Technocracy in Enugu State Governance: Peter Mbah to the rescue (Opinion)

    By Chike Anibeze

In the thick and thin of the upcoming party primaries to herald the 2023 elections, the unfolding scenario for the politicians appear to be anchored on the same old order, but the background expectations of the citizenry seem to suggest the opposite.

Representative democracy is important because it gathers the constituent representation of the entire citizenry. However, when representative democracy takes precedence in the functioning of the other power blocks, especially the ‘executive’; it often times creates knowledge gaps in the specific technical areas of function. Technocracy comes in handy to fill the void. There is little doubt that the Nigerian society has gone rudderless in the execution of tasks and clearly devoid of any modicum of technocratic input. Deliberately making wrong choices in fitting candidates for most sensitive positions. Even where the technical depth exists, factors such as sectionalism, religion, clannish instincts and tokenism have not helped matters.

A cursory review of the antecedents of some of the aspirants to the governorship position of Enugu state reveals Peter Mbah as a self-effacing personality with the pedigree to input the required technocracy in the governance of the state. Although, this article is not written to chronicle the flourishing exploits of this urbane entrepreneur and technocrat, a peep into his antecedents will reveal a man with the requisite capacity. Unlike most candidates who are exclusively career politicians whose source of income is the public fund, Peter Mbah is a wealth creator who has demonstrated his ability to engineer an economic progress which is not anchored on public treasury. To mention but one example, He has transform oil and gas from a zero base to number one position in the oil and gas downstream sector through his innovative and creative ideas.

An encounter with him has revealed a man with the thorough grasp of an innovative system that will transform the coal city state. A thorough bred ‘Enugu-boy’ in mind and body, he has traversed with grit and temerity through the public and private sectors emerging with outstanding achievements. His academic sojourn has returned loads of excellent rewards, his drive has seen him conquer the private and public sector with gusto and most importantly he is a gentleman of complete integrity.

Indeed, he is an embodiment of Warren Buffet’s personality to be trusted with a position of leadership possessing sound intelligence, astute drive and above all a person of trusted character. He possesses the gravitas to enact the ideals of good leadership that will engender responsible citizenry.

Enugu state must begin to understand the fact that it is the regional capital of the east and must endeavor to show some elements of true leadership that will provide a regional sanctuary for Nd’Igbo. We are aware that many top artists, Flavour, Phyno etc have constantly espoused their love for the coal city. Same with top business executives who see the state as a favored place of residence. The state must begin to thinker with excellence and harness the benefits therein.

Fair minded pundits are putting their confidence in Peter Mbah based on his antecedents irrespective of the machinations of political iconoclasts. However, the deep seated cynicism for politicians by the citizenry based on past political campaigns and eventual experiences have made the public somewhat circumspect. It is expected.

In all, we must understand that technocratic governance is not the application of abstract, theoretical concepts in governance but the strict observance of procedures in execution of programs. Of course the American philosopher, Edmund Burke was right when he said that ‘One sure sign of an ill-conducted state is the propensity of its rulers to resort to theories’.

I have given this piece not to promote a political aspirant nor to castigate existing structures but rather to draw insight on the need for anchoring on a personality who will use ideas and actions to create a special impact on the formation and development of a unique Enugu polity. In history most great civilizations have emerged from the coherent doctrines gathered from the ideas of their great leaders.

Zoning: PDP NEC Throws Presidential Ticket Open, Recommends Consensus

After some back and forth over a period of time, the National Executive Committee (NEC) of the Peoples Democratic Party (PDP), has finally adopted report of the national caucus of the party, which approved the report of the 37-man committee that threw open the presidential ticket of the party.

Before the NEC, PDP stakeholders had met at the Benue State Governor’s Lodge at 10 am, but no resolution was reached and the meeting was adjourned for further consultation.

However, while the meeting was adjourned to 8pm, the Board of Trustees (BoT) too met at 7pm, where the report was adopted.

But before the NEC and BoT meetings, it was agreed to adopt zoning in subsequent elections, and, due to time factor, the presidential ticket of the party should be thrown open.

The NEC and BoT, therefore, urged the party to work towards a consensus candidate, if possible.

The report of the 37-man committee was signed by 36 members, except the member from Imo State, Nze Fidelis OziChukwu.

According to the communique, “The 2022 National Zoning Committee, after extensive deliberations on the mandate given to it by the National Executive Committee of our great Party, at its 95th meeting held on Wednesday March 16, 2022, resolved as follows:

“That Zoning and Rotational Presidency provision in the PDP is good and served the party well in the past. It should be affirmed and it is hereby affirmed. We must always try to enshrine justice justly and fairly.

“That it is in the interest of justice and fair play that the party should take decision on zoning timeously so as to prevent complication to the process as it is happening now.

“In the light of the above, the presidential election should now be left open. However, the party should work towards a consensus candidate where possible,” the NEC said, even as it adopted the zoning committee report.

In his opening address, National Chairman of the PDP, Dr. Iyorchia Ayu, said, the NWC was working round the clock to reposition the party.

At the same time, Chairman of the PDP Governors’ Forum and Sokoto State Governor, Waziri Tambawul, said, the party was well-mobilised towards various congresses and national convention and ultimately, the 2023 general election.

“I assure you, Mr. Chairman, as your governors, we are always ready to continue to give you every support that is required for our party to emerge successful in the general election, starting with congresses at various levels. We’re very proud of the work, you’re doing and members of the National Working Committee,” he said.

House of Representatives Minority Leader, Ndudi Elumelu, said the array of credible, competent and experienced statesmen as PDP presidential aspirants, had unsettled the failed, corrupt and rejected All Progressives Congress (APC).

According to him, “The rattled APC is parading a congregation of pretenders and political strange bedfellows; flocking treasury looters, narrow-minded politicians and failed government officials, many of whom are not in contest but recruited as conduits to siphon billion of naira from public treasury as exorbitant nomination fees to corruptly amass election slush fund for the APC.

“Among these are individuals who, as officials of the failed APC administration engaged in reckless pillaging of our commonwealth and foisted a life of misery where millions of Nigerians can no longer afford their daily meals and other necessities of life.

“They include those who condone and rationalise the daily killings and acts of terrorism in our country; who sit in government that deliberately denies our youths the education and opportunities they deserve; failed politicians, rejected by Nigerians, yet, they have the impudence to seek office as president.

“Is it not provocative that while thousands of our university students are shut out of their classes over the lingering strike by lecturers in our public universities, the ministers whose responsibility it is to address the issues are more interested in politics?”

He, therefore, called on the federal government to immediately resolve the industrial action so that the students could return to their studies.

His words: “We also restate our demand to the federal government to address the challenges in the aviation sector as well as the lingering fuel crisis, which have further crippled our nation’s economy.

“More importantly, we call on President Muhammadu Buhari to take stronger steps to secure the release of those abducted by terrorists including in the Kaduna/Abuja train attack and especially, the woman who put to bed at the den of kidnappers. We must not let our citizens continue to languish in captivity.

“Leaders of our party, it is apparent that the APC, having lost all goodwill is deliberately deploying poverty and social dislocation as political weapons to weaken the resolve of Nigerians ahead of the coming elections.

“Nevertheless, one thing is sure, Nigerians have seen through the antics of the APC and cannot be compromised by money or coercion. That is why they are rallying the PDP platform. I salute their courage and determination and we must not let them down.

“We must remain united and focused in all our activities. We must go into this NEC meeting with undiluted patriotism, eschew all personal, group and sectional interests and come out with strong decisions that will lead our party to victory in 2023,” he said.

