  • The only way to avoid civil war is by restructuring

Pan Yoruba group, Afenifere, has, again, asked President Muhammadu Buhari to immediately send a bill on restructuring to the National Assembly to prevent ongoing agitations that could result in civil war and break up of the country.

It also demanded the restructuring should be completed before the conduct of the 2023 general election.

The group stated this in a communique signed by its National Publicity Secretary, Jare Ajayi, at the end of its meeting, yesterday, in Ijebu Ode, Ogun State.

“In view of the challenging situations we face, Afenifere calls for meetings of stakeholders where issues of restructuring, devolution of power and true federalism would be firmed up. The outcome of such deliberations is to be passed into law and made operational immediately,” the group said.

It said terrorism and related vices in the country have left Nigeria bleeding in many parts and asked every community to be at alert and defend themselves from bandits who have declared war on Nigeria.

It called on the Federal Government to urgently put a halt to various acts of terrorism, kidnapping, herders/farmers clashes and the likes.

The group asked the Federal Government to allow states to have their own police structure and also immediately halt the various acts of terrorism, kidnapping, herders/farmers clashes in the country.

“This government can do, by immediately allowing states to have their own police. In fact, security apparatuses should be democratised to the local level. In the meantime, every community must be at alert to realise that they must defend themselves from bandits who seem to have declared war on  Nigeria,” it said.

  • Benue State Governor blames President Buhari for ongoing Insecurity crisis

Benue State Governor, Samuel Ortom has said President Muhammadu Buhari should be blamed for ongoing insecurity crisis plaguing the country saying he had failed to secure lives and property which he promised in 2015.

Ortom stated this, yesterday, during a tour of some projects embarked upon by his administration in Makurdi, the Benue State capital.

The governor listed as example attempt by the Presidency to review the Land Use Act of 1978 to give ownership of land to the Federal Government and to push for take over of water ways and river banks by the Federal Government, as policies initiated to create crisis in the country.

He vowed that Benue State would reject the planned review of the Land Use Act as it was meant to grab land from the people for open grazing, cattle routes and grazing reserves.

“Mr. President is the one creating insecurity problem in this country. The grazing routes he is advocating will only cause crisis. No room for reviewing land use act and we are not going to allow the review in Benue. I stand with my Commissioner of Education, Prof. Dennis Ityavyar, on what he said that there is land for ranching in Benue. What we are against is open grazing. Our law is still in place and we will prosecute anybody who goes against the law.

“The only people who can reverse this is Benue people, not even me. That is why I will continue to call on President Buhari to rescind his decision that open grazing must continue in Nigeria. Open grazing is outdated, there is no need for it, and we must ranch our cattle.

“I have maintained that there is land for everyone for ranching in Benue provided they respect the provisions of the law. We have not stopped anybody or tribe from doing business in Benue.

  • Anambra is ready for a female Governor

Hon. Obiora Okpala is a procurement consultant, community leader and member of the Peoples Democratic Party (PDP) in Anambra State. In this interview with Daily Sun, he speaks on the chances of Senator Uche Ekwunife in next Saturday’s gubernatorial primaries of the PDP.

The primaries of the PDP is next Saturday. Does your candidate, Uche Ekwunife have any chance?

She’s one of the leading lawmakers in Nigeria. She has earned herself a name and has contributed in no small way to our democratic process in Nigeria. It is based on her antecedents and qualitative representation that the people are asking her to come and run. With the kind of programmes she has been able to influence to her people and the way she has carried everybody along, it is clear that she has set a benchmark. Another opportunity is calling. Since 1999, Anambra has gone through all the stages. It is obvious that our men have failed. In the eight years, the state has retrogressed. The people want someone who will come and change the system. We are business people. We need to take it to another level and make the state an industrial hub. Ekwunife has the qualities to make these things happen. These are the issues we should look at as we go into the primaries and into the election in Anambra State.

Is the PDP ready to have a woman as its candidate in Anambra?

Our party is gender sensitive. The PDP is one party that has given opportunities to women. It has given women the chance to contribute their quota. This is what the PDP has done. The PDP won’t change now. Anambra is a chauvinistic environment. They have their reservations about women taking certain positions. We need to move away from an outdated lifestyle and embrace a woman like Ekwunife. She will take the state from where we are to where we need to be. Ekwunife has the support.

Ekwunife represents Anambra Central in the Senate, but hails from Anambra South. Is she relying on zoning to win?

Zoning started with APGA in Anambra State. That was during Peter Obi. The PDP doesn’t subscribe to zoning. She’s from the South and that doesn’t matter. What we need is something to change. Currently, Anambra runs a burial economy. It comes alive at the weekend and dies by Monday. We deserve better and that’s why we need Ekwunife.

If you place Ekwunife side by side with other aspirants, does she stand a chance?

I’m not campaigning for her because I support her. I know her personally. I’ve done a forensic analysis of Anambra economy. We need a woman of her calibre. We need someone with her experience. She’s diligent. We don’t need a governor who will see governance as a bread and butter affair. We need someone to revive the economy of Anambra State. At some point in this country, Anambra’s internal revenue was one of the highest. That has changed.

Ekwunife has repeatedly been accused of jumping the ship whenever she doesn’t get the ticket of her party. If she fails to get this ticket, will she remain in PDP?

