JUST-IN: Enugu gov’t approves funds for road reconstruction, says delay result of rains

The Enugu State Executive Council has approved funds for road repairs in the state, saying a total of 1,250 kilometres of roads had been slated for rehabilitation, reconstruction and expansion in the next one year.

Briefing newsmen shortly after the State Executive Council meeting held at the Government House, Enugu, Friday evening, the Commissioner for Information and Communication, Aka Eze Aka, said the road repairs were delayed by the rains, stressing that roads asphalted during the rainy season do not last more than a few years, whereas the state government was planning to build roads with up to 30 years lifespan.

Eze, who was flanked by the Commissioners for Finance and Economic Development, Dr. Nathaniel Uramah; Works and Infrastructure, Engr Gerald Otiji; and the Attorney General and Commissioner for Justice, Dr. Kingsley Udeh, apologized to the people of the state for the pains they were going through due to the poor condition of the roads, urging them to be a little more patient as repair and reconstruction works were about to commence.

Giving more details on the decisions of the Council, the Commissioner for Works and Infrastructure, Engr Gerald Otiji reiterated that a total of 71 urban roads and 10 rural roads would be rehabilitated under the first phase, assuring that work would commence in the next few days and weeks.

“The Executive Council today approved the release of funds for us to commence work. We apologize to Ndi Enugu for the plights they are going through as a result of the potholes on our roads. You will bear me witness that by the time we pronounced the 81 roads for repairs and reconstruction, the rains continued unabatedly. You all should know that the worst enemy of asphalt is water. We have been watching the situation using metrological instruments to know how soon to commence work.

“I want to also let you know that the governor knows about the plight of our people. He personally joined us in the inspection of all the streets slated for repairs in Enugu metropolis. We went to Emene, we went to Abakpa market, we were at Trans Ekulu, Iva Valley, Coal Camp, Idaw River, Awkunanaw, Achara Layout, Uwani, Kenyatta, Zik Avenue, Ogui Road, New Layout, Premier Layout/Goshen area, the New Enugu area, New Heaven and Independence Layout.

“In all these areas, we have identified the major bottlenecks, the repairs and reconstruction will commence in the next few days and weeks, and we will strictly follow the due process in doing so. The repair works on most of them will go on at the same time”, he said.

Engr Otiji said the Council also approved some strategic rural and inter-local government roads selected to ensure spread across the three senatorial zones of the state, noting that more of such roads would be captured in next year’s budget. He listed the roads as the Owo – Ubahu – Amankanu – Neke – Ikem road, planned as a dual carriageway to connect the Obollo Afor without passing through Enugu city, opening an alternative major traffic corridor to Abuja and the North Central market; dualization of the Abakpa Nike – Ugwuogo Nike – Opi road; the Amechi Idodo – Amagunze road, an entirely new single carriageway with two bridges to link communities in Nkanu East LGA by road for the first time; the Ama brewery junction – Eke – Akama Oghe – Iwollo – Umulokpa road linking Uzo Uwani LGA with a spur to Aguobu Owa in Ezeagu LGA; and the Akwuke Road in Enugu South LGA, from the Police Station through Gariki to the site of the proposed mass housing project in the area.

He said the Abakaliki road from the airport flyover to the Ebonyi State border would also be dualized in collaboration with the federal government, adding that the state government had held discussions with the Minister of Works, Engr. Dave Umahi, on how to speed up works on the Enugu end of the Enugu-Onitsha expressway.

“The Executive Council also approved funds for ‘Operation Zero Pothole Tolerance’ in Enugu metropolis. Because of the paucity of funds, we would want to touch every single street, but definitely we will do so bit by bit”, he said.

On the recent collapse of a bridge at the Enugu end of the Enugu-Port Harcourt expressway, Engr Otiji sympathized with the people of the state for the hardships they were passing through due to the traffic gridlocks following the collapse, expressing hope that remedial interventions were imminent.

“We are aware of the untold hardship the broken bridge has caused on people and the enormous wear and tear it is causing on our roads. Yesterday, we had meetings with the Minster of Works in Abuja, and as at that yesterday, the integrity of the second bridge was checked. Our intention is to strengthen that bridge so that we can divert traffic on it, repair the collapsed part, and then repair the second one. That is on-going. Only on Wednesday, one of our own, Hon. Nnolim Nnaji representing Nkanu East and West Federal Constituency raised a motion about it on the floor of the House of Representatives and instantly, the House passed a resolution for the minister to access the funds that he needs”, he said.

