    Osinbajo: Cashless Policy Will Curb Illicit Election Financing In Nigeria

    He noted that so much money can be spent without it being tracked under the current election financing system in the country.

    Nigeria Vice President Yemi Osinbajo has declared that cashless monetary policy will go a long way to curb illicit election financing in the country.

    He submitted that when fully operational, the cashless policy being introduced in Nigeria can help stem the surge of illicit election financing by making it possible to track funds.

    Speaking Monday while playing host to a delegation of the European Union Election Observation Mission led by the Chief Observer, Mr. Barry Andrews, who is also a member of the European Parliament at the State House, Abuja, Osinbajo noted that so much money can be spent without it being tracked under the current election financing system in the country.

    According to him: “I think that what we should be looking at is to provide more infrastructure. The cashless thing has been really advantageous and helps with tracking. That sort of infrastructure is useful for more financial inclusion and the more financial inclusion you have, the easier it is to track.”

    While noting the serious difficulty in controlling election financing because of cash transactions, the Vice President stated that there are still infrastructure issues required to be in place to ensure an efficient cashless system in the country.

    He observed that with cash transactions, it is still difficult to seriously control election financing.

    On the issue of electoral offences, Osinbajo noted that there is the Electoral Offences Commission Bill at the National Assembly and “we hope that it will begin a new regime of dealing with electoral offences which would be helpful.”

    He emphasized that by and large, one shouldn’t expect INEC to be the investigator of electoral offences. I think that law enforcement agencies should be responsible for arresting and prosecuting offenders, State by State.

    “Electoral offences are always seen through a political prism; people will always feel that they are being prosecuted because they belong to a certain party.

    “What is more important is that we have to find a system where the police could have a special unit for offences during the course of elections. The Federal High Courts could also have a special jurisdiction to deal with offences and not extend beyond the Federal High Courts.”

    Commenting on the role of the judicial system, the Vice President noted that more attention should be paid to the monitoring of tribunals and their outcomes, calling for more scrutiny from the National Judicial Council.

    He disclosed that there were discussions in the past concerning malfeasance on the part of some judges saying those found guilty should be brought to the fore.

    His words: “There should be sanctions and that way, we would be able to clean up and correct some of the problems”.

    In his remarks, Mr Andrews mentioned that the Observer Mission would be monitoring the elections coming up next month and hope for a peaceful and fair electoral process.

    According to him, this is the seventh time the Independent National Electoral Commission is inviting the EU Mission to monitor the elections, adding that the team has been in the country since 11th January and would be here till the end of March, 2023.

    The Vice President, Professor Yemi Osinbajo, is presiding over the first Federal Executive Council (FEC) meeting this year at the Council Chamber of the State House, Abuja.

    Present are the Secretary to Government of the Federation (SGF), Boss Mustapha; the Head of the Civil Service of the Federation, Doctor Folasade Yemi-Esan; and the Deputy Chief of Staff to the President, Doctor Adeola Ipaye.

    Before the commencement of the Council meeting, members held prayers led by the Minister of Youth and Sports, Sunday Dare and his Aviation counterpart, Senator Hadi Sirika.

    In an unusual development, over 20 ministers and their ministers of state attended in person.

    Ministers in attendance include those of Industry, Trade and Investment, Niyi Adebayo; Health, Osagie Ehanire; Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouk; that of Mines and Steel Development, Olamilekan Adegbite.

    Also present are the ministers of Labour and Employment, Doctor Chris Ngige; Works and Housing, Babatunde Fashola; Agriculture, Mohammad Abubakar; Aviation, Hadi Sirika; Interior, Rauf Aregbesola; Niger Delta, Umana Umana.

    The ministers also included those of Special Duties, George Akume, Power, Abubakar Aliyu; Police Affairs, Mohammed Dingyadi; Youth and Sports, Sunday Dare; Justice, Abubakar Malami, Transportation, Mu’azu Sambo and Environment, Mohammed Abdullahi.

    Others are Ministers of State for Industry, Trade and Investment, Mariam Katagum; Labour and Employment, Festus Keyamo; Science and Technology, Henry Ikoh; Foreign Affairs, Zubairu Dada; Petroleum, Timipre Sylva.

    President Muhammadu Buhari who went on an official trip to Nouakchott, Mauritania, for the Third Forum of the African Conference for Peace is expected back into the country today.

    Buhari, who was honoured by the Abu Dhabi Peace Forum with ‘Award for Strengthening Peace in Africa’ on Tuesday, told other African leaders that Nigeria and other regional bodies on the continent and the rest of the world are working assiduously to deal with existential threats to the very existence of humanity.

