Farmer/Herder Clashes: Tinubu Okays Establishment of Presidential Committee to Bolster Livestock, Dairy Industries

President Bola Tinubu has approved the establishment of a Presidential Committee dedicated to the reform of the livestock industry and the provision of long-term solutions to recurring clashes between herders and farmers in the country.

The President announced the establishment of the Committee on Thursday in Abuja, following the submission of a report from the National Conference on Livestock Reforms and Mitigation of Associated Conflicts in Nigeria.

The Conference was convened by the former Executive Governor of Kano State and Chairman of All Progressives’ Congress (APC), Dr. Umar Abdullahi Ganduje.

The President explained that the Committee is expected to collaborate with the Federal Ministry of Agriculture and Food Security, and propose recommendations aimed at fostering a peaceful co-existence between herders and farmers while ensuring the security and economic well-being of all Nigerians.

“The Federal Government is fully prepared to cover the cost of acquiring the land. These opportunities will provide gainful employment for our veterinary doctors, while opening doors for the private sector as the provision of new educational opportunities for herders’ and their children emerge. Medical facilities will be established. This is a life-changing opportunity that we have.

“Imagine us producing enough milk for our school children. Imagine us becoming net exporters of cheese and yoghurt. Imagine us producing the skin massively with a major Nigerian leather industry. Imagine us providing cold storage facilities and employment across the nation. These things are possible in front of us,” the President charged.

President Tinubu commended Ganduje for assembling the best minds and experts to find solutions to the perennial issues between pastoralists and farmers.

He also praised the committee members for their diligent work in examining the complex issues related to livestock management, land use, and security.

“Out of every tragedy, if you are careful, you will see an opportunity. We have faced this conflict for some time. We know it is a homegrown problem. It is very hard for people to stay away from their traditional, old ways.

“I tried in 2018 to bring about a solution to this problem, but it proved elusive. But I’ve been told not to ever give up and today I believe the solution is here,” the President stated, referring to the committee report, which contains several recommendations.

“It is not the fault of herders and farmers that this crisis has persisted. It is the fault of the leadership who failed to find immediate solutions to solve their problems. Leadership is about thinking and doing,” he said.

In his remarks, Ganduje recalled that during his tenure as the Governor of Kano State, he had hosted the National Conference as part of a deliberate effort to promote the modernization of livestock production, while strengthening the capacity of local authorities to manage relationships and amicably resolve conflicts between herders and farmers.

He noted that Kano had remained one of the most peaceful states in the country throughout his eight years in office.

“Mr. President, I am convinced that the Report submitted here today has the antidote to the problems of the livestock industry. It addresses the key reforms and presents various development options required for the sustainable development of the sector.

“The implementation of the proposals will enhance productivity, improve livelihoods, promote environmental conservation, address substantial causes of conflicts between farmers and pastoralists, and help in reducing the cost of importation for animal products like milk and beef,” the Convener noted.

  • Food Security: Gov. Eno Sends 31 Akwa Ibom Farmers To Cotonou To Understudy Songhai Agric Tech

Food Security: Gov. Eno Sends 31 Akwa Ibom Farmers To Cotonou To Understudy Songhai Agric Tech

To ensure food security under its “Arise Agenda”, Governor Umo Eno of Akwa Ibom State has sent 31 youths for training in Songhai agricultural technology at Cotonou, Benin Republic.

The exercise is to ease the transfer of such agricultural techniques to farmers in the state.

Governor Eno announced this when he fielded questions from journalists at the Victor Attah International Airport, Uyo, the state capital, upon his return to the state from an official trip to explore agricultural investment opportunities for the state.

He said, “The visit to Songhai farm was to see for ourselves what we are about getting into, and have a clear understanding of how it works, and that we have done.

“Myself and the team, we are extremely amazed at what we have seen on the ground and I believe we can replicate that.  We need to get committed people. The story of Songhai is commitment, commitment, commitment and commitment.

“I know Akwa Ibom people are committed people. We are going to get young people across the 31 local government areas that are committed. They will be trained. We are about sending 31 of them off to  Songhai for two months to get firsthand view of the training and then bring them back.