Ekwunife has come home. PDP is her last bus stop. She won’t defect is she doesn’t get the ticket. She understands state and National politics. If the PDP can just listen to the women folks of Anambra, she will win. The women have tried. We have seen women drive the vehicle of state affairs. She has a vast experience in the financial sector. She’s bringing that experience of a banker.

Peter Obi, your former governor is a banker. The current governor, Willie Obiano is a banker. Is Anambra ready to have another banker as a governor?

Ekwunife can’t run away from her history as a good banker. She has however proven herself in other areas. She has headed sensitive committees in the National Assembly. She currently heads science and technology committee in the Senate. She’s driving our technological advancement from the National Assembly. She will do well.

Will the alleged crisis in PDP in the state affect the outcome of the primaries?

It won’t. The primaries will be conducted by the national body and not by the state chapter. The crisis in the state chapter is orchestrated by some people we know. We can’t begin to mention their names. We need to let everyone know that Anambra State is ripe for a female governor. Some people who don’t want the party to come alive are behind this crisis. The PDP has suffered enough. Distractions will come. But we must remain focused and ignore the distractions.

  • APGA decides in Anambra

    0

Barring any last-minute change of heart, former Central Bank governor, Prof. Charles Soludo is on the verge of being made the candidate of the All Progressives Grand Alliance (APGA) for the November 6 governorship election in Anambra state, through the insistence of Governor Willie Obiano. Southeast Bureau Chief, NWANOSIKE ONU gives a background to today’s APGA primary and the implication of the development for the ruling party

The All Progressives Grand Alliance (APGA) is enmeshed in crisis ahead of the governorship election scheduled to hold on November 6. The party’s primary, which is taking place today at the Prof Dora Akunyili Women’s Development Centre in Awka is already embroiled in crisis.

The governorship battle is between the government forces and the other contenders. Without giving other aspirants an opportunity to stake a claim to the party’s ticket, Anambra State Governor Willie Obiano and his troop have already chosen the former governor of the Central Bank of Nigeria (CBN), Prof Charles Chukwuma Soludo to fly the party’s flag during the November 6 governorship election.

To achieve their purpose, the APGA leadership had to disqualify some key aspirants such as Chukwuma Umeoji, who currently represents Aguata Federal Constituency at the National Assembly and Smart Okafor, who represents Nnewi North State Constituency in the Anambra State House of Assembly.

A former aide to ex-President Goodluck Jonathan, Nze Akachukwu Nwankpo and some other contenders were also disqualified for the primary.

But, the choice of Soludo by the forces that be without proper procedures in the party has led to a major division within the APGA ahead of today’s primary.

Today is a major decision-making day in the life of the party that prides itself as a movement in Anambra State. The fight has equally led to the change of mantle at the national secretariat of the party, with Chief Jude Okeke being named last week as the new Acting National Chairman. The development came as the party’s National Executive Committee (NEC) sacked the two factional chairmen that had been laying claim to the position.

While some key stakeholders have continued to warn the party leadership about what they describe as the looming disintegration signals facing APGA as a political platform, some others say there is no cause for alarm. For instance, a member of the Board of Trustees (BoT) of the party, Chief Rommy Ezeonwuka (Ogilisi Igbo) has warned those trying to foment trouble in APGA to desist forthwith.

He said the removal of former factional National Chairman, Chief Victor Oye and other chieftains of the party means they want to incur the wrath of the party. He urged them to sheathe their swords before it is too late. Ezeonwuka was referring to last week’s suspension of Oye as National Chairman and the appointment of Okeke in his place as acting chairman.

Speaking with The Nation, Ezeonwuka alleged that Okeke and his group were hired by opposition political parties to disorganize APGA.

Another chieftain of the party, Comrade Obi Ochije also told The Nation that such efforts will end up in futility. He insisted that APGA does not have any form of crisis.

Ochije said the Okeke-led group is disgruntled and is scheming to extort money from those he described as the gullible ones.

He added that the Independent National Electoral Commission (INEC) has already taken the delegates list for the primary from the Oye-led national executive and that the party’s primary election will go unhindered in a free and fair manner.

Already, the Governorship Screening Committee has disqualified the major challenger to Soludo to pave the way for the renowned economist to emerge as the party’s flag bearer. The trio disqualified are the ones considered as obstacles to Soludo’s emergence.

Those cleared to contest today’s primary are Prof. Soludo, Damian Okolo, ThankGod Ibe and Ezenwankwo Okwudili.

But, the disqualified aspirants have appealed the party’s decision, while further directives are being waited. The Nation gathered at the weekend that the party said they remain disqualified, which means they would not take part in today’s primary.

The party’s decision to disqualify the major contenders without cogent reason has already made today’s exercise a mere formality. There is no obstacle standing between Soludo and the party’s ticket, as none of the other aspirants has what it takes to challenge the former CBN governor.

Besides, no one challenges his or her ‘Chi’ (personal god) because the governor is such in this game. The same scenario played out some years back between former Governor Peter Obi and Senator Uche Ekwunife at the same Prof Dora Akunyili Women’s Development Centre. The rest is history.

Before the disqualification exercise, The Nation learnt that all political appointees had been lined up to vote for Soludo to coast to victory.

The powers must have seen the handwriting on the wall, thus the decision of the screening committee to weed out those that would possibly challenge the former CBN governor for the ticket.

Soludo has already been declared the winner of the primary even before the contest. But, will the wounded continue keeping mum? One of the chieftains of the party, who spoke with The Nation in confidence, said “this is the beginning of the end of APGA”.