On the sources of funding for the road projects, the Commissioner for Finance and Economic Development, Dr. Nathaniel Uramah said they could not be funded from the meagre accruals from the federal allocations, saying the government was relying on enhanced internally generated revenues.

He said: “The question people have been asking is, ‘how do we finance the road projects that run into billions of naira?’ You can see we are making tremendous efforts to increase our internally generated revenues given the lean resources we are getting from the federation account. We are increasing our revenues by blocking loopholes in revenue collection. We have eliminated the use of contractors for revenue collection. We have also ended manual and cash payments to individuals and introduced the electronic ticketing system for accountability, openness, transparency, and fund traceability.

“We urge the public to cooperate with the Enugu State Board of Internal Revenue so that we can enhance revenue generation and be able to fund these projects. This administration is planning to embark on massive projects, which will require a lot of resources. So, we are imploring the people and residents of our state to support the government in making their little contributions to ensure that our internally generated revenue is collected seamlessly, seeing that what is collected will be utilised for the benefits of the masses. So, that is how these projects will be funded,” Dr. Uramah said.

  • Police Says Nurse’s Injections Caused Chain Reaction Leading To Mohbad’s Death

Police Says Nurse’s Injections Caused Chain Reaction Leading To Mohbad’s Death

The Lagos State Police Command says there are indications that the injections an auxiliary nurse identified as Ms Feyisayo Ogedengbe administered to the late Mohbad caused a chain of reactions that led to the Afrobeats singer’s death.

Mohbad, whose real name is Ilerioluwa Aloba, died on September 12 at the age of 27. His death has since become a subject of controversy as old videos of the Afrobeats singer alleging bullying and physical assault resurfaced.

The Commissioner of Police, Idowu Owohunwa, who spoke on Friday at a press briefing to share findings of police investigations, said Ogedengbe who was contacted and invited by Ayobami Sadiq aka Spending, a friend of Mohbad, on September 11 to treat the singer in his Lekki home.

“She eventually came on Tuesday, 12 September, 2023, and administered three different injections, which are believed to have occasioned the chain of reactions that directly resulted in the eventual death of the singer,” Owohunwa said.

“She is the principal suspect in the death of Mohbad. She acknowledged that it was the injections she administered on the deceased that triggered the reactions which eventually led to Mohbad’s death.”

Other expert opinions and witnesses’ statements corroborated her admittance, the police commissioner added.

“Her action of administering doses of tetanus toxoid, paracetamol (intravenous), and Cetrazone injection, which was also administered intravenously to Mohbad at his residence on 12 September, 2023, immediately triggered the reactions, including vomiting, goose bumps and convulsion that eventually resulted in the singer’s death,” Owohunwa said.

“This criminal liability is further heightened, granted the evidential fact that as an auxiliary nurse, she is not qualified to administer such medications or function as a qualified nurse. She also did this in a non-clinical environment and in a professionally negligent manner that negated standard medical protocols.”

In addition to Sadiq, three other suspects were named, including Ibrahim Oluwatosin Owodunni aka Primeboy; Samson Balogun aka Sam Larry; and Abdul-Aziz Fashola aka Naira Marley.

  • Senate To Investigate Alleged Incarcerations, killings Of Nigerians In Ethiopia

Senate To Investigate Alleged Incarcerations, killings Of Nigerians In Ethiopia

The Nigerian Senate says it will investigate the alleged imprisonments and killings of over 250 Nigerian citizens in Ethiopia.

This is coming after the Minority Leader, Senator Simon Mwadkwon, drew the attention of his colleagues to the matter during the plenary session.

A report by one Paul Ezekiel has been circulating on the internet that over 250 Nigerians are facing maltreatment in Ethiopia without committing any offence.

Some Nigerians have therefore taken to the social media calling on the federal government to intervene in the illegal incarceration of the people by the Ethiopian government.

While presenting his motion during the plenary, Senator Mwadkwon stressed that the social media report is disturbing because it has no legal basis in the provision of international courts which Nigeria and Ethiopia are signatories to.