By that time, the farm clearing would have been over.”

The governor explained that the 31 trainees will complement the 15 youths who had undergone training to work in the farm, and identified commitment as a major requirement to setting up and maintaining the Songhai farm.

“While I was running for office, we trained 15 before on my personal account. So, the fifteen are here now.  We are going to train another 31 to make it probably forty, send them to Songhai and they will learn and come back and join the farm. But, what is most important is to have young people who are committed, leaders that are committed. I am sure we will be able to make this happen,” he stressed.

[UPDATED] Investment potentials: NITDA sets up South East Zonal Office in Enugu

…as state gov’t collaborates with agency on digital skills, ICT for youths

In anticipation of Enugu State becoming a major investment hub in the country, the National Information Technology Development Agency (NITDA), has added to the growing number of corporate and multilateral institutions that have established presence in state in the past few months, taking advantage of the investment friendly disposition of Governor Peter Mbah, and the overall improved security in the state.

Recall that shortly after the Enugu State Investment Roundtable which drew the attendance of international creditors, donor agencies, potential investors and foreign missions, the British High Commission in Nigeria, on Monday, September 11, announced the opening of its visa centre in Enugu on the request of the governor and other stakeholders interested in doing business in the state.

The Director General of NITDA, Kashifu Inuwa Abdullahi, disclosed on Wednesday that approval has been given by the agency to set up a regional office in Enugu State, stressing that the decision was inspired by the investment potentials in the state.

The Director General, who was represented by the Director of Zonal Offices, Babajide Ajayi, said this during a courtesy visit to the governor, Dr. Peter Mbah, at the Enugu Government House on Wednesday, noted that the governor had repositioned the state as a destination for investment and business possibilities.

The NITDA DG further revealed that their visit was necessitated by their desire to collaborate with the state in achieving its strategic objectives and vision, noting that the partnership would elevate the state in line with the governor’s mission and vision of making the state attractive for investors from different sectors across the globe.

“We are here in Enugu State to look at how we can actually deepen our collaboration with the state government. We don’t want to just stay in abuja and do things in isolation. We want to work with the state government, we want to collaborate with you. We want to connect with the stakeholders in the state in the ecosystem, and we also want to share our strategic vision with the state and see how the state can also tap into our vision. In addition to this, we want to explain how we can further partner with the state and the ecosystem to drive digital economy.

“We want to actually hear from them and see how we can move the state forward with regards to ICT,” he added.

On his part, the Director, Corporate Planning and Strategy, Dr. Aristotle Onumo, commended Governor Mbah for the strategic steps his administration has been taking in the area of technology, maintaining that the decision to site the agency’s zonal office in the state was a milestone and result of the commitment the governor had shown in his effort to “engage and move Enugu State, especially young people to breathe and have something meaningful doing”.

According to him, the responsibility of government was beyond job creation to engaging the people, lifting them out of the pit of poverty and improving the human capital index, adding that these responsibilities could not be achieved without collaboration.

“It is on that note that we as an agency are keying in to that government programme of poverty alleviation, job creation, entrepreneurship and also supporting start-ups. And that is why we are here for this conversation with the Enugu State stakeholders and His Excellency the Governor particularly and also see how Enugu State Government will benefit from the agency’s programme. We have the focus and the goal to develop about 1 million talents to empower our youths. We want to engage the youths to leave criminality and crimes through digital economy,” he stressed.

Reacting to the visit, Governor Mbah said the state was ready to collaborate with the agency on the training of youths in the state on digital skills, information and communication technology (ICT) which would make them self-reliant, create wealth for themselves and get others engaged.

He said the state was already positioned to take advantage of the business-friendly environment which his administration had deliberately put in place such as derisking investment flow, harmonizing the land tenure system for investment, removing barriers and bottlenecks that could discourage investors and equip the youths as a viable workforce.

The governor informed the agency of his government’s efforts to expose the youths to the emerging technologies such as artificial intelligence, mechatronics, virtual reality, augmented reality, robotics, fintech and others, which are presently driving the global economy, stressing that the state would be glad to partner with the agency to achieve its objectives.