The source said they are still meeting and discussing the entire scenario; to consider what the far-reaching implications will be for APGA.

The party’s State Chairman, Sir Norbert Obi told The Nation that the primary will take place unfailingly at Prof Dora Akunyili Women’s Development Centre. He said what some people see as a crisis in APGA is part of the thing that makes the party stronger as a family.

On the disqualification of the aspirants, Obi declined to comment. Rather, he said only the screening committee has the mandate to talk about it.

Soludo has a date with history today, as he grabs the ticket of the party to replace Obiano. Whatever problem APGA is facing now the leaders must have it at the back of their minds the Zamfara experience of the All Progressives Congress (APC) in 2019.

But, will APGA family continue to be the same after the primary to face the  challenges of the opposition parties? Only time will tell.

  • EFCC: Minister launders $37m through real estate deal

THE Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa, has described the real estate sector as one with grand scale corruption in the country.

The EFCC boss added that about 90 to 100 percent of resources are being laundered through the sector.

Bawa stated this while featuring on Sunrise Daily, a current affairs programme, on Channels Television on Tuesday.

He said the commission investigated a female minister, who he said, bought $37.5m property from a bank and deposited $20m cash.

Bawa, who is marking his 100 days in office, did not however disclose the identity of the suspect or whether she is a current or former minister.

He said, “One of the problems we have in the country is the real estate. Ninety to 100 per cent of the resources are being laundered through the real estate. Of course, they are being regulated but they are not enough in terms of how they give their returns to the Special Control Unit.

“We investigated a matter in which a bank MD marketed a property to a minister and agreed to purchase it at $37.5m. The bank then sent a vehicle to her house to evacuate $20m from her house in the first instance.

“The bank succeeded to put it in their system and paid the developer and then a lawyer set up a special purpose vehicle where the title documents were transferred into and of course, he is posing as the owner of the house.

“Without the help of the banker, the minister couldn’t have imagined collecting $20m from anyone with opportunity from the real sector; she could not have thought of where to launder the proceeds of crime.”

  • This isn’t Democracy

THE son of the acclaimed winner of the June 12 presidential election, Kola Abiola, has said Nigeria’s democracy the way it was currently being practiced was not what his late father, Chief MKO Abiola, and several Nigerians died for.

He further said it was not the kind of democracy several Nigerians laid down their lives on the line for. The younger Abiola, said this during the Tribe Naija, 2021 Democracy Day Fireside chat, with the theme: ‘This thing Called Democracy,’ in Abuja, on Saturday.

Abiola said, “I am not impressed with the democracy that we are in today, because it is not what my father and others died for. Is not what they put their lives on the line for.

“And I want to make sure we get what they will be proud of in their graves. The mantle is now for me to make sure that happens and that is what I mean by completing that bridge.”

Abiola called for a positive disruption of the system to bring about the kind of change that will make Nigeria work for all citizens irrespective of religious, ethnic, political affiliation and social status.

He noted that the Tribe Naija platform, under which the dialogue was being hosted, was designed to bring together young Nigerians who have the passion to think outside the box to bring about a positive change in the country.

  • The President that describes a particular tribe as a dot in the circle

De facto Customary Government of Biafra, led by Asari Dokubo, has flayed President Muhammadu Buhari for describing Igbo as a dot in a circle.

The group, in a statement by the Head of Information and Communication, Uche Mefor, said the president’s statement clearly demonstrated his intent for a genocidal action against Ndigbo.

Mefor said: “President Buhari’s statement that the Igbo (whom he referred to as Indigenous People of Biafra are ‘a dot in the circle’ is an unfortunate manifestation of his insatiable desire, genocidal intent and ethnic cleansing of the Igbo Biafrans.”

He said the ongoing militarisation of the entire Igboland and the launch of operation restore peace in both South South and South East is a recipe for his commencement of that genocide and crimes against humanity which he alleged could not complete between 1967 and 1970.

“This is also reminiscent of the description by Leon Mugesera of the Tutsis in Rwanda as ‘cockroaches’ that must be exterminated in the build up to the horrific genocide in that country in 1994.

“This existential threat which Buhari represents to the entire population is not only for the Igbo in South East but everybody in the South South and should be ignored to the consternation and chagrin of all.

“That is why it is not going to be taken for granted. Hence, self-preservation which is the greatest unconscious and innate human response to danger remains the safest fallback for the population of both the South East and South South.”

Mefor, therefore, called for the collaboration of the South South and South East against the threat by the president.

“The unity of these two regions of Biafra at this particular point in time cannot be overemphasised. All stakeholders and particularly the political class must stand with their people and defend their collective interest.

“They must think beyond 2023 and save themselves from the impending genocide and crimes against humanity. Let us make that sacrifice and make sure South East and South South are protected and insulated from t he invaders,” he said.

  • Uknown persons threaten to attack Delta state capital, if Governor does not withdraw his support to ban open grazing within 72 hours.

Meanwhile, unknown persons, yesterday, raised the tension in Delta State as they threatened to attack Asaba, the state capital, and Agbor, if Governor Ifeanyi Okowa does not withdraw his support for the ban on open grazing within 72 hours.

An unsigned letter containing the threat was pasted in strategic locations in Asaba including the fence of the Living Faith Church (Winners Chapel) at Infant Jesus Road.