The presidential convention is scheduled to take place in Abuja and the committee is headed by a former President of the Senate, David Mark.

  • Senator (Dr.) Chimaroke Nnamani: A rare gem on a Divine Mission (Opinion)

Senator (Dr.) Chimaroke Nnamani: A rare gem on a Divine Mission (Opinion)

Senator (Dr.) Chimaroke Nnamani: A rare gem on a Divine Mission (Opinion)

    By Arum Chibuike (Ochudo)

According to William Shakespeare, “some are born great, some achieve greatness, and others have greatness thrust upon them.”

Distinguished Senator (Dr.) Chimaroke Nnamani is one of those rare gems that Shakespeare was referring to.

Whenever the Almighty God sends His beloved child for a special assignment here on earth, it is pertinent that the masses recognize such missionary journey and place premium value on the messenger because such opportunity comes once in a while.

Senator Chimaroke Nnamani was born a great man, nature demonstrated it by elevating him to the pinnacles of his medical and political careers in order to position him for the special task he has come to perform on earth.

However, it baffles me when some feeble minded persons attack the greatness of His Excellency, the former Governor of Enugu State, the progenitor of the Great Ebeano Political Dynasty, the man on a divine mission, Senator Chimaroke Nnamani. Usually, when mediocres feign ignoramus by making unkind statements against the grand master of modern Enugu State political engineering, I laugh and ask God to forgive such persons because they know not what they are doing. This must be the reason why Albert Einstein stated that “Great spirits have always encountered violent opposition from mediocre minds.” Distinguished Senator (Dr.) Chimaroke Nnamani is no doubt endowed with the spirit of greatness, and negative attacks against him by a handful of mediocres is expected, though such frivolous punchs are usually dead on arrival.

Senator Nnamani’s journey to the Nigeria Senate has been very productive and symbolic, but only the intelligent minds can comprehend it. His voice is so loud in the red Chambers while carrying out his primary legislative assignment. He has influenced so many constituency projects in Enugu East Senatorial Zone which he represent, most of which have been claimed by some National Assembly members in his Senatorial Zone. Such claims does not bother him because it is needless and hypocritical to do so.

He is a silent achiever, he has executed many constituency projects and given jobs to many people without celebrating it, all because of his belief in the biblical injunction which says that “when you give alms, do not let the left hand know what the right hand is doing.”

Needless to emphasize the fact that Senator Chimaroke Nnamani is a great human developer. Despite the fact that most of the men he groomed have turned against him, Nnamani is not deterred as he has continued to focus on his divine assignment of building men and women in every nook and cranny of Enugu State and beyond. Until date, he picks people from the bottomless pit of abandonment and clip them to their God designed destiny by giving meaning to their lives. This is the reason why his numerous beneficiaries call him “Destiny Helper.”

Dr. Chimaroke Nnamani is the man who has continued to insist that in Ebeano family, everybody is equal. It means that anybody can become anything irrespective of his or her social, academic and financial status. This attitude which he has demonstrated in every ramification has endeared him to the masses, thereby making him to command the highest number of followership in Enugu State as at today.

As the 2023 political journey is already in top gear, Senator Chimaroke Nnamani’s political expertise and guide cannot be taken for granted. His Excellency, Governor Ifeanyi Ugwuanyi should pay keen attention and tap from the wisdom of Senator Chimaroke Nnamani in the bid to nominate his successor. Nkanu people and indeed the entire Enugu State are lucky to have Senator Chimaroke Nnamani hale and hearty, to continue the good humanitarian services he was created to do for the benefit of mankind.

Concerning Enugu East Senatorial position, there is no vacancy as long as the mission of Senator Chimaroke Nnamani is ongoing. I do not expect that anyone who understands the worth of Chimaroke will dare to contest the elevated position with him, except those that have appointments with failure.

Let all the good people of Nkanu land and Enugu State in general rally round Distinguished Senator Chimaroke Nnamani in a bid to tap from his political wisdom, bound with cognate experiences for a harmonious political season and transition.

    Long live Sen. Chimaroke Nnamani!

    Long live Ebeano Family!!

    Long live Gburugburu!!!

Enugu State is in the hands of God.

  • Road to 2023: Why Edoga should succeed Ugwuanyi –Ike Onuh

A chieftain of the Peoples Democratic Party(PDP), Mr Ike Onuh has given reasons why Chief Chijioke Edoga should succeed Governor Ifeanyi Ugwuanyi of Enugu State. The media entrepreneur who is also into Real Estate in this interview spoke on various issues including why power should go to Isi-Uzo local government of Enugu East Senatorial zone.

What is your assessment of Governor Ugwuanyi’s administration?

My assessment of Governor Ifeanyi Ugwuanyi’s administration is short and simple; he has done well even though there are rooms for improvement. He has done well particularly in rural infrastructural development. You could see his achievements in roads constructions and rehabilitations and also in the facelifts of schools and establishments of new ones. Same as in health care etc. He has also done well in maintaining and managing  security. Lives and properties are more secure in Enugu State than any other state in the entire south East. He has also been able to prudently manage  the scarce and inflation-afflicted resources available to the state. He has maintained his promise on assumption of office that he will develop Nsukka and make it attain its enviable University town status. Even his critics believe that Nsukka is better today than it used to be.

Do you think PDP will retain Enugu State in 2023?

PDP is sure to retain power in Enugu State in 2023 for obvious reasons; PDP is not just a party in the state but a movement; PDP is more like a social club that is deeply rooted in the conscious and subconscious mind of the people of Enugu State. Its popularity is second to none. PDP has a tradition of loyalty to party before anything else; members of the party believe in the party’s directives; it’s a tradition and nothing will change that. The governor is usually regarded as the father of the state and gives directions. Since Governor Ugwuanyi emerged in 2015, he has been running an all-inclusive government and people are waiting for his direction ahead of 2023.

What is your view on power rotation in Enugu State?

My view on power rotation is clear; it has helped to balance power in Enugu State since the return of democracy in 1999 and it has come to stay for equity, fairness and justice. The understanding has also helped to douse tension in the polity. Power rotation has given hope to the minority in the power equation. Rotation of political power in Enugu State has helped and will continue to help us maintain and manage the polity without rancour and acrimony. It’s a sure way to peace and tranquility in the state. No right thinking person would like to change a system that has made transition of power seamless in the state. The Enugu zoning arrangement is worthy of emulation and thank God that the governors before Ugwuanyi thought it wise for the good of the people. As a governor who is regarded as an ambassador of peace, I am not in any doubt that Gburugburu will keep to the zoning arrangement.

Some stakeholders including former Governor Nwobodo are calling for the micro•zoning of the governorship ticket to Enugu East LG while some are also saying it should be zoned to Isi Uzo, a local government that is perceived to have suffered exclusion in the scheme of things in Enugu East Senatorial zone. What is your position on that?

I can’t agree less with the micro zoning of the governorship ticket to Enugu East senatorial zone and Isi-Uzo LG in particular; why did I say that? The need for minority participation in the affairs of governance can’t be over emphasized; Isi- Uzo is part of Enugu State that has suffered exclusion in the scheme of things in Enugu East senatorial zone. Beyond that, Isi Uzo is part and parcel of the zone since the creation of  Enugu State and Enugu East Senatorial zone in particular irrespective of what ever sentiments that rent the airwaves these days, hence, it’s a fundamental right of theirs to be part of the leadership value chain even at the governorship level. Above all, Isi Uzo parades very remarkable human capacity to provide leadership at the governorship level more than whoever Enugu East LG will bring to the table for such demanding position, moreso, when there is enormous amount of work to be done in the state in the next dispensation. Isi Uzo should be the destination of the Peoples Democratic Party for it’s governorship candidate for the 2023 polls in Enugu State. I will advise other political parties  also to zone their governorship candidates to Isi Uzor to stand any chance in the election. For me personally, none of the aspirants I have seen so far i.e. better than Hon Chijioke Edoga. He is calm, focused and well experienced. In addition, he has worked closely with Governor Ugwuanyi and will ensure continuity of his projects. If you know Edoga, he is somebody that will be fair to all. Enugu people will not regret it if they vote for Hon Edoga.