“We recognise that a lot of the skill set that the youths have today may no longer be relevant to the emerging future. And this emerging future requires our young people to be upskilled digitally so that they can embrace the emerging possibilities it affords. So we know that the world is now moving into robotics, artificial intelligence, virtual reality and agumented reality,” he added.

The governor, who appreciated the federal government for choosing Enugu for its regional headquarters, further said his administration would partner with NITDA to train and upskill a minimum of 40,000 youths in the state annually as a way of empowering them and ensuring they could become major players in the digital space.

Speaking on the role of technology in phasing out the brick-and-mortar method of trading which was becoming old-fashioned, Mbah said plans were already being perfected to equip young ones in the state with fintech and cyber security skills to enable them integrate into the digital market, saying “we are going to equip them with the skills that allow them to do e-commerce so that they will be able to have their market base in the entire globe”.

He stressed that the economy of the state would not only be driven by technology, it would help the administration achieve its strategic objectives of growing the economy seven-fold from $4.4 billion to $30 billion, and eradicate poverty from the nook and crannies of the state.

“We are going to drive that growth with technology and not magic. The exponential growth projection can only come through technology. We have already started doing it. If you look at our governance structure, we have migrated our services to digital platform. Currently, we are digitising and we started with the 11 ministries, departments, and agencies (MDAs), and we are looking at extending it to the 109 MDAs that we have in the state. We have already intervened in our land administration and management system. People are able to apply and obtain their certificate of occupancy within 72 hours. And when I say 72 hours, my team members will always interrupt and say ‘no, it’s 48 hours’. I don’t think there is any city in Africa where you can apply and get your certificate of occupancy in 72 hours,” the governor added.

Electricity grid collapses, plunges nation into blackout

Nigeria has again been thrown into darkness after the national grid system, operated by the Transmission Company of Nigeria (TCN) from Osogbo in Osun State collapsed.

A check by The Guardian in the early hour of today showed that the grid plummeted to a meagre 273 megawatts of electricity coming from two out of the over 27 electricity generation.

This comes barely a week after TCN, rolled out the drum to celebrate a questionable 400 days of grid stability.

A number of Distribution Companies confirmed to The Guardian that the grid went down at 00:41 AM, disclosing that most of their feeders are out.

As of 4:00 a.m. on Thursday, five generating plants were on the grid. Afam VI had 0.70MW, Dadinkowa was generating 0.00MW, Ibom Power had 32.90MW, Jebba had 240MW and Olorunsogo was on the grid with zero generation.

At about 1AM midnight, the total power on the grid was 35MW, indicating that the country experienced a total collapse.

The grid went to 193MW at about 3AM before climbing to 273MW when this report was filed.

The TCN has not responded to inquiries by our correspondent about the development.

    Enugu Disco Speaks

Reacting to this Mr. Emeka Ezeh, Head of Corporate Communications, EEDC, while speaking with newsmen in Enugu said:  “EEDC wishes to inform her esteemed customers of a total system collapse which occurred at 12:40am today, 14th September, 2023. This has resulted to the loss of supply currently being experienced across the network.

“Due to this development, all our interface TCN stations are out of supply, and we are unable to provide service to our customers in Abia, Anambra, Ebonyi, Enugu and Imo States.

“We are on standby awaiting detailed information of the collapse and restoration of supply from the National Control Centre (NCC), Osogbo”.

  • Reps deny NLC’s claim on N100m palliative for each member

Reps deny NLC’s claim on N100m palliative for each member

The House of Representatives has denied claims by the Nigerian Labour Congress (NLC) that its members received N100 million each as palliative from the executive arm.

The National Assistant General Secretary of the NLC, Christopher Onyeka, had in an interview with Punch newspaper, said the congress will embark on another strike over the inability of the government to provide palliative to the masses but gave the National Assembly N70 billion with each member receiving N100 million.

“Can you see the insult that a ward would share a bag of rice and the government calls that a palliative? It is an insult to Nigerians, whereas the government gave legislators N70bn and each of the legislators gets over N100m in a country where Nigerians are suffering,” Mr Onyeka said.