The letter titled ‘Fulani Jihadist Warning: An Open Message of 2 Paragraphs to Delta State’ dated June 13, 2021 warned that “failure to adhere to this demand for been the host of the 17 governors, Delta State, most likely the city of Asaba and Agbor, shall encounter severe consequences than that of Bornu, Kebbi, Kastina, Kaduna, Enugu, Benue, Oyo and many more that will not respect the Fulani’s heritage, as we take responsibility for the detonate explosive uncovered in the state capital secretariat, which should serve as warning to the Delta State Government for what is to come, should the governor fail to abide  to our demand.”

  • Buhari plans to reopen grazing route, masses kick

President Muhammadu Buhari’s pronouncement last week that his administration would reinstate cattle routes and grazing areas across the country to ensure herders have free access for their animals have continued to generate flaks

In apparent response to the ban on open cattle grazing by the 17 Southern governors, the president said when the governors gave the directive that open grazing would be banned, he referred them to the gazette that makes provisions for cattle routes and open grazing areas. He then said he has resolved to revive those routes and grazing areas in the country to resolve the issue.

“What I told the governors was to ask them to go and dig up the gazette. There are certain routes and grazing areas so that when cattle rearers were moving from the north to the west, they were allowed to go through there. But if you allow your cattle to stray into any farmer’s farm, you are arrested and the farmer is invited to submit his claims. Those who encroach on these cattle routes and grazing areas would be dispossessed.”

However, in separate reactions, Arewa, Igbo and Yoruba groups roundly condemned the statement saying the move rather than resolve the issue would exacerbate it.

As far as the Northern Elders Forum (NEF) is concerned, reactivating open grazing routes may cause legal and security problems.

Spokesman forf the group, Dr. Hakeem Baba-Ahmed, in a telephone interview, reminded the president that the 1999 Constitution gives state governors powers cover land and to even revoke federal land.

“The reactivation of open grazing routes in southern part or any other parts of the country is problematic both in legal terms and security. I would have said the best way to go is for us to seek legal interpretation beyond the Office of the Attorney General. The Federal Government can actually sue governors that ban open grazing and the court will rule whether they are right or wrong.

“I will reserve final judgment on the president’s position. We caution that there is more to open grazing than availability of land and routes. It is not about opening the grazing routes, it is also about the security of the cattle and herders, and getting the support of communities that they will go through. Our open grazing requires political will. The Federal Government has already adopted the National Livestock Transformation programme to equip the Fulani. We, in the North, are in favour of ban of open grazing but we want it to be done in phases, in an orderly manner that does not harm the cattle and the Fulani. We also support the active intervention of the Federal Government, the northern governors and everybody to make sure that in the next one year or two, open grazing is abolished completely. I think this is the way to go.”

However, the Association of South East Town Unions (ASETU) in collaboration with other respected Igbo groups, including Nzuko Umunna, Aka Ikenga, Igbo World Assembly (IWA), World Igbo Congress (WIC), Alaigbo Development Foundation (ADF), Ekwe Nche, European Igbo Communities, Igbo Board of Deputies, Council of Igbo States in America, Nkata Ndi Inyom Igbo and South East Community Youth Leaders, rose from a one-day emergency security meeting with a vow to resist open grazing in the region.

The coalition warned that governors in the zone who fail to implement the ban would be treated as foes.

National President, ASETU, Chief Emeka Diwe who made their position known, said the meeting totally condemned the continued attacks by killer herdsmen in Igbo communities and urged governors to rise to the occasion and protect their people.

Stressing that the primary purpose of political governance was the security of lives and property, the Igbo groups charged governors who had not kick-started the processes of enacting anti-open grazing laws, to as a matter of urgency, send Executive Bills to their respective Houses of Assembly.

“Our position is very clear, which is the stand of Ndigbo; we say no to open grazing and are not making any pretences about that. We insist that any cattle in the South East must be ranched. So, we urge all nomadic herders to leave our land. We also urge our governors to do everything possible to implement the ban on open grazing. In fact, Ndigbo will treat any governor who fails to carry out this heartfelt desire and demand as an enemy. We equally urge each state to have forest guards with legal backing to ensure that our forests do not harbour terrorists and criminals,” Diwe said.

The groups regretted that President Muhammadu Buhari who had never spoken strongly against the atrocities of Fulani herdsmen and bandits was threatening to visit another festival of blood on the Igbo.

ADF recalled that it had been in the forefront of the agitation for the banning of open grazing in Igboland since 2015, hence its insistence on the enactment of anti-open grazing laws as the most potent strategy to prevent armed Fulani herdsmen from overrunning the Southern states.

Its spokesman, Abia Onyike, said the law to be passed in the State Houses of Assembly should be accompanied by clear modalities, instrumentalities and machineries for their enforcement. He added that the effectiveness of this move depended on the synergy between the governors, the legislators and the people, including the civil society organisations.

Similarly, the pan-Yoruba socio-political organisation, Afenifere, in a statement by its National Publicity Secretary, Jare Ajayi, said the president’s pronouncements fell far short of what was expectation.

“We have some questions for Mr. President and the Attorney General in this respect. One, who created the so-called grazing routes? At what time in our history did our founding fathers gather to designate specific routes from the north to the south as ‘grazing routes’? Two, assuming without conceding, that there were so-called grazing routes, what would now happen to structures that have been built in areas where the so-called routes are to be re-opened? Would such structures, including residences and factories be pulled down so that cows would have places to graze? Compared to what would be lost economically, socially, politically and in security terms if these structures are to be pulled down, is it not better to encourage the building of ranches? We can go on and on.”