Ahead of the election, what would be your advice to Governor Ugwuanyi on the emerging politics of his successor in 2023?

My advice to his Excellency is that he should stick to the accord or understanding of the zoning principles in Enugu State. The governor should also endeavour to play the role of an umpire who creates the enabling grounds for Enugu East people and leadership to project the candidate of their choice for the governorship position with emphasis on protecting the minority in their fold for equity, fairness and Justice. He must not fail to protect the minority because, that is part of his duty as the leader of all.

…Focus On The Return Of Democracy In Nigeria from 1999

    By Nnamani Arinze Darlington

In 1998, PDP conducted her first presidential primary election which was held in Jos, Plateau State, North Central. During the primary election, Nigerians nominated former military leader, Olusegun Obasanjo who had just been released from detention as a political prisoner, to be the presidential candidate in the February 1999 general election, with Atiku Abubakar (the then Governor-Elect of Adamawa State and a former leading member of the SDP) as his running mate. The duo won the presidential election and were inaugurated on 29th May 1999. Subsequently, on 19th April 2003, Olusegun Obasanjo was re-elected with 61% of the votes.

In December 2006, Late Umaru Musa Yar’Adua was chosen as the Presidential candidate of the then ruling PDP for the April 2007 general election. Yar’Adua was eventually declared winner of the 2007 general election held on April 21, and was sworn in May 2007.

In 2010, power shifted unexpectedly to Jonathan who assumed the role of Acting President following the doctrine of necessity after Yar’Adua fell ill; he was sworn into Presidency following Yar’Adua’s death in May of the same year.

Jonathan announced in September, his intention to run in the 2011 Presidential election, which he later got after winning the PDP Presidential primaries.

The South-south has no moral justification to contest now since the South easterners have not had its own share of the Presidential Pie.

In the 2015 elections, then incumbent, President Jonathan and PDP Presidential nominee (from the South South), was defeated by General Muhammadu Buhari of the APC with 55% against 45% votes, losing by 2.6 million votes.

    Why the Southeast?

From 1999 to 2007, Olusegun Obasanjo was the President and he hails from Ogun State in the South West geopolitical zone of Nigeria, while Atiku Abubakar who was the Vice President is from Adamawa, North East geopolitical zone. From 2007 to  2010, Late Umaru Musa Yar’Adua was the President and he hailed from Kastina State in the North West geopolitical zone of Nigeria, while Jonathan, his Vice, was from Bayelsa State in the South south geopolitical zone. Between 2010 and 2015, Goodluck Jonathan was the President and hails from Bayelsa State in the South south geopolitical zone, while his Vice, Namadi Sambo, hails from Kaduna State in the Northwest geopolitical zone.

When the Southern Nigeria Governors Forum started a meeting, and were issuing communiques insisting and saying that the next President should come from the south, I initially thought that it was a good way of trying to narrow the Presidency to the South eastern Nigeria. I never knew that our brothers were just playing to the gallery, watering and making their ground fertile to contest against the South easterners when they are suppose to support us now than ever before, considering the political tension in the zone against marginalization and injustice.

PDP Presidential aspirants of Southeast extraction

Ohaneze and some of our Igbo political leaders who should be speaking up now like His Excellency Distinguished Senator Orji uzor Kalu, are silently observing table manners. Our silence in the face of ineptitude, our insincerity and acquaintances in the face of nepotism and favoritism, our complexity and “e no concern me” attitude  when things are going wrong is just something that is very appalling.

In all the political parties, big and small, there are Igbos of considerable weight, who want to be president. They include, Mr. Peter Obi, Fmr. Governor of Anambra State, Chief Anyim Pius Anyim, Fmr. Senate President, David Umahi, Governor of Ebonyi State, Prof. Kingsley Moghalu, Fmr. Deputy Governor Of the Central Bank of Nigeria, among others. They all have the capacity to lead this nation, but Mr. Peter Obi is seen as the most sellable and acceptable candidate, judging from his antecedents and his present ideology about Politics and Governance.

    Mr. Peter Obi

Aside the razzmatazz for Igbo Presidency by the South easterners, with the current security, political and economic state of the nation, Mr. Peter Obi is the one whom the presidential cap will fit best because he is a man with impeccable and exceptional character, finesse, incorruptible, panache, poise and astuteness with digital economic and political ideology that will salvage the current ugly situation of the Nigeria State.

Politics they say is a zero sum game in which the winner takes everything and the loser loses everything. That is why the Igbos can only get the presidency by aligning with other zones and pushing hard by any means they can to convince the majority. This is where the role of Ohaneze and the Igbo leaders come in.

One of the 68 Constitutional Amendment bills passed by the National Assembly recently was that which sought to allow for independent candidacy. If this bill scales through by 2/3 of the various States Houses of Assembly and the President finally assents to it, candidates like Mr. Peter Obi will never find it difficult to emerge and win elections, unlike the situation we have now where only those with bags of dollars are likely to win elections in Nigeria.

Nigerians should also know that “IGBO PRESIDENCY” is crucial to the survival of Nigeria beyond 2023, because denying Igbos 2023 PRESIDENCY will worsen secession agitations considering the tempo already attained, but the next President of Igbo extraction will calm nerves, settle scores and make the people feel among. The major Political parties should zone their Presidential tickets to the South East to prove her doctrine of justice, equity and fairness.

2023 Enugu Guber: Dr. Kingsley Udeh as the Perfect Match for the Job [Viewpoint]

    By Dr. Okenwa Okechukwu

Few years before Mr. Emmanuel Macron was elected French President, France was embroiled in multifaceted crises which were taking a serious toll on the French nationals. The crises had become pronounced as a result of former President Nicholas Sarkozy’s leadership disconnect from the people. Fundamental amongst these crises were debilitating economic downturn and the general migrant crisis rocking the European Union. There was no end in sight for these in both Nicholas and Francois Hollande’s administrations. The rating of the government plummeted. People had already lost confidence. Fed up with the crisis, the French citizens set out for a new paradigm and discovery of a candidate who could turn things around for them.

In the midst of this search emerged aspirants each promising a new dawn for France. But the French were meticulous. They wanted something different. Indeed, when the 39 year old Emmanuel Macron who had versed himself in leadership and policy thrusts from Sciences Po emerged with his blueprints, the feasibility of his proposed administration knocked out the old generation in the race. History was made. Young Macron was elected. The economic journey of France was rewritten and the people became happy once again. This is the peculiar situation in Nigeria today. Enugu state under Governor Ifeanyi Ugwuanyi seems insulated from this crisis as the Governor has laid some strong economic foundation for the state. And one of the lingering questions is: who can sustain and advance the governor’s legacies?

The people of Nigeria in general and Enugu state in particular have again been presented with another priceless opportunity to elect those that will be representing them for another four years. Nigerians’ economic and political journeys in the past years should be a lesson to all, that, like France, the build up to 2023 election is a time to turn their searchlight towards discovering those equipped to turn things around for the greater good of Nigerians. There are no two ways at arriving at the destination other than electing those with impeccable leadership antecedents and strong character. Our people can rewrite their own story and make the best choice that would move the state beyond over-reliance on magic money from Abuja, called federal allocations. Revenue from oil is dwindling by the day. The country is borrowing to survive. It’s time to look inwards and see through the blueprints of aspirants jostling for the Lion Building.

