforms that introduce technology in elections and require INEC to issue guidelines for the elections and implement it.

    It will be recalled that the 2022 Electoral Act was hailed by stakeholders as a milestone achievement and progressive legislation mostly due to the incorporation of technological innovations in the electoral legal framework. For many, the innovations were expected to promote transparency in the electoral process. Of note are the INEC Results Viewing Portal (IReV) and the Bimodal Voter Accreditation System (BVAS), which were described as game changer that would guarantee transparency and seamless management of elections.

    The Electoral Act 2022 provided safeguards indicating the need for INEC to be innovative in developing procedures that will help eliminate the human element regarding the conduct of elections. It seems to us that these innovative reforms may now face challenges as the Tribunal has opened the implementation of these reforms to INEC’s human discretionary powers. This is indeed worrying for our electoral system.

    While some discretion may be necessary for flexibility in election administration, it is important that there are accountability mechanisms to prevent arbitrariness. Citizens look to the Judiciary to serve as a check on this discretionary power to ensure that administrative decisions are implemented in a transparent manner, and most importantly, in the public interest.

    It is also important to add that public funds were appropriated by the National Assembly and invested in these technological innovations, which were developed and publicised by INEC.

    Situation Room notes that it is within the rights of the contending political parties to further dispute or accept the judgment issued by the Tribunal on the elections and will be watching developments regarding further actions by the political parties involved.

    Situation Room will continue to monitor closely how litigations around the general elections evolve especially at the Supreme Court level and will be pursuing further legislative advocacy that will require INEC to mandatorily implement reforms passed by Nigeria’s Legislature.

    The Rivers State Police Command has vowed to track and prosecute gunmen who ambushed and killed one of its Divisional Police Officers, Bako Angbanshin, in Odumude community, Ahoada East Local Government Area of the state on Friday night.

    The police said Angbanshin led a team of operatives to raid some criminal hideouts in the area and while returning, gunmen suspected to be cultists ambushed them.

    The state Commissioner for Police, Emeka Nwonyi, said this in a statement issued by the Command’s spokesperson, Grace Iringe-Koko, on Saturday morning and made available to newsmen.

    The PUNCH reports that a viral video surfaced on Friday night showing the moment the gunmen displayed his mutilated body.

    Nwonyi explained that while the miscreants attacked the operatives, Angbanshin’s men retreated after running out of ammunition.

    The statement added the late DPO sustained fatal injuries and was captured by the gunmen who took him away, leading to his death.

    The statement read, “In an unfortunate incident on the evening of September 8, 2023, the DPO of Ahoda Division, SP Bako Angbashim, displayed exemplary courage during a mission to combat criminal activities in the Odumude area of Ahoada East Local Government Area in Rivers State.

    “SP Bako Angbashim, alongside his dedicated team, embarked on a raid of known criminal black spots in the region. The operation led to a pursuit of criminals from their concealed hideouts. Tragically, as they were returning from this operation, they were ambushed by a significant number of criminals who opened fire on the brave officers.

    “In the face of this adversity, SP Bako Angbashim valiantly held his ground, while his men, depleted of ammunition, made a tactical retreat.

    “Regrettably, during this engagement, SP Bako Angbashim sustained fatal injuries, and one of his informants was also injured, currently receiving medical care for a gunshot wound.”

    The police stated that operatives of the Nigerian Army were contacted for assistance, but were unable to advance further into the bush due to what the statement describes as ‘extremely dark conditions within the dense bush’.

    “The criminals seized the body of SP Bako Angbashim, forcing the remaining officers to return to their base for reinforcement. Efforts were made to rescue and recover the DPO’s body, with assistance sought from the Army teams stationed at FOB Base Etraco.

    “However, the operation proved challenging due to the extremely dark conditions within the dense bush,” the police said.

    While condoling with the family of Angbashim, the CP, however, vowed to bring the perpetrators of the act to justice.

    “Our thoughts and condolences go out to the family of SP Bako Angbashim and all those affected by this distressing incident,” the CP said.