    The President also noted that the country continues to engage bilaterally and multilaterally to comprehensively win the war against the insurgency and other related terror groups through kinetic and non-kinetic approaches.

    Buhari, Osinbajo, service chiefs, NSA meet over Kanu’s release

    The National Security Council, on Friday, said it was “considering the appropriate action to be taken” on the recent release of the leader of the Indigenous People of Biafra, Nnamdi Kanu.

    It also backed the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, who clarified that Kanu’s release was not equivalent to an acquittal.

    The Minister of Police Affairs, Mohammed Dingyadi, disclosed this to State House correspondents shortly after the NSC meeting chaired by the President, Major General Muhammadu Buhari (retd), at the Aso Rock Villa.

    Dingyadi, who spoke alongside his counterpart in the Ministry of Interior, Rauf Aregbesola, said Kanu was only discharged.

    He added that the Federal Government would explore other legal instruments to pursue the matter.

    However, he noted that the council did not discuss a possible political route that Malami had raised last November.

    The council, he said, only discussed the Appeal Court judgment, noting that solutions to such matters could be considered so far as they were not subjudice.

    It was reported that the Court of Appeal in Abuja on Thursday upheld the appeal of the detained leader of the proscribed group and ordered his release.

    But a statement signed by the AGF’s spokesperson, Dr. Umar Gwandu, asserted that “Kanu was only discharged and not acquitted.”

    “Consequently, the appropriate legal options before the authorities will be exploited and communicated accordingly to the public,” the statement added.

    Briefing journalists on Friday, Dingyadi echoed the AGF’s stance saying the Federal Government was considering other options.

    “The issue of Kanu has also been raised and Council was briefed on the state of things on the matter and it was observed that Kanu was discharged, but he was not acquitted.

    “So, the government is considering the appropriate action to be taken on the matter and Nigerians will be notified of the position that will be finally taken on the matter in due course,” the minister stated.

    Vice President Yemi Osinbajo; Secretary to the Government of the Federation, Mr Boss Mustapha; National Security Adviser, Maj. Gen. Babagana Monguno (retd.); and the Chief of Staff to the President, Professor Ibrahim Gambari, attended Friday’s meeting.

    Also in attendance were the Chief of Defence Staff, General Lucky Irabor; the Chief of Army Staff, Lt. General Farouk Yahaya; the Chief of Naval Staff, Vice Admiral Awwal Gambo and the Chief of Air Staff, Air Marshal Isiaka Amao and Inspector-General of Police, Usman Baba.

    The Minister of Defence, Maj. Gen. Bashir Magashi (retd.); Director-General of the Department of State Service, Yusuf Bichi; Director-General of the National Intelligence Agency, Ahmed Abubakar and the Chief of Defence Intelligence, Maj. Gen. Samuel Adebayo were equally present.

    Meanwhile, Ifeanyi Ejiofor, lawyer to the IPOB leader, Kanu, has asked the AGF to comply with the order of the Abuja Division of the Court of Appeal.

    He also advised Malami to consider voluntary resignation for allegedly exposing the Federal Government to international embarrassment and ridicule.

    He was responding to the statement by the Special Assistant (Media and Public Relations), to the AGF, Dr. Umar Gwandu, in reaction to the Appeal Court judgment which quashed the charges of terrorism preferred against him.

    According to him, the reference by the AGF to the charge pending against Kanu before he left Nigeria in 2017 and the indication that the Federal Government may continue with the charge “really showed his total disconnect with the law, with greatest respect to his office.’’

    Malami had said that the Federal Government was considering various legal options, including proceeding with the counts that were pending against Kanu before the invasion of his house by soldiers on September 14 2017.

    But Ejiofor said the AGF “should be appropriately guided in law.”

    He said, “I implore him to meticulously read the full judgment of the Court of Appeal, immediately comply with orders made therein and possibly consider the most appropriate option of voluntarily resigning, for exposing the Federal Government to this international embarrassment and ridicule.

    “Now, for the avoidance of doubt, the Federal Government has no options. It has only one option, namely, to appeal against the judgment of the Court of Appeal to the Supreme Court. And the exercise of this latter option shall not constitute a bar to immediate compliance with the order of the Court of Appeal which directed the immediate and unconditional release of Onyendu Mazi Nnamdi Kanu.

    “The order made by the learned Justices of the Court of Appeal is sacrosanct and must be obeyed immediately without further ado.’’

    Arguing that no further charges can be sustained against his client, the defence lawyer stated, “On appeal, the Court of Appeal struck out the whole charge and held that the lower court had no jurisdiction to try Onyendu Mazi Nnamdi Kanu.