Afenifere claimed President’s pronouncement on open grazing and his confession on how he determines who occupy positions at the national level seems to indicate that Buhari’s government is operating a constitution that is different from the 1999 Constitution.

“For instance, Section 2 of the Land Use Act, the law governing land matters in the country, vests the administration and control of lands in a given state in the hands of the governor of the state. It is such that even when the Federal Government wants to use a portion of land, it has to seek the consent of the governor of the state concerned. Since most governors in the country have outlawed open grazing in their respective states, on which land does the Federal Government want to ‘open’ or ‘re-open’ its vaunted grazing routes? Why talking of grazing routes in this age when ranching is the fad in all civilised climes?”

The group claimed President Buhari seems to derive pleasure in shifting blames and responsibilities when pressed on what his government ought to do.

  • Gov. Ugwuanyi’s Six Years of Laudable Democracy in Enugu State.

Gov. Ugwuanyi’s Six Years of Laudable Democracy in Enugu State.

    By Prince Ejeh Josh

The timeless expression that no nation or state has ever achieved virtuosic and remarkable feats without the strenuous efforts of some dedicated, selfless and goal-driven legends who took upon themselves, the pains and inconveniences associated with development and holistic transformation of their society is only reiterative, indisputable, immutable and at the risk of repeating the known. Within the microcosm of their historical epoch, these selfless leaders saw the alleviation of their people’s plights as the ultimate sacrifice and price to be borne by them by all means. These set of pathfinders are, however, rare to encounter especially in a world distorted with the antics of individualism, capitalism and commodification of the commonwealth for personal aggrandizement.

The above analytic description is true of the Executive Governor of Enugu State, Rt. Hon. Ifeanyichukwu Ugwuanyi. This is basically true when a critical review of governance is launched into his administrative style of leadership since his ascendance to power as the Governor of the state in 2015. For those who have enthusiastically observed the politics and administrative will of Enugu State since 1999 when Nigeria was ushered into the Fourth Republic, events unfolding since Governor Ugwuanyi’s administration have pointed towards the direction of a new system of governance. It is a radical paradigm shift from elitist’s political propagation to people-centred administration where the primary concern of the state has been how to sustain the democracy dividends and good governance the people of the state are currently enjoying.

Undoubtedly, political watchers and analysts both within and outside the state have been fascinated by an Enugu State where conscious, principled, logical and well-defined architectural pattern of governance has been laid over the past six years with a view to dissecting rural-urban dichotomy, and the need of bridging the gap, and creating more urban centres in rural communities as promised by the Governor in 2015 and further reiterated in 2019 during the swearing-in ceremonies at Michael Okpara Square, Enugu. To achieve these uncommon feats, the governor had to exhibit some exceptional characters and qualities uncommon to Nigerian politicians and perplexing to the political system. It was a celebrated innovation driven by the selfless desire to lay a new foundation and redefine the political norm for the interest of the general populace.

In order to reassure the people of Enugu State his administration would live up to its promises of entrenching democracy and ingraining good governance where every citizen of the state will feel the pulse of good governance and appreciate the true definition of democracy beyond the pages of papers, the governor not only accommodated members of opposition and worked with them for the development and progress of the state; he took development projects to their respective communities without political discrimination. That is the first step of laying the foundation for the peaceful atmosphere the people of the state are enjoying today. He was prepared to see that, irrespective of political affiliation and sentiment, every member or citizen of the state feels the presence of his government. By so doing, he brings good governance to bear on every household in the state.

Available data indicate that previous governments and administrations had treated rural areas in the state with sheer neglect and utmost contempt despite the significant roles played by them as the goose that laid the golden eggs from agro-allied to production industries. It is on record that some rural communities, which are by no means, the least, had been on the altar of neglect for years. To the inhabitants of these communities, the principles of democracy have been constricted to “electioneering processes and nothing more”. This is understandable as efforts had been on the state capital being the commercial hub of the state. The perspective of the past administrations in concentrating development at the centre, without sounding critical and judgmental, had been adjudged unsatisfactory as they failed to meet up with the yearning, needs and aspirations of the people.

Moreover, this led to the congestion of the Enugu metropolis with its attendant massive rural-urban migration. This has translated to a drastic abandonment of agriculture, and in many cases, gave rise to a frenetic gang of blue-collar job seekers prowling the nooks and crannies of the urban areas which has severely threatened socio-economic and food security in the state.

To arrest this portentous menace, Governor Ugwuanyi immediately swung into action, and in a swift move to also fulfill his campaign promises to the rural communities in the state, initiated life-changing programmes such as massive employment generation, enhanced social services and amenities, rural electrification and reconstruction of new and old roads long abandoned, and his calculated move to urbanize these non-urban areas.

As a follow–up to the above smart and quality progammes, the governor further initiated the “Every-Community-One-Project” programme where all the autonomous communities in the state were to identify a pressing project that would be funded and consolidated by the state government. It was a celebration of democracy and good governance in action the day cheques were handed over to each of the communities for the execution of these projects. It is, hence, arguable that no state in Nigeria other than Enugu state has ever conceived this kind of initiative. They could only toe the same step as replica of what Ugwuanyi’s administration has laid.