In Enugu state, among those contending to rescue the soul of the state in 2023 is a very young 41 year old aspirant, Dr. Kingsley Udeh. Udeh like Macron, from all indications, is the youngest contestant for the seat of the governor. Since his announcement to leverage the achievements of Governor Ugwuanyi if elected in 2023, many political watchers have been curious about his leadership pedigree, educational qualifications, roadmap to a new Enugu state and his insistence that for the state to escape the entanglement of the national economic crisis, it must first disembark from over reliance on federal allocations and integrate into a technologically-driven economy. Dr. Udeh’s drawn up economic map is pointing towards a paradigm shift where a new system hinged on economic forces or mechanisms, such as Techncal and Vocational Education and Training (TVET), technology, public-private partnership and foreign direct investment, would have to be maximized to overcome the national economic crisis.

Although still a youth, Dr. Udeh’s leadership antecedents have proven his worth not just in Nigeria but also outside the shores of the country. His experiences in leadership and governance cut across a broad spectrum of our geopolitical and economic space. Assessing this would readily point to his ability to effect the much change the people have been yearning for. For this, Udeh has been described as a hybrid of youthfulness in terms of the energy, intellect, charisma and skills to set up a modern economy and connect the young ones into it, and that of the aged in terms of the wealth of experience, leadership positions, mentorship, relationship and eclectic understanding of different approaches to proffering solutions to our hydra-headed problems. How has he been able to achieve the above having his age in perspective?

In his early years, being one of the brightest international students, Dr. Udeh’s multi-talented skills earned him flying colours at the University of Nottingham, United Kingdom, and University of Stellenbosch, South Africa, where he made a distinction in his Masters Degree in Public International Law, specializing in Public Procurement Law and Policy, and Doctor of Philosophy (PhD) respectively. Not satisfied with this incredible outing, the young Udeh proceeded to countries like Germany, the US, Canada, etc where he acquired specialized skills in Financial Management/Literacy Master; Public Finance Management; Advanced Security in the Field with the United Nations; Public Expenditure Management & Financial Accountability Review Assessment, Methodology for Assessment of Procurement, etcetera. Dr. Udeh’s educational and training exploits in law, politics, economics, finance, public policies and leadership are endless as he continues to search for the solution to a better society.

One fascinating thing about Dr. Udeh’s personality is his ability to multitask and proffer remedies to global issues even when these herculean issues are posing to be intractable. It’s not surprising, therefore, to see Udeh’s engagements at both intergovernmental and non-governmental organizations, as a consultant, service provider, and policies enabler. Interestingly, Dr. Udeh has become a golden scramble for most of the international bodies not just because of his managerial competence in his areas of specialisation but also because of his unsullied integrity and his unblemished character in managing public offices. In a society where corruption has become a notorious sub-culture almost institutionalized, Udeh has distinguished himself as a model for change, representing the possibility of a new Nigeria. He is the catalyst of change the people of Enugu state should be clamouring for. He is the only man who can take over from Governor Ugwuanyi and consolidate on his great legacies.

Udeh’s resounding wealth of experiences and resourcefulness should be considered as timely for the Lion Building job. The people of Enugu state are in dire need of him to reposition the state and set the pace for others to follow. Having incredible knowledge that cuts across different spheres of life, it’s doubtless to say that Udeh is going to establish a new pattern of socio-economic engineering in the state. At such a very young age, Udeh has worked at different universities as senior lecturer which include, Baze University, Abuja, University of Nigeria, Enugu, First Tutor, Preston and the Council of Legal Education. This is absolutely amazing that Udeh, even though he has refused to drum these uncommon achievements at that young age, will continue to serve as a model for economic change. Will the people of Enugu state miss this rare golden opportunity in 2023? It’s time for everyone with progressive mind to root for Dr. Udeh as the next governor of Enugu state.

Indeed, a cogent question has arisen as to whether Dr. Udeh possesses the political experience to steer the leadership of Enugu State if elected. The answer is contained in Udeh’s past and present sojourn in governance and administration at different levels. Over the past years, Udeh has registered his presence in the heart of the people through his governance dexterity while serving the state in different capacities. His expertise and influence in international development sphere motivated Governor Ugwuanyi, who is known for his youth friendliness and talent hunt, to extend his government’s invitation to him to bring his rich experience to bear in the transformation of the state. This invitation has lent credence to the international recognition of Udeh’s stellar capacity to drive development to the next level. While he was with the state government, Udeh served as Senior Special Assistant to the Governor on Development Aid Coordination and Mobilization; State Focal Person, Open Government Partnership, Office of the Executive Governor; and Special Adviser to the Governor on Education, where he performed beyond expectations. Working as a top functionary with the state has exposed him to diverse frontiers of leadership, equipping him for the tasks ahead. In Enugu State today, the education sector has improved through Udeh’s work with other stakeholders. It’s now on record that Enugu state is one of the best performing states in both basic and higher education.

Having established the above, one would waste no time in arriving at a conclusion that Dr. Udeh is the candidate that can build bridges, reconcile and reconnect all interests across the different political divides. The time to rally round Udeh for a new Enugu state of our dream is now.

As the governorship race in Enugu State continues to shove up with contending interests across different political parties in the State, many are beginning to consciously root for the best among the aspirants slugging it out to be the next governor of Enugu State. There have been interests flying around. Consultations of key stakeholders are ongoing. Meetings after meetings are being held. That’s the beauty of democracy. Democracy is simply defined as the people’s wishes in action. People are allowed to choose who becomes their representatives. That’s why the ongoing lobbying, consultations, dialogues and discussions have become part of the democratic process activated by the people.

This democratic quest for Governor Ugwuanyi’s successor doesn’t just arise out of fun but out of genuine concern for the soul of the State. It is a well known fact that Governor Ugwuanyi has laid down laudable legacies in the State. His projects are speaking in all the 17 Local government areas. His imprints are already indelible. He has given the people of Enugu State the dividends of good governance he was elected 7 years ago to execute. Soon his government will be coming to an end after serving out his 8 years of two tenure in 2023. The unanswered question on the lips of the people is now on who will take over the mantle of leadership from the governor and continue from where the Lion stops.

Many have come up to present themselves as prepared for the job. However, mere presentation of oneself isn’t the same thing as preparation for the top job. The best must be sourced this time around. Someone with leadership ingenuity must be sought after to do the job. It takes someone with a clear understanding and appreciation of leadership to continue seamlessly from where Governor Ugwuanyi is going to stop. Continuity means that someone already in the system should be entrusted with the mantle of leadership. Leadership is not a phenomenon that should be learnt on the sit, or a game of trial and error. It’s all about proven skills. It’s all about choosing someone who had been tested and trusted. Someone who has that reliable drive to push the policies and principles of the government to the next level.

On this strength, Dr. GOC Ajah, a former super Permanent Secretary, former Secretary to the Government of Enugu State and former Executive Chairman, Enugu State Science, Technical, Vocational and School Management Board (STVSMB) comes to mind as the most equipped, most prepared, most qualified, most technocratically cultured and most close-circuit plug aspirant who can continue the advancement of Governor Ugwuanyi’s policies in 2023. Dr. GOC Ajah has been tested, trusted and efficiently proven to be a reliable and most loyal person anyone can ever work with. This is why the good people of Enugu State should root for him. This is why Enugu State stakeholders should to turn the searchlight towards his direction. This is why the People’s Democratic Party’s delegates should give him the maximum support to clinch the party’s ticket and assume the Lion Building come 2023.