    ‘’That being so, that charge that has been pending against MNK since 2015 and contains counts of alleged offences committed by him before he escaped being killed in Nigeria in 2017, no longer exists. It has been struck out.’’

    Ejiofor in a live Facebook broadcast also flayed the Department of State Services for not releasing his client 24 hours after the court orders, describing their action as illegal.

    ‘Release Kanu immediately’

    The apex Igbo socio-cultural organisation, Ohanaeze Ndigbo Worldwide, has said it was disappointed in the response of the AGF to the court judgment releasing Kanu.

    The council spokesperson for the organisation, Chief Alex Ogbonnia, in an exclusive interview with the reporter said it would be in the interest of the nation to release Kanu following the order of the court.

    Ogbonnia said, “As minister for Justice or Attorney General of the Federation, Malami is supposed to be in the position to assist the Presidency with good governance and justice. His duty, as a matter of fact, is to make sure there is justice. When we speak to this, there is nothing one can do without achieving peace.’’

    Also, a socio-political organisation, Alaigbo Development Foundation, hailed the judgment, describing it as a positive development.

    Its Secretary-General, Chief Abia Onyike, said, “It is a positive development. It shows that a peaceful resolution of the Igbo question in Nigeria is feasible.”

    Speaking in the same vein, IPOB urged the President to obey the orders of the court and release its leader.

    It reminded Buhari of his pledge to not interfere with the judicial process.

    The IPOB’s spokesman, Emma Powerful, in a statement on Friday, also commended the appellate court justices.

    According to the group, the Appeal court discharged and acquitted Kanu from all charges because of “Nigeria’s executive rascality in kidnapping and extraordinarily renditioning him from Kenya to Nigeria.’’

    The group also urged the Federal Government to fix a date for a referendum.

    Meanwhile, the Imo State government on Friday said that Governor Hope Uzodimma didn’t fault the appeal court judgment which discharged Kanu.

    The Commissioner for information and Strategy, Declan Emelumba, in a statement, said that the news content circulating online stating that Uzodimma disagreed with the verdict freeing Kanu was sponsored by the opposition Peoples Democratic Party in the state.

    But the PDP spokesperson, Collins Opuruzor, replied that the main opposition party was busy with planning to rescue the state from bad governance in 2023.

    Osinbajo under fire for using presidential jet for political campaign tours

    Twenty–four hours to the presidential primary of the All Progressives Congress (APC), Vice President Yemi Osinbajo has come under fire for travelling in presidential jet during his meet-the-delegates tour nationwide.

    Criticisms of Osinbajo came as other presidential aspirants, both the Peoples Democratic Party (PDP) and All Progressives Congress (APC), used chartered planes for their trips, including Senate President and APC presidential aspirant, Ahmad Lawan, who also has official plane.

    The condemnation of Osinbajo peaked after the presidential jet, Boeing 727-2N6 with registration no. 5N-FGN aircraft, was deployed to Maiduguri, Borno State, where the vice president met delegates.

    Commenting on Osinbajo’s use of presidential jet for political trips, Mallam Maida Bello said it was morally wrong.

    According to him, government planes attached to officials are meant for official trips.

    He said political party events or political campaigns are not classified as official trips.

    Bello said inasmuch as Osinbajo is the vice president, his trips to meet delegates, in relation to his presidential ambition was personal and should not be financed with government’s funds.

    Supporting this view, Kayode Oshinowo said although it is difficult to separate official and private trips of a vice president, “purely political mobilisation for personally ambition is not official.”

    He said the vice president ought to have hired a private jet for his political consultations.

    He applauded Senate President for opting to use private jets donated to him by two senators from the North and South.

    “I am aware that the Senate President travelled with jets donated to him by his friends and fellow senators instead of the official plane attached to his office, during his political trips relating to his quest for the presidency. That’s what it should be,” he said.

    Another commentor said public officials should separate public life from private life.

    He said that the reported surcharge of former Peresident Shehu Shagari in the First Republic, when he worked with ex-late Prime Minister of Nigeria, Alhaji Tafawa Balewa as a young man and authorised use of presidential jet to take the PM’s mother from Lagos to Kaduna should be a model of public officers.

    Some people have, however, said Osinbajo did nothing wrong.

    According to one of them, there is nothing wrong with the vice president travelling in an official plane to campaigns.

    He said not long ago, former United States President, Donald Trump, used presidential plane when he campaigned for reelection.

    “We are witnesses to the fact that President Trump did not use chartered planes during his reelection campaign. He used the president’s official plane. Whether going for political campaign of wedding, he was US president and he used the paraphernalia of office.”

