…Targets low-carbon growth, green energy, and climate resilience by 2060

Enugu State Governor, Dr. Peter Mbah, has inaugurated a 29-member committee to implement the Enugu State Climate Policy and Action Plan (ESCPAP), marking another decisive step in the state’s climate leadership journey.

Inaugurating the committee on Friday at the Government House, Enugu, Mbah said the initiative was in demonstration of the administration’s unwavering commitment to tackling the global climate crisis through local solutions and sustainable development strategies.

According to the governor, who was represented by the Secretary to the State Government, Prof Chidiebere Onyia, the ESCPAP, which was launched on March 17, 2025, provides a comprehensive framework to promote low-carbon economic growth, cut greenhouse gas emissions, and build resilience against climate impacts.

“This plan positions Enugu as a leading subnational player in climate governance and sustainability across Africa,” he said.

The governor explained that the newly inaugurated committee would provide strategic oversight, coordination, and technical guidance for the effective implementation of the policy, adding that “The committee will ensure the successful delivery of climate mitigation, adaptation, finance mobilisation, and monitoring in line with state, national, and global climate commitments.”

Outlining its major responsibilities, Mbah said the committee would drive sectoral coordination across all relevant ministries, departments, and agencies (MDAs); strengthen climate governance; mobilise climate finance through green bonds, carbon markets, and development partnerships; and monitor progress through an established results-based framework.

“Under mitigation, the committee will promote renewable energy, energy efficiency, low-carbon transport systems such as electric and CNG vehicles, sustainable waste management, afforestation, and climate-smart agriculture.

“For adaptation and resilience, the committee will undertake vulnerability assessments, develop local adaptation plans, and implement nature-based solutions for erosion and flood control. It will also promote climate-smart infrastructure, clean cooking technologies, and resilient livelihoods in communities.

“On governance and inclusion, the committee will mainstream climate actions across state policies, ensuring the integration of gender, youth, and disability considerations. It will also intensify climate education, capacity building, and public awareness programmes,” he further stressed.

Governor Mbah maintained that that the committee had been mandated to develop a comprehensive Climate Finance Plan, attract domestic and international funding, and publish its annual progress reports for transparency, accountability and evaluation.

While stating that the committee would brief the State Executive Council quarterly and submit an annual progress report to his office, he urged members to demonstrate professionalism, integrity, transparency, and inclusivity, describing the committee as “a key mechanism for translating Enugu’s climate vision into tangible action.”

Responding on behalf of the committee, the Commissioner for Environment and Climate Change thanked the governor for the trust reposed in them and pledged that the team would work diligently to deliver meaningful, measurable outcomes for the state.

The 29-member team is chaired by the SSG, with the Commissioner for Environment and Climate Change, Prof. Sam Ugwu, and the Commissioner for Finance, Dr. Nathaniel Urama, serving as first and second vice chairmen, while the Senior Policy Adviser to the Governor on Climate Policy and Sustainable Development, Prof Chukwumerije Okereke, serves as secretary.

Other members include representatives of key MDAs—such as Environment, Energy, Agriculture, Transport, Finance, and Health—alongside academics, civil society groups, youth and women representatives, traditional leaders, and climate finance experts.

The Labour Party governorship candidate, Dr. George Moghalu, took his message of recovery agenda to the communities of Enugwu, Otu/Mkpunando, Agulu Otu, and Ifitedunu, reaffirming his resolve to rebuild Anambra through transparency, compassion, and purposeful leadership. During the visit, the campaign team paid homage to His Royal Highness, Igwe Lawrence Nwofia (Igwe Ochiagha of Eziagulu Otu Aguleri), His Royal Highness, Igwe Johnson Onyeaka-Mbanefo (Eze Di Oramma of Mkpunando Aguleri), and His Royal Highness, Igwe Emmanuel Igboanugo Ejiofor (Igwe Omeluora of Enugwu Otu Kingdom), who warmly received the delegation and commended Dr. Moghalu for his humility, integrity, and issue-driven campaign.

Addressing a cheering crowd, Dr. Moghalu assured Ndi Anambra that under his leadership, education will be free and compulsory from nursery to secondary school, while senior citizens aged 65 and above will have access to free medical care, and those from 70 years and above will receive monthly stipends for their upkeep, a policy reminiscent of the people-oriented governance of the Peter Obi era. He decried the massive inflow of funds to the current government without corresponding development, lamenting how security votes are pocketed instead of being invested in intelligence and modern technology to combat insecurity.

“No economy can grow in an atmosphere of fear. Our people are living in fear, investors are fleeing, and our roads are collapsing just months after commissioning,” he lamented.

Dr. Moghalu further condemned the state government’s seizure of local government allocations, which has rendered local councils powerless. He pledged that under his administration, local government autonomy will be fully implemented, allowing grassroots leaders to deliver meaningful development.

“Real development begins at the grassroots. When funds are used where they are meant to be used, our communities will flourish again,” he declared, assuring that every project under his watch will meet strict accountability and quality standards.