    The African Union was made a permanent member of the G20, comprising the world’s richest and most powerful countries, Indian Prime Minister Narendra Modi said at the bloc’s summit in New Delhi on Saturday.

    The African Union, a continental body of 55 member states, now has the same status as the European Union – the only regional bloc with a full membership. Its previous designation was “invited international organisation”.

    Modi, in his opening remarks at the summit, invited the AU, represented by Chairperson Azali Assoumani, to take a seat at the table of G20 leaders as a permanent member.

    “We welcome the African Union as a permanent member of the G20 and strongly believe that inclusion of the African Union into the G20 will significantly contribute to addressing the global challenges of our time,” a draft declaration reviewed by Reuters showed earlier.

    The move was proposed by Modi in June.

    Other issues being decided on at the summit include more loans to developing nations by multilateral institutions, reform of international debt architecture, regulations on cryptocurrency and the impact of geopolitics on food and energy security.

    The 38-page draft which was circulated among members left the “geopolitical situation” paragraph blank — reflecting deep dividsion over the war in Ukraine — but 75 other paragraphs indicated broad agreement on issues such as cryptocurrencies and reforms in multilateral development banks.

    The G20 previously comprised 19 countries and the European Union, with the members representing around 85% of global GDP, more than 75% of global trade and about two-thirds of the world population.

    Chairman of Kaduna State chapter of the Christian Association of Nigeria (CAN), Rev John Joseph Hayab, has described as disheartening, the attack on St Raphael’s Parish in Fadan Kamantan, Kafanchan diocese of Kaduna State where a seminarian, Bro Na’aman Ngofe Danladi, was burnt to death when the parish house was set ablaze.

    Bandits had stormed the village late Thursday and attacked the church setting it ablaze with the aim of killing all the occupants but some of the priests escaped except Danladi who was serving as a seminarian.

    He died in the fire and his remains were deposited at the mortuary.

    According to a statement issued by the chairman confirming the attack, heir hearts were filled with pains with the news of the attack.

    “It is no longer news that armed men invaded a Catholic church parish headquarters located at Fadan Kamantan community and the criminals targeted the parish priest’s residence, luckily the parish priest, Very Rev. Fr. Emmanuel Okolo who also doubles as the chancellor of the Catholic Diocese of Kafanchan and his assistant were able to escape from the house before the criminals set the entire rectory ablaze, burning to death a seminarian, Bro. Naam Ngofe Danladi who was just about completing his training into the Catholic priesthood.

    “What is disheartening about this particular attack is the fact that the place of attack is just by the Kaduna – Kafanchan major highway with a military check point not far from the parish. The parish is located at the heart of Kamantan town and the attack was carried out at about 8:00pm. This causes us to wonder some more, where is the hope, how much more terrible could the situation get.

    “We appreciate the willingness of the present administration to proffer practical, real and lasting solutions to the security challenges in Kaduna State as made visible by the ongoing recruitment process of over 7,000 men and women into the Kaduna State Vigilante Services (KADVIS),” he said.

    He said in the light of sharing in the faith of the perceived good will of the present administration in Kaduna State, they invite Governor Uba Sani and all relevant stakeholders to immediately swing into action and ensure that those responsible are apprehended and made to face the law.

    Rev. Hayab said, security is everyone’s business, but that it is disappointing that this kind of unholy activity could be recorded at the heart of Fadan Kamantan community and the criminals will operate unchallenged.

    It is a slap on the security forces within that jurisdiction, it is a slap on the religious leaders, traditional and community leaders.

    “The position of CAN Kaduna State chapter has always been that we as citizens must complement government in her primary responsibility of saving our lives and property by proactively building a community security system that prevents any form of invading force into our community, sadly we are still here. We reiterate again here, that leaders at all levels in southern Kaduna and Kaduna State must wake up to this call and be responsible for the protection of the communities where the live and lead.

    “We cannot continue like this, no, it is unacceptable and we all must wake up to our responsibilities,” he said.