    Group calls for adoption of Osinbajo as APC consensus candidate

    Members of the incorporated trustee, Legacy Transformation Initiative (LTI), have called for the adoption of the Vice President, Prof Yemi Osinbajo, as the APC consensus candidate.

    The eclectic group consist of intellectuals, professionals, politician, businessmen/women and entrepreneurs drawn across the six geo-political zones of Nigeria.

    Its National Coordinator Ibe Aniemeke Lawson while speaking at a press conference held in Abuja yesterday, stressed that the vice president is the long-awaited solution.

    Lawson further explained that after a rigorous examination conducted by the group on all the presidential aspirants, Osinbajo is the only one that has the capacity to deliver Nigeria from the present situation.

    He added that a vote for him would be the highest form of patriotism expected of any citizen of this country.

    He said: “It is time to be part of it by unanimously adopting Professor Yemi Osinbajo (GCON) as your Consensus Choice before the convention or unanimously vote for him as the presidential candidate of the APC in the party primaries given his proven capacity to lead; especially in this challenging time we find ourselves as a nation.

    “It is imperative to state that in the course of our functions, we have been able to interrogate the profile of the various individuals jostling to be APC presidential candidates through this process of intellection over months of rigorous review, in-depth research and study on the qualities, capacities, capabilities of these aspirants from available public records on them.

    “The Vice President, Professor Yemi Osinbajo, stands out. He emerged as the most suitable, experienced and capable to be entrusted with the office of the President of the Federal Republic of Nigeria.

    “It is important to emphasise to our dear delegates and APC leaders that each election cycle comes with different challenges that may manifest in the nation’s economics; a peculiar global challenge; an emergent security challenge(s); some social or environmental issue; or all of these at the same time.     “ I have been to practically all local governments in Nigeria. I have been in markets, factories, schools, and farms. I have been in agricultural, mining and oil producing communities; in the Delta, in Kebbi, Enugu, Borno; Rivers, Plateau and Ondo; and in all other states of the federation, listening to the diverse experiences and yearnings of our people.

    “I have visited our gallant troops in the North East and our brothers and sisters in the IDP camps. I have felt the pain and anguish of victims in violent conflicts, terrorist attacks, flooding, fire and other disasters.

    “I have been in the homes of many ordinary Nigerians in various parts of the country. I have sat with our techprenuers in Lagos, Edo, and Kaduna, with our Nollywood and Kannywood actors; with our musicians, from Lagos, Onitsha, and Kano. And I have spoken to small and large businesses. I stood where they stood and sat where they sat. I know their hopes, aspirations and fears; and I believe that in those hopes and aspirations are the seeds for the great Nigeria that we all desire.

    “I believe that the very reason why the Almighty God gave me these experiences, these insights, and these opportunities, is that they must be put to the use of our country and it’s great peoples. Which is why I am today, with utmost humility, formally declaring my intention to run for the Office of the President, Federal Republic of Nigeria, on the platform of our great party, the All Progressives Congress.

    ”If by the grace of God and the will of the people, I am given the opportunity, then I believe that first, we must complete what we have started; radically transforming our security and intelligence architecture, completing the reform of our justice system focusing on adequate remuneration and welfare of judicial personnel.”

Let our tribes become one tribe; the Nigerian tribe, where all are treated fairly, justly and with respect–where all are given equal access to the abundant opportunities that God has bestowed on this nation.   • Tinubu meets APC Gov after Osinbajo declares

    The National Leader of the All Progressives Congress and presidential aspirant, Bola Tinubu, is currently meeting with members of the Progressives Governors Forum at the Kebbi State Governor’s Lodge, Asokoro, Abuja.

    The meeting is coming less than 24 hours after Vice President Yemi Osinbajo hosted the governors at his Aguda House residence on Sunday evening; where he disclosed his intention to run for the APC presidential ticket.

    Although Tinubu is yet to officially declare for office, he had in January informed the President, Major General Muhammadu Buhari (retd.), of his intention to succeed him.

    At the time of filing this report, 14 governors were already seated with the presidential hopeful.

    The governors in attendance include Governors Abubakar Bagudu of Kebbi State, Nasir El-Rufai of Kaduna State, Bababjide Sanwo-Olu of Lagos, Abdullahi Ganduje of Kano, Gboyega Oyetola of Osun, Mai Mala Binu of Yobe, Simon Lalong of Plateau, Abubakar Badaru of Jigawa, amongst others.