The Senate has 109 members while the House has 360 members.

But the spokesperson of the House, Akin Rotimi (APC, Ekiti), denied the claim, stating that it is malicious and untrue that members of the National Assembly got N100 million each.

“We state categorically that Mr Onyeka lied in his claim that National Assembly members were given N100 million as palliatives. For the avoidance of doubt, at no time did members of the House of Representatives receive any money from the executive arm as palliatives. We, therefore, consider this statement as malicious, irresponsible and in bad faith,” he said.

In its usual manner, the National Assembly did not also provide the breakdown of the money and what they intended to use the money for.

Mr Rotimi did not provide the breakdown of the money nor address the issues raised by the NLC, instead, he demanded a public apology from the NLC.

“Accordingly, the House of Representatives demands an immediate retraction of this lie and a public apology from the Nigeria Labour Congress. The NLC as a critical stakeholder in the development of Nigeria has a voice and it risks delegitimising that voice if it is found to include fables in its legitimate agitations,” he said.

He noted that the National Assembly has approved the request by the executive for funds to support vulnerable groups.

“We wish to remind the NLC and indeed all Nigerians that in less than 100 days in the tenure of the 10th Assembly, we have demonstrated our commitment to the welfare of Nigerian workers and all Nigerians.

“In addition to other measures, the House of Representatives speedily carried out requisite legislative action on the Executive Arm of government’s request for approval of funds for palliatives for Nigerians.

“We have also consistently advocated for the Executive to expedite these palliative measures to reach vulnerable Nigerians effectively and efficiently, as well as added our voices to the call for an immediate review of the minimum wage,” he said.

The NLC last week embarked on a two-day warning strike to protest the biting effect of the fuel subsidy removal.

Mbah plans 20,000 mass housing for workers in Enugu

…as HoR committee commends state’s compliance on NHF remittance

The Enugu State governor, Dr. Peter Mbah, has disclosed an ongoing plan by his administration to build 20,000 mass housing with modern facilities for the state civil servants within the next one year.

This was even as the House of Representatives Ad-hoc Committee on Non-Remittance to the National Housing Fund (NHF) and Utilization of the Funds led by its chairman, Hon. Dachung Bagos, commended the governor for his efforts in ensuring that the state government was up to date in terms of compliance and remittance to the NHF.

While receiving the members of the ad-hoc committee who were on a courtesy visit at the Government House, Enugu, on Tuesday, the governor said his government was passionate about prioritizing the welfare of workers in the state through various incentives which included the planned 20,000 mass housing.

Governor Mbah, who, in a statement made available to Pacesetter, said the state had been playing major roles in the growth and development of the country, further added that Enugu State, under his government, would continue to meet up with its financial commitment for the welfare and well-being of the people.

“We will not only remit the 2.5% to the National Housing Fund, we will also engage the Federal Mortgage Bank of Nigeria for mass housing.

“We have allocated a large expanse of land for mass housing, and we are going to construct 20,000 mass housing for our workers.

“Our goal is to ensure that workers have access to housing upon retirement,” the governor added.

Speaking earlier, the chairman of the ad-hoc committee said their mission to the state, as part of their mandate to visit the 36 states of the federation, was to investigate the level of compliance of remittance to the NHF by states and its utilization, stressing that the NHF Act 1922 presently under consideration for amendment “provides that every public worker, including the private sector is to contribute the 2.5% into the national housing fund”.

Hon. Bagos, however, lauded the governor for meeting up with the financial obligation of the state by remitting the mandatory contributory fund, even as enjoined local governments in the state to emulate the commendable steps taken by the governor.

He said the choice of Enugu State as the first state in the federation to visit was predicated on its commitment to the welfare of its workers, assuring that the remittance would inspire them to allocate more housing to the state.

He encouraged the governor not to rest on the successes recorded by his administration but to do more in ensuring availability of more housing in the state.

Daberechukwu Egbo & Doris Ewo, Enugu.