“Based on the sovereignty of this country and the sanctity of lives and properties of all Nigerians all over the world as captured in the Nigerian constitution especially section 33, 34 and 35 of the 1999 constitution as amended which have similar provisions in order international courts, instruments and convention which the Nigerian and the Ethiopian are signatories to. There is no justification whatsoever for taking away the dignity of any person let alone taking away the life of a citizen” he said.

The minority leader urged the Senate to immediately intervene in the crisis and conduct a thorough investigation into the cause of the imprisonments and killings.

When the motion was thrown to debate, majority of the senators supported it.

The Senate consequently directed its Committees on Diaspora and Foreign Affairs to work with the Federal Government to immediately constitute a committee to visit the Republic of Ethiopia and investigate what is happening to Nigerians in the country.

The Senate also mandated the committees to report their findings back to the Senate within two weeks.

  • Supreme Court Fixes December 15 For Judgment on Release of Nnamdi Kanu

Supreme Court Fixes December 15 For Judgment on Release of Nnamdi Kanu

The Supreme Court has fixed December 15 to deliver its judgement on the appeal that is seeking to compel the Federal Government to release the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, from detention.

A five-member panel led by Justice Kudirat Kekere-Ekun fixed the date after counsel for both the Federal Government and the detained IPOB leader adopted their final briefs of argument.

While Kanu Agabi led Kanu’s team of lawyers, Mike Ozehkome, presented his appeal to the apex court panel.

Ozehkome prayed the court to not only order the immediate release of his client from detention but to equally award very heavy and punitive costs against the Federal Government.

In his submission, however, counsel to the Federal Government, Tijani Gazzali,  urged the apex court to uphold the amended brief of argument he filed on May 3, 2023.

He prayed the court to allow FG’s appeal, set aside the judgement of the Court of Appeal which ordered Kanu’s release and order the resumption of his trial before the Federal High Court in Abuja on terrorism-related charges.

Gazzali further urged the apex court to dismiss Kanu’s cross-appeal.

On October 13, 2022, the Court of Appeal Abuja delivered a judgement ordering Kanu’s release from detention.

In a unanimous decision by a three-member panel, the appellate court equally quashed a 15-count terrorism charge that FG entered against the detained IPOB leader before the Federal High Court in Abuja.

The court said it was satisfied that FG flagrantly violated all known laws when it forcefully rendered Kanu from Kenya to the country for the continuation of his trial.

It held that such arbitrary use of power by the Nigerian government divested the trial court of the jurisdiction to continue with Kanu’s trial.

However, dissatisfied with the judgement, the Federal Government took the matter before the Supreme Court.

It further persuaded the appellate court to suspend the execution of the judgement pending the determination of its appeal.

  • Minister of Interior Orders NIS To Process Passports Within 2 Weeks

Minister of Interior Orders NIS To Process Passports Within 2 Weeks

Nigerians will no longer wait for more than two weeks to be issued the green passport once they apply, the federal government has assured.

Minister of Interior Olubunmi Tunji-Ojo yesterday in Abuja announced a two-week timeline for the processing of passport applications, saying the era of Nigerians waiting for months to get their international passports was over.

He gave the assurance at a media parley to review his directive to the Nigeria Immigration Service (NIS) where he ordered them to clear over 204,000 backlog of passport applications.

Tunji-Ojo who apologised profusely to Nigerians that the clearance of the backlog spilled into three weeks, as against the two weeks deadline he initially gave the service, praised officers and men of the NIS for working day and night, including weekends and public holidays, to meet with his directive.

He promised that, by December, applicants will be able to upload their passports photographs online with specifications and with their supporting documents, rather than go the Immigration officers for capturing.

He said, “When you apply for a visa, you do that and we are advancing in that line. Also, your supporting documents should be uploaded online too. We don’t want the past situation whereby people spend the whole day at the passport offices.”

The minister explained that while procurement of visas is a privilege, acquiring international passports is a right, hence, the commitment of President Bola Tinubu  not to increase the cost of passport application in spite of the foreign exchange volatility.

According to him, “The Renewed Hope administration of President Bola Tinubu is one that matches its words with actions. The issue of passports must be a fight and not a privilege. Visa is a privilege but passport is a right and we are happy that, today, we have been able to hand over the rights of Nigerians to them.