The antecedent of Dr. Ajah as an unblemished public servant who had always turn things around for good wherever he found himself in the service should be seen as a priceless asset and an opportunity for the State to have another person like Governor Ifeanyi Ugwuanyi. Ajah, just like Governor Ugwuanyi, is not only a man of peace, but a man who loves peace. He is a man who believes in the Gburugburu’s ecumenical philosophy and simplicity. Just like Governor Ugwuanyi has been equated with humility even in his exalted position, Ajah has remain a symbol of humility. In the real sense here, GOC Ajah has always taken Governor Ugwuanyi as a role model and a mentor who is worth following even in the most turbulent season. Governor Ugwuanyi never derails and that’s why he needs someone that will continue with his legacies.

With Dr. Ajah, the people of Enugu State should be rest assured of a new dawn with a seamless continuity of Gburus good governance. In recent times, Ajah gave his beautiful pedigree as a yardstick for anybody to rate him. He was hopefully positive of his capabilities and capacities to continue with Governor Ugwuanyi’s good governance when he stated that:

“Experiences, capacity, honesty, integrity and dedication are all needed in public service and leadership, and having served 3 consecutive civilian administrations of former Governors Chimaroke Nnamani, Sullivan Chime and incumbent Governor Ifeanyi Ugwuanyi without any iota of blemish and dent; these experiences gathered in public service since 1999 to date would be brought to bear in contest.

“It is a clear fact that the people of Enugu state and indeed the delegates of our great party are aware of my capacity, my honesty, my integrity, my character, my humility and, importantly, my pedigree which are assets in any public contest as no other contestant could say to have better qualifications and experiences than myself. As a technocrat, I’m academically qualified having read and obtained PhD in my discipline. This should be a conviction to the delegates that the capacity is unequaled.” The above is a clear conviction that in GOC Ajah, it’s going to be a continuity of Ugwuanyi’s good governance and stellar leadership.

Opinion: Of Peter Mbah and the contribution of Ndigbo to national growth

    By Alex Chukwuma

South Eastern Nigerian has continued to remain in the lead of growing the economy in and out of season, that is why the likes of Peter Ndubuisi Mbah who was born half a century ago to the family of Chief and Mrs. Gilbert Ekete Mbah, in Owo, Nkanu East Local Government Area of Enugu State is still in the business of creating indigenous firms to enable sustainable growth in our economy.

Named Peter, because his parents believed that, like the biblical Peter, Ndubuisi would grow to be a rock upon which great things would be anchored.

Living up to his name, Peter Ndubuisi Mbah foraged through life with an uncommon focus and determination.

He displayed courage, perseverance, resilience, conscientiousness, and passion. These attributes have catapulted him to the pinnacle of relevance and ensured his position in national and global affairs.

The International Maritime Lawyer and Business Magnate, guided by these lifelong attributes among his other business engagements, founded the FOCUS International Schools in Lagos, even at a teething stage of his entrepreneurial drive, in recognition of the role of education in national development.

Today, he is also the Founder and Chief Executive officer of Pinnacle Oil and Gas Ltd., an indigenous Oil and Gas company.

Rising from a modest beginning, Peter’s journey through life has been fruitful, and full of impact.

It spans philanthropy, public service, academia, and entrepreneurship.

Peter’s education commenced at the Army Children’s School, Bori Camp, Port Harcourt, from where he obtained his first School Leaving Certificate with distinction. After leaving school, he wanted so much to be an international merchant; thus, he engaged in commercial training/trading, simultaneously pursuing his academic studies. He later enrolled at Owode High School, Owode Egba, Ogun State, where he sat for and obtained his Senior Secondary School Certificate in 1992.

It was while trading that he realized the importance of Legal Education. He applied to and was accepted to study Law at the University of East London, (UEL) in the United Kingdom from where he obtained a Bachelor of Laws (LL. B) degree, in the Upper-Class Division in 2000.

While at the University of East London, his Leadership and Organizational skills came to the fore.

He was thus elected president of the Students Law Society between 1998-99. Under his leadership, the school won the Students’ Union prize and Certificate of Achievement for the ‘Most Productive Society of the Year.’

From 1999 to 2000, Peter was a Member of the Students Representative Council of the UEL, as well as a Member of the School of Law Board, where he represented the Final Year students. Peter won the First Prize in the University of East London Mooting Competition and led the University’s team to the International Negotiation Competition.

He returned to Nigeria to study for his bar examination. He was later called to the Nigerian Bar and awarded the Barrister-at-Law (BL) at the Nigerian Law School. He did his youth service in Lagos with the law firm of Udeh and Associates and was mentored by the inimitable Justice Nnaemeka Agu (JSC, rtd) of blessed memory, who was then a consultant to the firm.

Subsequently, Peter proceeded to acquire a Master’s degree in Maritime and Commercial Law from Lagos State University in 2004.

In addition to these academic achievements and in the spirit of lifelong learning, he has continued to expand his boundaries of knowledge by participating in numerous other academic and capacity-building programmes, including:

Master’s degree in Business Administration from the IESE Business School, Barcelona, University of Navarra, Spain.

Chief Executive Programme at the Lagos Business School.

Post Graduate Diploma in Strategy and Innovation at the Saïd Business School, University of Oxford and numerous other Executive programmes in leading business schools across the world, including the Stanford Business School and Harvard Business School.

Peter’s academic records and grasp of administration, even in his student days, could be gleaned from the testimonials of his leadership given by his former lecturers and tutors at the University of East London, as well as here in Nigeria.

Since leaving school, Peter has distinguished himself remarkably, seemingly to justify his tutors – Sumner, McGuire, and Ohuruogu projections of his capabilities. Aside foundingPinnacle Oil and Gas from an almost zero base worth and nil reckoning in the corporate world, he also sits atop the board and management of Pinnacle Pointers, a real estate and hospitality company.

His business and professional track records have taken him through several spheres of activities such as Import trade, Oil and Gas Sales and distributions, maritime logistics, and public service. As diverse as his career in the oil industry has been, its consistent underpinning factor has been his passion for organization, corporate governance, and the perpetual search for knowledge.

Peter has been a Managing Director and Chief Executive Officer of numerous successful companies and sits on the boards of several establishments. Before Pinnacle Oil and Gas, Peter had earlier founded the Peter Mbah Investment Limited, a trading firm that served as the Nigerian representative to International Oil Corporation (IOC) based in Fresno, California, USA. He was the sole agent of IOC in Nigeria.

Peter also founded GILPEL Industries Ltd., a trading company involved in the import and sales of domestic electrical appliances, as well as Focus International Schools, a world-class Primary and Secondary school based in Lagos.

In addition to the huge strides he has made in the areas of business, human management, and public service, Peter is passionate about community development and service to humanity. His passion for intervention in community development is piloted by a zeal that is continuously driven by the quest for excellence, tenacity, resilience, and an indomitable ‘can-do’ spirit

Being a man who believes in business success through innovation and creativity, Peter’s Pinnacle Oil & Gas Ltd entered the Nigerian oil and gas industry in 2008 as a late entrant but has gained a preeminent position through revolutionizing petroleum products handling by significantly reducing costs and turn-around time of operations.

While Pinnacle Oil and Gas Limited started operations in 2008, the company has since reached its peak in the Nigerian Oil and Gas downstream sector. This rise is probably best illustrated by the company’s successful launch of its ultra-modern Offshore Petroleum Products Intake and Off-take Facility in the Lekki Free Zone, Lagos, the first of its kind in West Africa. The facility, in the first of a planned three phases, currently boasts of one offshore mooring system and 300,000,000 litres of petroleum storage.