In her remarks, the Labour Party deputy governorship candidate, Mrs. Ifeoma Okaro, charged Anambra women to rise and take active roles in the political and economic recovery of the state. She described women as the engine room of homes and silent pillars of the society, urging them to stand firm behind Dr. Moghalu’s recovery agenda.

“This election is about the future of our children and the dignity of our people,” she said. Mrs. Okaro further promised that a Moghalu–Okaro administration would prioritize women’s empowerment, access to soft loans, and skill acquisition programs.

“When women are empowered, families prosper and the entire state benefits,” she concluded to loud ovation from the crowd.

In a statement issued in Abuja by Dabere Egbo, Managing Editor of the magazine, Udenta will take the lead in the delivery of the Keynote Lecture.

Recall that Frontier Discourse was launched in 2021 as a platform to bridge the communication gap between African leaders and citizens. The initiative aims to foster public-private sector dialogue, review pressing policy issues, and celebrate individuals who have made impactful contributions to Africa’s development.

About Prof. Udenta O. Udenta 

Professor Udenta O. Udenta is a distinguished scholar of African and comparative literature, cultural studies, and aesthetic theory. He is a Professor of Cultural Studies and Creative Writing.

He currently serves as a Director of Strategy and Communications at the Centre for Alternative Policy Perspectives and Strategy, Abuja. He’s also the Director General of the African Writers Institute, Abuja. Formerly a Senior Research Fellow in African Studies and Senior Lecturer at Abia State University, Uturu, Prof. Udenta has also undertaken advanced training at institutions such as the University of Bradford (UK), University of Melbourne (Australia), Massey University (New Zealand), Singapore Mediation Centre, the US Institute of Peace (Washington D.C.), IGAD (Ethiopia), and the Institute of Security Studies (South Africa). The National Council of State has approved the nomination of Professor Joash Ojo Amupitan (SAN) from the North-Central as the new Chairman of the Independent National Electoral Commission (INEC).

President Bola Ahmed Tinubu presented Amupitan as the nominee to fill the vacant position, following Professor Mahmood Yakubu’s exit. Yakubu served from 2015 till October 2025.

President Tinubu told the council that Amupitan is the first person from Kogi, North-Central state, nominated to occupy the position and is apolitical.

Council members unanimously supported the nomination, with Governor Ahmed Usman Ododo describing Amupitan as a man of integrity.

In compliance with the constitution, President Tinubu will now send Amupitan’s name to the Senate for screening.

Amupitan, 58, from Ayetoro Gbede, Ijumu LGA  in Kogi State, is a  Professor of Law at the University of Jos, Plateau. He is also an alumnus of the university.

He specialises in Company Law, Law of Evidence, Corporate Governance and Privatisation Law. He became a Senior Advocate of Nigeria in September 2014.

Amupitan was born on April 25, 1967.

After completing primary and secondary education, he attended Kwara State Polytechnic, Ilorin, from 1982 to 1984, and the University of Jos from 1984 to 1987. He was called to the bar in 1988.

He earned an LLM at UNIJOS in 1993 and a PhD in 2007, amid an academic career that began in 1989, following his National Youth Service at the Bauchi State Publishing Corporation in Bauchi from 1988 to 1989.

Currently, he serves as the Deputy Vice-Chancellor (Administration) at the University of Jos, a position he holds in conjunction with being the Pro-Chancellor and Chairman of the Governing Council of Joseph Ayo Babalola University in Osun State.

Among the academic positions he has held at UNIJOS are: Chairman of the Committee of Deans and Directors (2012-2014); Dean of the Faculty of Law (2008-2014); and Head of Public Law (2006-2008).

One of the greatest challenges confronting Anambra State today is insecurity. Our once peaceful and vibrant homeland has become a place where fear walks freely, where citizens can no longer move safely from one community to another, and where traders close their shops before nightfall.

But let me assure you, addressing insecurity is not rocket science. It has been successfully done elsewhere, and it can be done here in Anambra. All it requires is political will, sincere leadership, and a well-structured plan. By the grace of God, when we form government, our approach to security will be strategic, technology-driven, and people-oriented.

1. Building a Modern Command and Control System

We will establish a Command and Control Centre that will serve as the nerve of our security operations. Through this center, we will monitor all activities across the state in real time using advanced CCTV cameras strategically installed in markets, highways, and public spaces. This digital monitoring system will enable us to track criminal movements, respond swiftly to emergencies, and ensure that no part of Anambra is left unprotected.

2. Community-Based Security Network

Anambra has 179 communities, and under our administration, every community will have a brand-new pickup vehicle for security operations — not second-hand tokunbo buses or sienna cars, but durable, purpose-built patrol vehicles. Each vehicle will be equipped with a modern radio communication system linking all communities together and connecting them to Local government and state police command stations. If any security issue arises in one community, others can be immediately alerted, allowing for coordinated and rapid response. That is how to secure our people through community cooperation, real-time communication, and proactive intelligence.

3. Professionalizing the Vigilante System

Our local vigilantes are vital to community safety, but they have been neglected, underpaid, and misused. We will change that. Under my administration, every vigilante member will be properly documented, trained, and well-paid. We will bring in retired military and police officers from our state to train them in discipline, intelligence gathering, and crisis management. We will make community security a dignified and respectable service, not a gathering of touts and untrained individuals.