“For us, we are assured that if it can work in NIS, it can work anywhere else. Nigeria is undergoing a process.

“We inherited 204,332 enrolments without passports being issued. People that had applied and captured. That was the figure and we gave marching orders because the president was also on our necks to bring solutions and succour to Nigerians.

“We want to ensure that nobody waits for more than two weeks to get their passports. As of October 1, we had cleared all the 204,332 backlogs and from the records produced by NIS, the number of passports already collected is 91,981. Outstanding but available is 112,351.”

The minister,  who pleaded with Nigerians to go and collect their passports, warned against giving of money to  anybody, saying, ” If there is any passport office where you have done your capturing and they do not give you your passports, please lodge your complaints via the following; 0802 375 3414, preferably SMS and Whatsapp. Or email aa-ajiboye@yahoo.com

He warned that he would not allow the attitude of a very negligible fraction of NIS officers cast aspersions on the work of the majority of good officers.

Nigerian Navy intercepts N35m worth of hemp from Benin Republic

The Nigerian Navy, on Wednesday, said its men intercepted 27 sacks of hemp worth about N35 million allegedly being smuggled into the country from Benin Republic.

The illicit drug was intercepted by officers attached to the Forward Operating Base (FOB) in Badagry during a raid of some creeks frequently used by smugglers.

The recent seizure was coming barely two weeks after a similar seizure was made by officers from the Forward Operating Base (FOB).

Recall that the base carried out raids on the creeks in the area on August 24, during which about N5.5m worth of hemp was impounded.

Captain Ariwuyo Adams Aliu, the base commander, while handing over the illicit drug to operatives of the National Drug Law Enforcement Agency (NDLEA), said operatives acted on intelligence gathered on the movement of illicit items into Nigeria through a creek linking Nigeria and Benin Republic.

He said on Friday around 7pm his men sighted a wooden boat carrying items suspected to be hemp.

He further said the suspects jumped into the river and fled through the village, leaving behind the drug.

The NDLEA Commander in charge of Seme, Dinnis Fingered Owen, thanked the navy for the synergy, which according to him, led to the seizure of the drug.

  • Decisions of Judiciary Guided By Constitution, Not Public Opinion – CJN Ariwoola

Decisions of Judiciary Guided By Constitution, Not Public Opinion – CJN Ariwoola

The Chief Justice of Nigeria (CJN), Justice Olukayode Ariwoola, has said the country’s judiciary cannot be guided by public opinion, no matter how strong or weighty it might be.

According to the CJN, public view on a.atter before the court cannot override or supersede the 1999 Constitution of the country.

He charged Judges in the country to always apply constitutional provisions in deciding each case that may be assigned to them.

The CJN, while inaugurating another batch of 23 Judges for the Federal High Court of Nigeria, said several vitriolic attacks are regularly heaped on the judiciary adding that it is crystal clear that public opinion, no matter how serious or weighty it might be, cannot override or supersede the Constitution of the country which judges apply in deciding each case.

Also yesterday, after the swearing-in ceremony of the newly appointed 23 judges, some senior lawyers said it will aid quick dispensation of justice.

The CJN explained that judicial officers still owe their conscience and the generality of the Nigerian masses, particularly, those who are looking up to them, the great responsibility of good moral rectitude and acceptable conduct to uphold and consolidate the trust reposed in them.

He said “The newly appointed Judges of the Federal High Court have just taken the oath of office. This is a requirement prescribed by the Constitution of the Federal Republic of Nigeria.

“By virtue of the oath you have just taken, you have, automatically, assumed new status and responsibilities in life. A new blank page in the book of life has just been opened for you; and as it is with public office, especially the Judiciary, you are completely opened to daily public scrutiny.

“The pen is right there in your hand to write whatever you desire to be the content of the new page that is now openly displayed in the public domain.

“Like I always say, even though judicial officers are not spirits or superhuman beings, so much impossible things are yet expected from them by the society.

“I heartily rejoice with you on this very important and sensitive appointment, but at the same time, I sincerely sympathize with you for the landmines that are already laying on your paths in the course of your adjudication, especially if your conscience is at variance with your conduct.

“The bench is neither for the indolent, the greedy nor those with dubious character, who can easily fall for a plate of porridge offered by desperate litigants.