In subsequent phases of expansion, which have already commenced, the facility will extend to two offshore mooring systems, the largest capable of mooring vessels of 150,000 Tons capacity, and up to one billion litres of the storage facility. This would make it Africa’s largest liquid bulk terminal.

Aside from this, Pinnacle’s core areas of focus in the oil industry are petroleum trading, marketing, supply, distribution, and retail segments of the Nigerian Oil and Gas Downstream Sector. The company operates another storage facility and jetty in Warri, as well as a fleet of trucks and a network of retail petroleum service stations with branches across the country.

In the area of public service, Peter made a significant impact while serving in Enugu State as Commissioner for Finance and Economic Development under His Excellency Governor Chimaroke Nnamani. As a testament to the uncommon contribution, he made to the state’s fiscal operations, through the strategy document he evolved which became the operating template for Enugu State government’s development programmes, the NewsWatch magazine’s special publication of July 3rd, 2006, described Peter as “a man ahead of his time.”

As the Commissioner for Finance, he was a Member of the Federal Accounts Allocation Committee (Nigeria’s highest fiscal allocation body), Chairman of the Federal Accounts Allocation Committee’s Sub-Committee on Legal Matters, Chairman of the Board of Directors for the Enugu State Insurance Company and Chairman of the Board of Directors for the Enugu State Finance and Investment Company.

He had earlier also served as Chief of Staff to the Governor in 2003, and courtesy of the role, he was Chairman of the Enugu State Tenders’ Board; Member of the Enugu State Executive Council (highest decision-making body in the State) as well as Member of the State Security Council.

For Chief Peter Ndubuisi Mbah, it has been a long walk to breakthrough. Indeed it was a tortuous journey to his turning point. Having meandered through the thorny path to the creamy circle of the society, today, he shares the limelight as well as high recognitions where ever he finds himself. Like most trailblazers, he prepared for a battle early in life and learnt to stand strong on his feet. More often than not, he runs on his steam. Mbah has a distinguished career in politics, business, and public service.

For blazing peerless trails in the area of entrepreneur, Mbah has been bestowed with several prestigious awards.
There has been many such famed awards from far and near, even in the recent past. Peter Mbah who could be fittingly described as a relentless fighter for good cause and a defender of truth, has given generously to education, youths and community development. He is generous and philanthropic.

As a man of the future and a new age leader, receptive to modern ideas, Chief Mbah is not unmindful of the fact that the resources of any nation is dependent on its human capital, with particular reference to the youths who represent the future of any nation. For instance, an uneducated youth is a burden rather than a resource. No wonder he has devoted a large chunk of his resources to human capital development with deliberate attention on youth development over the years.

As was noted earlier, moving up the socio-economic cum political ladder was not easy for him as some who viewed his rise to the top as a difficult pill to swallow, had flung stones and punches in his direction. These treacherous elements in their determination to undercut his ever rising profile deployed the tool of mudslinging and blackmail. However, he was able to navigate his way out of these intrigues to fame and fortune. Through patience and sobriety, he has been able to establish a foothold in the oil and gas sub-sector of the economy.

Born on March 17, 1972, in Enugu, Enugu State, to the family of Chief and Mrs. Gilbert Mbah, Peter Mbah is a native of Owo in Nkanu East Local Government Area of Enugu State.

Chief Peter Mbah, who is the Chairman/Chief Executive Officer (CEO) of Pinnacle oil and Gas Company, holds a degree in International Maritime Law from the University Of East London (UEL). As a student, he stood out as a strategic planner of events and a renowned organizer and mobilizer of men and resources. Right from his days in the school, excellence has remained his watch word. As a student leader, he stood out distinguishingly from the crowd as we shall discover shortly.

Between 1998 and 1999, he was the President of the Students’ Law society. While his tenure lasted, the society won the Students’ Union prize/certificate of achievement for the ‘Most Productive Society of the Year’. He was also member, Students’ Representative Council of the UEL, from 1999 to 2000, just as he was member of the School Law Board between 1999 and 2000 where he represented the final year students. This forward looking young man was to add another feather to his cap when he won the first prize of the University team to the International Negotiation competition. Additionally, he received the Honourable Society of Lincoln’s Inn major Bar Vocational Course Award in 2000.

Still at UEL, Mbah as a stand-out performer, had distinguished himself further as a foremost student representative with emphasis on the organization of men. He was later called to the Nigerian Bar where he received the Bachelor of law (BL) at the Nigerian Law School. He did his youth service in Lagos with the Law firm of Ude and Associates.

As a result of his ingenious attributes, some of his former lecturers and tutors at the UEL spoke glowingly of his person. Colin Sumner, Professor of Law and Head of the School of Law at the UEL, commented thus: “Peter has always struck me as an extremely determined and immensely capable young man. He is very sharp and alert, despite his easy-going manner…He resurrected a dormant body and won the University’s prize for the most productive society of the year … (he) led our student team in the International Negotiation competition”.

In the words of Ken McGuire, Senior lecturer and Mbah’s personal tutor at the UEL, “Peter is personable and well mannered. He is liked and respected by his fellow students and members of the academic at UEL. (He) is diligent, well organized and (a) hardworking student (and his) academic abilities are excellent… one of the best students I have taught at UEL. He is confident of his abilities and works extremely hard”.

In the same vein, his Nigerian lecturer, Professor Chris Ohurogu was not left out as he said: “He struck me as a very hard working, intelligent and highly motivated person (who) possesses such a degree of foresight and problem-solving mentality which surpass those of his peers”

Peter Mbah also attended the Army Children’s School, Bori Camp, Port Harcourt, and Owode High School, Owode Egba, Ogun state, where he obtained his school leaving certificate in 1984 and Senior Secondary School Certificate in 1992, respectively.

In 2004, he proceeded to the Lagos State University where he acquired a Master’s Degree in Maritime and Commercial Law. To ensure that his profile remains on the upward beat, Mbah has also participated in several other academic and capacity-building programmes, including the Master’s Degree in Business Administration from IESE Business School, Barcelona, University of Navarra, Spain, the Chief Executive Programme at the Lagos Business School; Postgraduate in strategy and Innovation at the said Business School, University of Oxford and various certificate programmes in frontline Business Schools across the world, including the standard Business School and Harvard Business School.

In 2003, a career breakthrough had launched him into the front of the line as he became the Chief of Staff to the Governor of Enugu State, Dr. Chimaroke Nnamani. As the Chief of Staff to the Governor, he was the Chairman of the Tender’s Board, member of the State Executive Council, just as he was a member of State Security Council. With this leadership reckoning, he was later appointed the Enugu State Commissioner for Finance and Economic Development in the same administration. As an insignia of excellence in Business and Public Service, he was able to take the flag from half-mast to full mast. He began by establishing a sensible fiscal policy for transactions with the Government, as he developed a strict revenue management rules with minimum default rate. In this way, he was able to harness much of the Government’s fund for capital and human projects. The strategy document he developed was adopted as the fiscal operation document for Enugu State Development Programmes.

In a tribute, the Newswatch Magazine in a special publication of July 3, 2006, described Chief Mbah as “a man ahead of his time”. As Commissioner of Finance and Economic Development, he was a member of the Federal Accounts Allocation Committee (Nigeria’s highest fiscal allocation body), Chairman of the Federal Accounts Allocation Committee’s Sub-Committee on Legal Matters; Chairman of the Enugu State Joint Account Allocation Committee; Chairman of the Board of Directors for the Enugu State Finance and Investment Company.