For the avoidance of doubt, our checks on the past and present records of all the states of the federation revealed that this idea was novel to them. In passing a verdict on this lofty democratic journey, Dr. Sam Ugwuozor, a political analyst and a theorist, had tersely submitted that the innate purpose and meaning of politics is the common good of all people and all groups. Good political activity which is subsumed in true democracy is a way of helping to live faithfully in the freedom and solidarity that befits human dignity and make possible the attainment of social justice and peace.

This rural-urban blend which has assumed a new vocabulary development in the political lexicon of Nigeria, and often referred to as “Rura-banisation policy” initiated by the state government is just an aspect of systematization of governance in the state. For many political observers and public affairs analysts, the definition of true governance could be painstakingly discovered from the potency of the above laudable policy. This is coupled with the government’s already paraphernalia of power distribution, wealth creation, and economic empowerment programmes that have not only hit the wave of governance, but kept the ground running. It will also be recalled that the governor had commissioned a great number of breathtaking projects in the state in the past years. Most of these projects which included but not limited to construction of new roads where none had existed, provision of multi-billion Naira ultra-modern healthcare system, new fire service stations and fire service trucks, construction and renovation of both primary and secondary schools for a higher standard of education in rural communities. It was a deliberate move to decentralize the government in order to accommodate the rural dwellers. It is surprising that the governor could decentralize and delegate his powers where many state governors have arrogated upon themselves, power beyond their jurisdiction. This deliberate policy was driven by the urge to set the pace in governance, with the effect of building and investing more on the state’s institutions rather than on individuals. The Governor has never minced words in his determination to alter the pendulum and drive down democracy dividends to every home in the state, and to achieve this, he believes that strong institutions must be built and consolidated.

A tour to most of the communities in Enugu state would leave one astounded as more works are being executed on daily basis. This exemplary leadership by the governor has given a sense of belonging and rejuvenated the hopes of those long abandoned. Today, more commercial cities are being created by this administration in its effort to redefine democracy in the language that even the dumb can understand and the blind can feel. Worthy of mention is the state government intervention on the 22km Ehamufu-Nkalagu Federal Road once known to be notorious for accidents, and business stagnation. This singular act has opened Isi-Uzo local government to free-flow commercial activities with other parts of the state, and by extension, other states. It’s a hope and light at the end of the tunnel for the people of the area.

Presently, there are massive ongoing projects of integrating the 17 local government areas in the state for greater development, commercial diversification and business complement for mutual benefits by the Ugwuanyi’s administration. To say the least, these projects couldn’t have been possible without fiscal discipline, vision, determination and teamwork in the face of lean resources by the governor’s team of strategic think-tank. It is a kind of discipline worth emulating by other state governments. It is a philosophy laden with the willingness to accept responsibilities and tackle them decisively.

One would, however, wonder the secret behind the enormous successes recorded this far by the Governor Ugwuanyi’s administration at a period the nation is grasping with cash crunch, economic austerity, and lurking disaster. A time many states of the federation have precariously relapsed into almost banana republic, where their citizens lack the basic good things of life due to the inability to pay workers’ salaries, pensions and gratuities; a time life has become what the English philosopher, Thomas Hobbes, once described as a “state of nature where life is brutish, nasty, and short” due to extravagant imprudence of those saddled with governance responsibility. It is not surprising that with this ugly development, many had expected the worst to happen; especially as the hope of Nigerians continues to glow dim in the country they call their own.

What is surprising, however, is the pace at which Governor Ugwuanyi has performed amidst this trying time. For analysts and even those critical of his administration, Ugwuanyi has got some magic wands that have led his administration to be rated as a topnotch state in democracy dividends and established good governance despite the biting financial misnomer in the country. The effect of this was to insulate the citizens from the scourge of misfortune wreaking havoc on other states. To drive this further down the boulevard of good governance, Enugu State under Governor Ugwuanyi was one of the first states to implement the national minimum in Nigeria. The Governor has kept pace with regular payment of workers’ salaries, pensions and gratuities. Surprisingly, while other states are retrenching and down-sizing their labour-force, and have even taken further step to slash their salaries, the Enugu State governor has reassured the people of the state that retrenching staff or slashing their salaries would be his last option. Thus, it’s glaring that where many states have faltered, Enugu state, despite being one of the states that receive the least federal allocation, saw opportunities in such challenge and used it as its stepping stone for good governance.

For us, however, far from attributing Ugwanyi’s successes to any magical superstition, his administration has been a devoted disciple of financial prudence, shrewd and pragmatic management of both human and material resources to attain its lofty goals. The administration is penchant for taking a dramatic departure from over reliance on monolithic economy powered by crude oil to economic diversification where the state has now ventured into services, tourism, hospitality, agriculture and technology as a way of generating more income to meet the need of the people.

Aside Governor Ugwuanyi’s unrivaled successes in the Enugu metropolis such as roads’ infrastructure, construction of a new flyover to ease traffic congestion and create enabling environment for business to thrive, social welfare, investment and youth empowerment through the MSMEs, massive infrastructural development, positive transformation of the education sector, subsidization of the health sector, etc. which will be a topic for another any, rural areas have been major beneficiaries of Ugwuanyi’s paradigm shift in the governance of Enugu State. This is a time for urban dwellers to be envious of communities in rural areas as the government has made provisions and will continue to reach out to the people through life-changing amenities in different communities, ranging from electricity, pipe-borne water, roads network, and soft loans for agriculture, social and physical security to basic healthcare facilities.