“You must, at all times, rise above temptations and trials that might obstruct or even halt your rise to the pinnacle of your career. We are all humans, no doubt, but you display the humanism in you by doing those extraordinary things that people would ordinarily conclude that you cannot do.

“That is what separates those with integrity and passion for success from those with low pedigree and dysfunctional moral compass.

“My lords, for the umpteenth time, I wish to impress it on you, in very clear terms, the honest fact that the exercise that has just taken place, should not, by any vestige of imagination, be taken for granted or simply tagged as one of those usual ceremonies merely conducted to comply with established procedures and obligations in public office.

“You have just entered into a lifetime covenant with the Almighty God and the Federal Republic of Nigeria. Henceforth, whatever you do rightly will be counted, and accordingly, recorded in your favour.

“Similarly, whatever wrongdoing that emanates from any form of indiscretion and abuse of office, will, in like manner, be used to conscientize, chastise and thoroughly sanitize the same conscience that you may have refused to listen to.

“Appointment to the bench is not an appointment to wealth, vainglory, dishonest disposition or ostentatious lifestyle through corrupt acquaintances.

“The searchlight of the National Judicial Council beams brightly on all judicial officers across the country. The NJC should never, either by omission or commission, be mistaken for a toothless Bulldog.

“It can bark fiercely and bite deeply and aggressively, too.  Our radar is sophisticated enough to detect every form of corruption and wrongdoing by Judicial officers; and we will not waste a moment in taking the necessary action to fish out the bad eggs.

“The remoteness of your location of adjudication can never blur our sight on you. We have put in place the right machinery to capture and document your conduct.

“So, be careful and take heed, or else, you may end up regretting ever being appointed a judicial officer. Though, we don’t wish you such, anyway!

“The entire letters and words of the oath you have just taken, must reside in a prime place of your heart and be generously applied in your adjudications.

“This is a bond that you should engrave in your heart and be well guided by it while adjudicating in all matters that come before you.

“You must be impartial, fair to all, and apply justice in all your undertakings. The times that we are in, are quite perilous, so we need judicial officers who are calculative, honest, objective and dispassionate in all ramifications.

“Thus, your appointments to the bench at this crucial period of our national history are not by accident but by divine ordination”, the CJN said.

Some lawyers who spoke after the ceremony commended the leadership of the judiciary for the appointment, which they said came at the right time.

They wondered about the delay in appointing new justices to fill the vacant positions in the apex court.

Some justices of the Supreme Court have either died or retired, yet their positions are still vacant. At the moment, the Supreme Court has 11 justices leaving 10 other positions vacant.

Also yesterday, a senior advocate, Abdul Balogun, gave kudos to the NJC for the appointment of the 23 high court justices but also appealed to them to appoint new justices to the apex court to reduce the workload on the present justices.

“I applaud the leadership of the judiciary for the appointment of the 23 judges of the high court but the vacant positions at the apex court too need to be filled. No doubt, the appointment of the 23 justices will further aid justice dispensation in the country and appointing more justices to the apex court will not only aid justice dispensation, it will also reduce the workload of the present justices”, he said.

Barrister Jonah Apam, also called on the NJC to act fast to help in decongesting the courts.

According to him, the courts are presently congested and appointment of new justices will help in reducing the numbers of cases in court.

  • Presidency, Atiku’s Aide bicker over certificate Tinubu submitted to INEC; as LP reacts

Presidency, Atiku’s Aide bicker over certificate Tinubu submitted to INEC; as LP reacts

THE Presidency has refuted claims that the certificate President Bola Tinubu presented to the Independent National Electoral Commission, INEC, in order to run for Presidency in 2023 was forged.

Senior Special Assistant to the President on Media and Publicity, Temitope Ajayi, in a statement, yesterday, said Chicago State University, CSU, did not admit that the certificate Tinubu presented to INEC was fake anywhere in its deposition.

He argued further that the university affirmed under oath that Tinubu attended and graduated from the institution and that the school does not handle replacements of lost certificates.

Ajayi spoke as the Minister of Foreign Affairs, Yusuf Tuggar, said the administration of President Tinubu does not have time to waste on “trivial matters”, describing Atiku’s current moves as distractions.