“Mbah’s experience cuts across various sectors and activities, including, import trade, Oil and Gas sales and distribution and Maritime logistics”. Apart from Pinnacle oil and gas limited, he also takes charge in a group subsidiary company known as Pinnacle Pointers-a real estate and hospitality company.

Given Chief Mbah’s wide and significant socio-economic and political antecedents, the Godfrey Okoye University, Enugu, in November 2021, at her 8th and 9th combined convocations, conferred on him a doctoral award, honoris causa in political science.

As a philanthropist, he has created opportunities for both the young and the aged to have a good life. In testament to this, he has several students-majorly of Enugu State origin on his scholarship scheme. In fact, the people are not in a hurry to forget his meritorious contributions in the state. Chief Peter Mbah is also part of the reason why the People’s Democratic Party (PDP) has retained her popular appeal and firm grip on Enugu State since 1999. Today, the opposition parties are in a weak opposition in the state with poor caliber membership spread across the state. From time to time, Chief Mbah has continued to provide attractive incentives for his party as a way of oiling its machinery. To the average party member, Mbah is a good news. This perhaps explains why his governorship aspiration is said to be fired majorly by the youth population within his party and Enugu state at large, apart from the warrant of support from the leaders. His ambition commands wide interest and respect among the people of the state and beyond.

Chief Mbah has a lot of good points:
    -He speaks quietly, yet firmly
-He comes across more as a statesman than a politician
-He is heavy with wisdom and rare intellect
-His commitment to issues of human welfare is well known
-Infact, Mbah is not one to keep mute or speak in muffled voice over issues that bother on the interest of the people. etc, etc.

The Peter Mbah we know is willing and prepared to govern with focus on raising the bar of good governance by delivering for the people in a manner devoid of sheer sloganeering and the cunning and subterfuge of words. As a matter of fact, there is a convergence of intra supportive elements that are prepared to patronize his choice and ensure his success at the polls if he emerges his party’s standard bearer, come May 2022.

Having held private and public sector positions, there is no doubt that he is well fitted for the job. With his background from the private sector, he can achieve a government goal through private sector engagement. Amongst the aspirants for the Lion building Enugu, are mercantile politicians whose only interest is “self”-and who having amassed wealth through governance must remain in power to protect it. It is not enough to aspire to occupy an office to succeed an outgoing governor or any other political office holder for that matter, what is important is, what is the content of the alternative that you are offering? Apart from being an influential and illustrious son of the state, his business acumen and successes are the propelling factors that the people saw in him that made them to encourage him to show interest in the guber race. Their thinking is that he will bring into governance of the state the same careful and meticulous financial discipline that he used to build his business empire. And as a governor, he will not disappoint those who have vouched for him. As a technocrat with verifiable antecedent, Chief Mbah stands out in the crowd with his good understanding of the demands of leadership. We must not base our choice on barbaric and backward sentiment since the end result could be bruising.

Over the years, Chief Mbah has garnered sufficient global and economic management experience to run Enugu State, unlike the other aspirants who have either none or weak experience in governance issues. Indeed, Peter has the requisite governance experience and what is lacking in this regard can be largely compensated for by his immense experience in corporate governance, economic management and organizational reforms. Looking at this legion of governorship aspirants in Enugu State today, it is very clear that Chief Mbah is well rounded for the job, having gone through the crucibles of scholarship, learning and knowledge acquisition. Let us pool our resources together and make his aspiration realizable. With his solid support base across the wards and Local Governments of the State along side other winning qualities, Chief Peter Mbah remains the best hand to succeed Governor Ifeanyi Ugwuanyi in 2023.

It is therefore safe to conclude that Chief Peter Mbah remains an undisputed benchmark for quality leadership in an oasis of incompetence, and therefore should be given an opportunity to make Enugu State competitive.

  • When ghosts vote

    Dakuku Peterside

THERE is some optimism, founded or unfounded, that Nigeria will be witnessing credible elections in 2023.

This air of optimism is hinged on many factors, including the recently signed Electoral Act Amendment Bill with clauses that will ensure that votes count and electronic transmission of results.

Even though this amendment was not in place then, the deployment of technology in the electoral process ensured a free and fair election in the November 2021 governorship election in Anambra State.

This is not the first time we have witnessed this level of optimism, and Nigerians are said to be among the most optimistic people on earth. However, it appears the optimism this time is founded on solid grounds.

The electoral reforms seem real, tangible, and credible. The mood in the country is such that there are high expectations that our democracy is deepening to the extent that we are getting closer to having a free and fair general election.

However, this optimism is tainted with the reality that Nigerian politicians always found a way to circumvent the electoral system through the instrumentality of manipulation. An optimist assumes that election rigging is surreptitious, accidental, opportunistic, and circumstantial.

He further assumes that although there may be some semi-level planning and execution of electoral malpractice, most rigging is operational and procedural. However, recent events show that this view may be overly optimistic and jaundiced. The reality is that election rigging is more structural, heavily articulated and orchestrated than we ever think. As a case study, we will critically examine one structural factor that may undermine the “freeness and fairness” of the 2023 general election.

Registering voters may seem like the most mundane task in the electoral process. It is a simple task that involves registering all eligible voters on the voters register that acts as the basis of confirming voters during the conduct of the election. Getting this task right is fundamental to a free and fair election.

However, INEC recently revealed that 44.6 per cent of voters registered in the ongoing continuous voters registration exercise is either “ghost” or invalid voters. INEC further posits that it is as high as 60 per cent in some states. This is also reflective of the true state of the existing voters register used for previous elections. There is no denying the fact that the existing voters register is riddled with cases of double or multiple registrations, under-aged persons, a high number of dead persons, inaccurate assignment of polling booths, and deletion of names of eligible voters.

These scenarios are mind-boggling, and beggars belief. The issue of voters register is not just peculiar to Nigeria. In most developing countries, voters register irregularities and manipulations have affected their democratic elections and outcomes. In Ghana, the case of irregular voters register reached the Supreme Court and forced a judicial settlement of an electoral issue, which often affects the legitimacy of the outcome of elections. In India’s recent elections, the names of an estimated 120 million eligible voters were missing from the voters register.

Furthermore, most of the victims were women and people from minority ethnic groups, which suggests that it was deliberate and targeted. In the Gambia, the challenge is the high number of dead persons on the voters register. In Guinea recently, there was an inflation in the number of people in the voters register who come from specific districts to favour the ruling party.

The list goes on.Winning or losing elections can structurally depend on the content of the voters register and how it is used during elections. Politicians know this, and they have started to influence the voters register to reflect their intended outcomes. There are hypothetically a few ways voters register can become a weapon of structural rigging of elections.

The most obvious is that the more the number of voters in the voters register from a particular area, the more likely a higher number of votes from that area. Little wonder politicians in some areas influence the registration of “ghost”, ineligible, and sometimes under-aged people on the register. Political actors also try to get people supporting them or their parties to register en masse whilst suppressing voters registration from opposition strongholds.

The impact of 60 per cent invalid or “ghost” voters on the forthcoming elections can only be imagined. There are two main reasons for politicians’ interest in manipulating the voters register. Other than their apparent desperation to win elections at all costs, politicians negotiate political power and advantages based on the voting strength of their constituency. The higher the number of voters on the voters register in your constituency, the more bargaining powers you have on the power-sharing table. The second and more pungent reason for manipulating the voters register is that politicians rig elections by writing the results, which often does not reflect the actual voting during elections.