Of recent, Enugu state was able to tame the scourge of COVID-19 and swiftly stamped it out despite the fact that the state serves as a strategic gateway between the north and the east. This is understandable. Prior to the outbreak of the deadly pandemic, the administration of Governor Ugwuanyi had already constructed some world class medical structures, equipped with modern medical facilities which served as a preemptive strategy to shrug off the virus when it finally hit the state. This uncommon good governance gesture could be seen in the completion of the ultra-modern diagnostic centre in the state, the construction of Type 3 Primary Health Care Centre in some of the local government areas, construction and equipment of modern cottage hospitals, and other massive rehabilitation of existing health care centres across the state.

In addition, in the area of agriculture, the Governor’s appointment of Hon. Mike Ogbuekwe as Special Adviser on Agriculture and Focal Person, Enugu State Non-Oil Export Programme, set the pace for revolution in agriculture in the State. It is predicted that, with the established system of agricultural yielding on ground, Enugu State would surpass its neighbouring states in production of certain agricultural produce such as rich and tomatoes, Enugu state having been leading in cashew, pepper, and palm productions. With these incentives, the youths are going back to agriculture, generating incomes and are becoming employers of labour. As a product of this concerted effort, the state recently rolled out its “Coal City Rice” in a massive way. It’s a great feat in the right direction. These cereals have greatly helped in alleviating the plight caused by COVID-19 havoc as the state has continued to reach out to many household within the state through the State Emergency Management Agency.

In areas of critical infrastructure, the Governor has hinted that his administration would not relent in its determination to ensure that projects are taking to even the smallest community in state. In the meantime, some of the projects already executed include but not limited to the following; the Inyaba Bridge in Naknu East local government area which has provided some “economic links” for the people of Amagunze, Amechi-Idodo, and the people of Enugu East local government area; the Ndemde Bridge in Enugu South local government area; the rural electrification and water projects in Olido, Umuida and Umuopu in Igbo-Eze North council area; the Ogbaku Road in Agwu; Agbani-Afor-Amuri Road in Nkanu local council; the Iheaka-Ibagwa-Itchi-Unadu-Ovoko Road in Igbo-Eze South council; the Ekochin-Ekeani-Miliken Hill-New Market Road in Enugu North, the 14 kilometer Opi-Nsukka dual carriage way, Enugu State University of Science and Technology Teaching Hospital, Igbo-Eno, the 13 kilometer Abakpa-Emene link, the beautifully crafted Emene-Ugwuomu road, and a host of others too numerous to mention. Moreover, more projects are being flagged-off and, indeed, fully executed in non-urban areas which include, constructions of Obollo-Eke Junction; Agala-Okpaligbo Junction; Ohom Orba-Amajioka-Umuikeoha-Agu Orba, and Okpu Agu Orba Road in Udenu local government area. Worthy of mention also are; the Ogurute-Mkpamute-Igogoro-Ikpamodo-Okpo-Amaja Road in Igbo Eze North, and the Ugbwakwa-Nara-Nkerefi Federal Road which has attracted the Governor’s timeous intervention. Available statistical records showed Enugu State under the leadership of Governor Ugwuanyi has completed over 650 kilometre roads just within the space of 6 years without losing focus on other critical sectors in the state.

Furthermore, the Governor, out of his magnanimous act of meekness for local government workers, had ordered that all salaries due to them be promptly paid with immediate effect especially from those inherited by his administration. No more complaint. He did not stop there; he equally ordered that pensions and gratuities of both the retirees and those in active service be paid without further delay once the funds are available. This is materializing and the reality is now like a dream come true. Today, the endorsement and implementation of the new minimum wage in the state have brought succour for Civil servants who are always jubilating at the mention of Governor Ugwuanyi’s name for the new lease of life. One thing is peculiar to the governor; he doesn’t wait to be reminded or persuaded before spreading his tentacle of democracy and good governance to the people. His is a democracy weaved around the people; both the high and the low. This astute demonstration of good governance has gone a long way in sending messages to the world about the man the Governor Ugwuanyi is. He has marked himself as a tested, trusted and reliable leader especially in time of economic tribulations. This could have accounted why he has always been decorated with countless awards of good governance from all the corners of the world.

This is a man who came at a time there was no hope for the people. He came as a rescuer of his people, and changed the face of governance not just in Enugu State but also in Nigeria at large. With the way things stand today, we have read on different occasions from national dailies where many non-indigenes of Enugu State have continued to wish they had the like of Governor Ifeanyi Ugwuanyi as their state governor. This could only be described as a modicum of what the governor represents before the public. The summary of this analogy simply implies that, we have a master sheriff in the country. A sheriff whose achievements are drumming for him from far and near, and in his presence and behind him. A sheriff who does not need to visit or invite the media and press for any form of propaganda as others do before recognition is given to his good works.

Ugwuanyi is a sheriff who remains undistracted and focused in his bid to make Enugu state one of the world’s smartest cities. A sheriff whose system of governance has been unanimously accepted by members of the opposition who have, with one accord, branded him with the title; “Omenuko”, an Igbo personage for one who achieves laudable feats in austere times.