However, Mr. Paul Ibe, Special Adviser to former Vice President and the Peoples Democratic Party, PDP, 2023, presidential candidate, Alhaji Atiku Abubakar, dismissed Tuggars’s position as “irresponsible and shameful” and countered Ajayi, saying from the depositions on CSU’s records on Tuesday, Tinubu forged the documents.

This came as the Labour Party, LP, regretted that the controversies trailing Tinubu’s academic records were putting Nigeria’s image among the comity of nations on trial, adding that it was awaiting the supreme court’s decision on the issue to take a final position.

Ajayi’s rebuttal comes amid reports that the Chicago State University had said in the testimony of the institution that the Nigerian President presented a forged degree certificate to the INEC when he filed his paperwork to lead Nigeria in June 2022.

Ajayi in his submission said there is no truth in such claims as no man can forge a certificate he already possesses and it is only what you don’t have that you forge.

Taking to his account on the X micro-blogging platform, the presidential media aide wrote: “We should be clear. In the deposition made by the Chicago State University, there was nowhere the University said the certificate presented to INEC by President Tinubu is fake.

“The University insisted under oath that President Tinubu graduated with honours and even at that, replacements for lost certificates are done by vendors not the University.

“The claim that President Tinubu submitted a fake certificate to INEC does not make sense. A man cannot forge the academic records he possesses. You can only forge what you don’t have.”

In light of the controversy surrounding President Tinubu’s academic records from the CSU, the Minister of Foreign Affairs, Yusuf Tuggar, stated that the administration of the president does not have time to waste on such “trivial matters” adding that these are distractions.

Tuggar, speaking on Channels Television’s Sunrise Daily on Wednesday, said that the controversy does not cast a shadow on some of the recent international engagements that the president has had.

“There is a tendency to always try to distract and detain people on such frivolous issues as opposed to facing the major issues of development. We don’t have time to waste on that,” he said.

He argued that a former president, Muhammadu Buhari, experienced a similar controversy over his academic qualifications.

“Nobody is wasting time about certificate qualification for somebody who has been a governor of a state, served two terms, and has been on the national stage as a politician.

“You remember that (former) President Buhari had to go through the same thing, where people were actually questioning whether he went to secondary school or not. Someone who had classmates, was a captain; he was a head boy,” he said.

The minister claimed that none of the international meetings the president had attended and interacted with showed interest in the saga.

“The foreign leaders that we’ve been engaging and the international organizations clearly are disinterested in wasting time on such. We pay no mind to that,” Tuggar stated.

He added that as a result of the critical situation the nation is in right now, Nigerians should not be upset by the certification and instead should concentrate on development, adding that the nation’s population is growing at a rate of 3% annually.

”The economic challenges we are facing – we shouldn’t be wasting time about whether a certificate, whether there is a T missing or an I hasn’t been dotted. That shouldn’t be our primary focus at the moment,” he said.

Reacting to Ajayi and Tuggar’s statements, Mazi Ibe said: “The Foreign Affairs Minister is irresponsible. How can you, a foreign affairs minister, say that kind of thing? Is he validating forgery and perjury? That is actually the outcome of the deposition yesterday (Tuesday) that Tinubu forged the certificate he submitted to the INEC for the 2023 election. His comment is very irresponsible and shameful.”

Asked if Atiku would approach the Supreme Court with the CSU’s disclosure on Tinubu, Ibe said, “that is up to the lawyers. I am sure they are working on that.”

Atiku has up to today (October 5) to file fresh evidence at the apex court as part of appeal against the affirmation of President Tinubu’s election by the Presidential Election Petitions Tribunal, PEPT.

Nigeria’s image on trial among comity of nations- Labour Party

Speaking on the issues, the Labour Party has said the exposure of details of the academic records of President Tinubu by the Chicago State University, and its contents have put Nigeria’s image among the comity of nations on trial.

National Publicity Secretary of the LP, Obiora Ifoh, in an interview with Vanguard, in Abuja, explained that the whole saga has far-reaching implications on the image of our nation among the comity of nations.

Ifoh said: “This whole saga goes beyond the issue of whether or not the president attended Chicago State University, it goes beyond that. The issue now is what message are we sending to the rest of the world?“

“What about our institutions responsible for ensuring that things are properly done? We will wait for the Supreme Court to make its final pronouncement on the matter. We will take it from there.”