In a dedication to improve the health and well-being of his people, the Nkanu West Local Government administration of Hon. Uchenna Callistus Ejim, in collaboration with the Enugu State chapter of the Nigeria Society of Physiotherapists, NSP, and with support from the Student Union of and Nnamdi Azikiwe University, Awka, and the University of Nigeria Medical Rehabilitation Students Association (MERSA), Department of Physiotherapy, organized a one day free public health outreach aimed at reducing the menace of Osteoarthritis and other inflammatory Arthritis among the people of Nkanu West Local Government.

The public health outreach which benefited over 850 indigenes of the local government, especially the poor, elderly, downtrodden and aged, took place at the Local Council Secretariat, Agbani, to mark the celebration of World Physiotherapy Day on Friday, September 8, 2023.

The outreach offered free education and sensitization on causes, symptoms, treatments and practices to reduce the menace and pain of arthritis through early detection and early management, basic assessment of vital signs which include assessment of blood pressure, pulse rate, respiratory system, arthritis treatment for patients with symptoms and complaints which include free physical therapy session and free medication.

A beneficiary of the outreach, Mrs Esther Ogbodo expressed profound gratitude and deep appreciations to Hon. Uchenna Ejim, the NSP and MERSA for the heartwarming gesture.

“I’m happy, very happy for this kind of gesture to offer Physiotherapy treatment and medication including free food to us the aging population of the society.

“May God bless the chairman and the organizers for remembering the health needs of the aged and elderly. It’s not easy to assemble elderly ones and attend to their health needs free of charge.”

She testified that she felt a lot better after receiving treatment and medication.
She also called on the Government to keep up the good work stating that, “A Lot of deaths have occurred due to lack of access to medical services either because of insufficient funds or unavailability of medical services here in the rural communities.”

Speaking to Pacesetter, the Chairperson of NSP, Dr. Mrs Chimereze Ngozika, who is also the Deputy Director of Physiotherapy at ESUT Teaching Hospital said the outreach was an opportunity to give back to the community and improve the health status of the elderly and aged who might not have access to physiotherapy treatment and medication.

According to her the outreach was organized in Nkanu West LGA out of the need to reach a wide audience in the rural communities where there’s little or no access to physiotherapy facilities, and also as a result of the council chairman’s strong determination to address the medical needs of the citizens.

“Arthritis is a debilitating condition which comes with a lot of pains. It affects and destabilizes a person’s functional level, the wearing away of the joint surfaces could lead to stiffness of joints and difficulty in mobility”, she said.

She called on the Enugu State Government to include physiotherapy as a Primary Health Care Service to the people, as it will help people especially the aged in the rural areas gain access to physiotherapy treatments even in their community health centers and cottage hospitals.

The President of University of Nigeria Medical Rehabilitation Students Association (UMERSA), Department of Physiotherapy, Mr. Gabriel Nwafor further explained the importance of physiotherapy in health care, the society at large and particularly for arthritis patients.

“Physiotherapy plays a major role in arthritis because an arthritic patient will always come down with pain, joint stiffness, loss of function to a particular joint on a particular limb. Physiotherapy helps patients manage pain, reduce joint stiffness and helps with joint mobility”.

The council chairman, Hon. Uchenna Ejim, while briefing Pacesetter, expressed his unending commitment to meeting the health needs of the people and how the World Physiotherapy Day has given him the opportunity to attend to this particular health need.

“I’m aware of the medical needs of my people as it concerns bones, limbs and joints and I have taken advantage of the celebration of the World Physiotherapy Day to give back to society, because this is beneficial to our parents and aged ones to live a better life even as they age in grace.

“It is a burning passion for me to see our people succeed especially in terms of health and well-being”, Ejim noted.

He went further to announce plans and strategies his administration is putting in place to increase awareness on early detection and management of osteoarthritis, record the long term impact of the public health outreach on the aged population and to grant continuous access to these Physiotherapy treatment and services in the future.

“Because our parents in the rural areas are predominantly farmers and their means of livelihood may not afford them the wherewithal to access basic medical needs, as a government closest to the grassroot, we intend to run this partnership programme quarterly.”