Voters register becomes a limitation to the number of votes they can award to themselves or their party. A state with two million registered voters cannot have above two million votes, but if it has seven million registered voters on the voters register, the result writers can write up to six million votes for themselves or their party. This anomaly is even worse because we have judicial precedence that shows the almost impossibility of proving that elections are rigged based on manipulating the voters register. So far, there are no consequences for writing fictitious results other than the violence that it generates. However, as the new electoral law and technology make it difficult to write fictitious results, analysts may interpret electoral numbers as voters’ apathy when in reality it is a case of “ghosts” who are unable to vote.

The second way voters register can become a tool for structural rigging is when information or data is skewed or disorganised to make it difficult to verify a voter. If information about the address, age, and other personal information is inaccurate, it becomes time-consuming and even challenging to accredit voters, thereby disenfranchising them. In some cases, people voting for a particular politician or party are discredited, and time is wasted in the accreditation process, making some voters not vote because it never got to their turn to vote or leave in frustration thereby tilting the outcome of the elections in a predetermined direction.

Therefore, it is vital to update necessary and verifiable information of voters on the register before elections, and INEC must never allow politicians to influence that process. Fake and multiple registrations are a clog in the efficient and effective voting process. These reasons have given rise to questioning the integrity of our voters register. Stakeholders, political parties, and civil society all know and acknowledge that our voters register is not credible. Moreover, the voters register is key to free and fair elections and is at the root of manipulation and rigging of elections. The system has undergone reforms to make our voters register credible: from manual voter registration to biometric, bimodal voter accreditation system, BVAS, to automated biometric identification system, ABIS.

However, these reforms have not wholly guaranteed the integrity of our voters register. This is not peculiar to Nigeria or developing countries. Even advanced democracies face similar challenges with broad implications.

Politicians are desperate to win elections for economic gains, and voters register manipulation is at the root of rigging elections in addition to basic dishonesty among political elite. Therefore, INEC must do all it takes to stop them by protecting the voters register. INEC must make sure that its staff do not collude with politicians to rig elections by manipulating the voters register and anyone found guilty must face the wrath of the law. There must be consequences for aiding and abetting voters register manipulation and by extension election rigging.

Political elite and their accomplices found guilty by a competent court of law of rigging elections must face the punishment as a deterrent to others. People rig elections here with impunity and get away with it. The pertinent question is: what can we do now to end structural and even procedural rigging of elections in Nigeria, especially when it comes to manipulations of the voters registers?

I recommend that INEC in the near future starts merging the voters register with national identification number, NIN. The NIN has given us the opportunity of creating a national database of Nigerians. Using the NIN to help verify and complement the information on the voters cards will help reduce the number of “ghost voters” on the register. This is even more pertinent given the dearth of reliable data on death, birth, and population generally. There is currently a data mayhem in the country. It is also vital that INEC performs regular audits of the voters register using other parallel biometric registration systems and databases (such as the driver’s licence register).

The voters register must be a live register and must constantly be updated to make it current and relevant.INEC must hasten to move away from analogue practices and embrace automation and digitisation technology. INEC must combat the high level of voter ignorance and illiteracy that leads to multiple registrations or some voters becoming pawns in the hands of greedy politicians.

An information campaign using social and traditional media, digital, and analogue, to reach and educate voters before registration is necessary. The problem of credible voters register is real and with us now. It may be the bane of the 2023 general elections if nothing is done now to improve the situation. Politicians are already capitalising on some of these loopholes mentioned to undermine credible elections, come 2023. I must acknowledge the progress in improving our electoral systems and alleviating election rigging in Nigeria. We are moving in the right direction.

Nevertheless, more is needed. The impact of voters register manipulation and election rigging is enormous. Not only that it subverts the people’s will but forces on the people unscrupulous, morally-bankrupt, and inefficient leaders Nigerians do not want. The result of their leadership also moves the country backwards and into the abyss of underdevelopment, and poverty.

It is crucial to our democracy that votes count, and people can choose to vote in or vote out any politician or party that is not delivering dividends of democracy in line with the people’s hopes, dreams, and aspirations.

Anything less than this may lead to a total breakdown of our democratic system in the long run.

  • Insecurity, poverty, others driving Nigerians into despair – Bishops Obinna Onuoha

Similarly, Catholic Archbishop Emeritus of Owerri Archdiocese, Most Rev. Anthony J. V. Obinna, and the Anglican Archbishop of Owerri Ecclesiastical Province, Most Rev. David O. C. Onuoha, decried the worsening state of insecurity and excruciating hardship in the country.

While Obinna said Nigeria had become a brutal, deadly dungeon, Onuoha lamented that the worsening state of insecurity, grinding poverty, unemployment, and senseless waste of human lives, had become a daily occurrence that is driving the people into despair.

Archbishop Onuoha, however, appealed to those who had taken it upon themselves, as merchants of death, to multiply sorrow in the society through mindless wasting of innocent lives, to align with God to protect life and not destroy it. He said: “We must use this occasion to pray that God will deliver Ala Igbo from self-destruction.

“Those who live to inflict maximum harm, pain and suffering on their fellow men, through the promotion of policies that make it impossible for a greater number of Nigerians to live with dignity, as well as those who appropriate our common patrimony to themselves and families alone, should do well to act in a way that will ensure the spread of joy and happiness to all in the society.

“Death is one state of being that no other power can reverse. In the midst of fear, sorrow, pain, hardship and death that confront us every day in Nigeria, the message remains: You faithful saints, fresh courage take, the cloud you so much dread are rich with mercy and shall break with blessings on your head.”

For Archbishop Obinna, Nigerians appear doomed to death in the hands of fellow Nigerians, due to the tragic situation where warlords are having their way over official government security.

His words: “Nigeria has practically become a brutal and deadly dungeon that scares its own citizens at various levels and intimidates outsiders.

“The blind pursuit of power, wealth and influence for selfish, clannish, group, ethnic, religious and imperial purposes, has unleashed a hatred in the nation that refuses national dialogue and opposes any sense of equity, justice and fairness.’’

Archbishop Obinna recalled that recently, certain patriotic Nigerians had raised their voices, crying and pleading for a change of heart, attitude and policy in public life.

“But the speed-train of the political quest for power at all costs and narrow advantages is by-passing ideas and values that could begin to redeem deadly Nigeria.

“In the tragic situation, war-lords are having their way over official government security, with official government security colluding with the war-lords, or looking away while atrocities rage. ‘’Any security or safety that Nigerians have is only temporary. We all appear doomed to certain death in the hands of fellow Nigerians, sooner than later.”

When the residence of the parish priest of St. Rita’s Catholic Church Umuode was burnt, Nnaji wasted no time in moving the priest to his own residence. Needless to state, he is the pillar of St. Rita’s Parish Umuode.

In Nnaji, one sees a human manifestation of the scriptural saying that there is no love greater than the fact that a man should lay down his life for the benefit of his people.

Apart from his overwhelming intellectual accomplishments and penchant for transparency and accountability in all his dealings, there is an aspect of Prof. Nnaji’s life many Nigerian’s do not seem to know: A life of sacrifice.

He leaves no one in doubt about his ability to transform our economy and introduce sound leadership ideas to drive rapid development in all sectors of the economy, including job creation, agricultural revolution, improved security among other laudable initiatives.

It is no wonder therefore that a coalition of different concerned Enugu groups and citizens who have yearned for a paradigm shift in our political trajectory, taking a leaf from Anambra State, are calling on H E, Ifeanyi Ugwuanyi, all stakeholders, and the entire Ndi Enugu to support this great achiever, Prof. Bart Nnaji, to occupy the Enugu Lion Building in 2023.