Interestingly, the Omenuko’s uncommon strides did not go unappreciated as different sections of non-partisan bodies have kept on rolling out drums in celebration of the governor as a sign of appreciation to him. Flowing from this is the call by these bodies for Governor Ugwuanyi to declare his intention for the 2023 election to enable the continuity of his good governance in the country. His paradigm shift in governance has compelled both southerners and northerners to call on him to consider vying for president in 2023 general elections. Ugwuanyi is seen as a unifier, achiever, driver of modern economy and torchbearer.

The acceptance of the governor by all and sundry shows that the state government has no dissident voices in its modes of accountability and transparency in the management of the state’s resources. Indeed, the governor has been able to woo members of the opposition with his leadership style which they saw as all-encompassing. To the members of the opposition, Govervor Ugwuanyi deserves a resounding applause owing to the fact that he has performed beyond expectation, and still performing. They have equally acknowledged the sacred fact that “it is leaders who make democracy works”. Enugu State under Governor Ugwuanyi is not only working, but safe and sound for the citizens.

It is hopeful that this gesture will be massively reciprocated by the people by supporting the government through prompt payment of taxes, obedience to law and protection of public institutions. With the foundation of this social and political surgery already systematized, and laid as a precedent for others by the governor, one can boldly acclaim that Enugu State is truly safe, and is, indeed, in the hands of God.

  • Donald Trump Congratulates Buhari on Twitter Ban to no ones surprise

Ex-president Donald Trump, 45th president of the United States, has just congratulated Nigeria’s President, Major General Muhammadu Buhari (retd.), for banning the microblogging site, Twitter.

In a statement, titled, ‘Statement by Donald Trump, 45th President of the United States,’ he said, “Congratulations to the country of Nigeria, who just banned Twitter because they banned their president.

“More countries should ban Twitter and Facebook for not allowing free and open speech – all voices should be heard.”

He also urged competitors to “emerge and take hold” of the opportunity.

“Who are they to dictate good and evil?” he asked.

He said he should have banned the social media websites while he was President, but “Zukerberg kept calling me and coming to White House for dinner telling me how great I was. 2024?” he concluded.

Recall that Trump was banned by Twitter while he was  still president.

  • Onyemelukwe: Anambra Awaits the Arrival of An Amazon

ANAMBRA AWAITS THE ARRIVAL OF AN AMAZON
    (Chidi Alexandria Onyemelukwe, née Ekwueme)

    M.O. ENE

Good leadership depends on how the leaders were raised, how they emerged, how they relate to the people, and how the people relate to them as servant leaders. By far the most dynamic and dedicated candidate in the field of Anambra 2021 gubernatorial race is Lady Chidi Onyemelukwe, #LCO.

In 2020, I projected that the next governor of Anambra State could be a lady. When I saw her among Anambra politicians visiting Enugu Governor Ifeanyi Ugwuanyi, I noted that #LCO could make it if she contested. It was dismissed principally because of the apparent extraordinary election funding in Anambra State. Instead, the name of a female senator headlined since she had whispered her gubernatorial interest.

Before the end of expression of interest, #LCO emerged in her political party, PDP. With her #RestoreAnambra team, she hit the ground running like she had PDP in her DNA! She has not disappointed. She has been traversing the state, engaging, and enlightening voters. At a point, I wondered if she was running unopposed!

Forget gender, forget zone; toe-to-toe, #LCO is the best bet for the restoration and elevation of Anambra State to the status of its nickname, ‘Light of the Nation.’ PDP must rally behind her, a princess of Nigeria’s premier political platform. (Her father, former VP Alex Ekwueme, was the party’s founding father.)

Last Sunday, I logged into a Zoom interview session with her. She spoke on popular policies from education, environment, industrialization, to information technology. I highlighted the changing demographics of Anambra communities, especially in her Nnewi constituency. As an 042, like yours sincerely, she understands that one thrives where s/he lives and contributes positively to the growth of community. Her government will encourage constructive coexistence through cultural assimilation and such civic responsibilities as paying taxes and voting. This is where community government arises; it is the foundation of thriving societies.

Though the process is still at the primary level, a new political paradigm is loading. Business-savvy Anambra people can no longer wallow in cash-and-carry politics. She is convincing her fellow citizens to invest in her, as is done in enlightened societies, not allow bankrollers to buy their votes and recoup their pecuniary speculations for four years without delivering decent dividends of democracy.

If any state can turn the corner on crass cash politics, it is Anambra State. If anyone can change the culture, Chidi can. What is left is for her to raise the volume. Whatever the outcome of any credible election, her voice will trigger a new tradition in the electoral practices of Southeastern Nigeria and beyond.

Someone reticently referenced the last bewildering gubernatorial race in Imo State during the interview. PDP must not allow such a rotten replay in Anambra. We see now what happens when elections are concocted, and the will of the people is subverted for selfish benefits. As #LCO herself stated, God is her Godfather. God does not like ugly.

Kudos to her team. It is heartwarming that three-time SSG Oseloka H. Obaze (OHO) is in her corner. As the best governor Anambra did not get in 2017 and with whom she ran as deputy on same PDP ticket, #LCO, will make waves if given the opportunity to serve her beloved state.

Finally, there is one quality to look for in a person: loyalty in the face of extreme adversity. #LCO has proven beyond doubts to be a loyal lady who stays faithful to family and friends all the time. That counts more than all powers and pennies in the world. In my earnest estimation, regardless of the outcome in the elections, and with all due respect to other contestants, she is the best of the batch of 2021. She will make Anambra proud.

Ahịa dị mma na-ere onwe ya.