  • Uncertainty hovers over Osinbajo, Tinubu

     

    Uncertainties within the All Progressives Congress, APC as to the direction ahead of the 2023 General Election was at the weekend beginning to clear with postulations of Nigeria’s powerful governors increasingly emerging to drive the process.

    The coming out of the governors, it was gathered, and the seeming unwillingness of President Muhammadu Buhari to identify with either Vice President Yemi Osinbajo or national APC leader, Asiwaju Bola Tinubu, has put the two potential successors in a quandary.

    The prospect of both campaigns consuming one another in a mutual war of destruction it was learnt, was now making their strategists pull back after initial gestures of war. Osinbajo’s fate is not helped by the claim of a ‘trust deficit’ that arose from his time as Acting President in 2018. Since then, President Buhari has not again transferred presidential powers to his deputy.

    Though Osinbajo has not formally declared a presidential bid, signs of a national mobilisation with political actors seemingly working to set up structures for him across the country continue to echo here and there.

    After the seemingly easy effort of the governors’ pointsman, Dr Kayode Fayemi in projecting his nominee, Biodun Oyebanji as the party’s candidate in the 2022 Ekiti State governorship candidate, it was gathered that their next step would be in determining the party’s national chairman and other executive positions. Fayemi’s man beat two aspirants allegedly linked to Tinubu: Senators Opeyemi Bamidele and Dayo Adeyeye.

    Normally confidential sources in the APC disclosed that the contest for national chairman of the ruling party was at weekend narrowing to a two-man race with former Governor Tanko Al-Makura of Nasarawa State and erstwhile minister of solid minerals, Alhaji Bawa Bwari as the main contenders.

    The governors, it was learnt, we’re now waiting on President Buhari for a final choice between the two men.

    The determination of the governors to frame the National Executive and then determine the presidential candidate was despite the seeming visibility of the campaigns for Osinbajo and Tinubu. A high-level presidential source speaking on the condition of anonymity while underlining the trust deficit was quick to also note the influence of the governors who he said would determine the direction.

    “Yes, the trust issue is not something that can be swept away easily, it is there, but you cannot remove the role of the governors who are the ones laying the bed. You don’t expect them to lay the bed for someone else to come and lie on,” the source said.

    On how the vice-president is drawing his strength, the presidential aide said:

    “Well, you know he meets with the governors monthly for the NEC (National Economic Committee) and maybe he is deriving his strength from that. He meets with them and goes to commission their projects, even projects of opposition governors and maybe he is depending on that,” the high-level source said with a dose of sarcasm.

    The trust issue that is being weaved around Osinbajo flows from his actions as Acting President when he sacked Lawal Daura as Director-General of the Department of State Services, DSS and also forwarded the nomination of Walter Onnoghen as Chief Justice of Nigeria, CJN.

  • Osinbajo demands sanction for corruption in government agencies

     

     

     

    Vice-President Yemi Osinbajo has expressed worry over a survey report that highlights persistent corruption, duplicity of functions, poor service orientation and other anti-business disposition in some of the Federal Government’s regulatory agencies.

     

     

     

     

    Osinbajo and the Presidential Enabling Business Environment Council therefore resolved to make the report available to the heads of the affected agencies.

     

     

     

     

    The Senior Special Assistant to the Vice President, Laolu Akande, disclosed this in a statement on Wednesday titled,  ‘Osinbajo to regulatory agencies: Everything we do to grow the economy, change lives of Nigerians depends on conducive business environment.’

     

    According to the statement, the survey that returned damning verdicts on the unnamed agencies was conducted by Pricewaterhouse Coopers.

     

     

     

     

    The statement read, “The Cost of Compliance Report which was presented to the council at its first virtual meeting of the year on Tuesday revealed persistent corruption, duplicity of functions, poor service orientation, and several anti-business disposition in some of the regulatory agencies.

     

     

     

     

    “Vice President Yemi Osinbajo, SAN, who presided over the meeting directed that CEOs and heads of such government regulatory agencies involved should be presented with the outcomes and interaction should take place regarding some of the worrying disclosures in the report of the survey conducted by Pricewaterhouse Coopers, PwC.”

     

     

     

     

    Akande also quoted the vice president as saying that if the environment, on account of regulatory authorities, was difficult or expensive, such that people were discouraged to do business, then the nation was shooting itself in the foot.

     

    Describing them as human issues, Osinbajo said something serious must be done to address the issues.

     

    Speaking further about holding those responsible for the major lapses to account, the Vice President said, “I am in full support of holding our CEOs to account because they, in turn, must hold their staff to account. If there is systemic corruption, bribery and extortion, and nobody is held to account, there is a problem.”