The era of our vigilantes being paid peanuts is over. They will earn good salaries that will attract even graduates to join. We will restore professionalism, respect, and accountability in our security structure.

4. Welfare and Insurance for Security Personnel

We will introduce a comprehensive insurance and welfare package for every security officer serving in Anambra State, whether from the police, military, or vigilante service. This package will cover the education of their children, their healthcare, and accommodation. In the unfortunate event of death, their families will not be abandoned.

When security officers know their families are cared for, they will give their all in service. They will see Anambra as a state where their efforts are valued and their welfare is protected.

5. A Safe and Prosperous Anambra for All

Our vision is simple — to make Anambra the safest state in Nigeria. A state where businesses thrive, where our youths can move freely, and where our mothers and daughters can sleep without fear. Under our leadership, we will combine technology, intelligence, community partnership, and human welfare to build a strong, united, and secure Anambra.

Because true governance begins with security, and security begins with leadership that truly cares.

The Labour Party Governorship Candidate for the November 8, 2025 Anambra election, Dr. George Moghalu, has cautioned Ndi Anambra to be vigilant and resist attempts by failed politicians to buy their votes with money. He said any government that has truly delivered on its promises would not need to induce voters, insisting that those who performed creditably in office would be confident to face the people without resorting to vote buying.

Speaking during his ongoing community-to-community campaign tour across Awkuzu, Nteje, Umueri, and Onitsha, Dr. Moghalu lamented that politicians who failed to deliver have now turned poverty into a political weapon against the people. He, however, reassured the people that Anambra’s future is not for sale.

At Awkuzu, Dr. Moghalu first paid homage to HRH Igwe Nnamenyi III, who offered prayers and wished him well, declaring, “Let the will of God be done.” Addressing supporters at the Awkuzu Civic Centre and engaging traders at the Nkwo Awkuzu Market, the Labour Party flag bearer charged the people to stand firm against inducement.

“They will come with money, but don’t be deceived. I urge Ndi Anambra not to mortgage their future for temporary gain. I promise to serve with the fear of God, provide free healthcare, create jobs, and end insecurity. Your votes will not be in vain. Anambra ga adi mma ozo,” Moghalu declared to the cheering crowd.

He commended Chief Charles Okafor (Wiper) and the state and local executives of the Labour Party for their commitment and organizational strength, stressing that the impressive turnout and mobilization in Anambra North clearly show that the Labour Party is firmly rooted across the state.

Taking a swipe at the Soludo administration, Dr. Moghalu described the government as one of misplaced priorities and poor performance, accusing it of abandoning governance for propaganda.

“We all saw what happened during the by-election when the state treasury was recklessly emptied just to buy votes. If they had truly worked, why the desperation to induce voters? For three years, their major achievement is using Aka Ọdọ to collect taxes in this 21st century. If Soludo returns, he won’t use Aka Ọdọ again but a hammer,” he said pointedly.

Dr. Moghalu outlined his plans to restore security through modern surveillance systems and well-equipped vigilante groups, revive industries, unlock Anambra North’s agricultural potential, and return Anambra’s education sector to its days of glory.

Later at the All Hallows Seminary, Onitsha, where he met with catechists of the Archdiocese, Dr. Moghalu sought prayers for his ambition, emphasizing that power belongs to God and that the election is a divine opportunity to liberate the state.

“This project is not just about me; it is about the future of our children, the dignity of our people, and the rebirth of a prosperous Anambra. It is also about strengthening Peter Obi’s political base ahead of 2027. If we resist vote buying and stand united, Anambra will rise again,” he concluded.

The All Progressives Congress (APC) has tightened its grip on the Senate following the defection of Senator Kelvin Chukwu, representing Enugu East, from the Labour Party (LP).

Senate President Godswill Akpabio announced the defection during Wednesday’s plenary, confirming that the APC now holds 73 out of 109 seats — a clear two-thirds majority in the upper chamber.

Chukwu, who succeeded his late brother, Oyibo Chukwu, after the 2023 general election, blamed his defection on the persistent internal crisis within the Labour Party.

“The protracted crisis rocking the LP, which has led to its fractionalisation, is a development that is seriously affecting its members,” he said.

With Chukwu’s exit, the Labour Party is left with only four senators in the 10th Senate. Senator Okey Ezea (Enugu North) is now the party’s sole representative from Enugu State.

The Peoples Democratic Party (PDP) currently controls 28 seats, while the Social Democratic Party (SDP) and New Nigeria Peoples Party (NNPP) have one senator each. The All Progressives Grand Alliance (APGA) holds two seats.

Chukwu’s defection is the latest in a series of opposition lawmakers joining the APC in recent months.

Earlier, four PDP senators — Francis Fadahunsi (Osun East), Oluwole Olubiyi (Osun Central), Aniekan Bassey (Akwa Ibom North-East), and Samson Ekong (Akwa Ibom South) — defected to the ruling party, citing unresolved internal crises.

Bassey had invoked Sections 40 and 68(1)(g) of the Constitution to defend his decision.

The growing wave of defections has reshaped the political dynamics of the Senate, sparking concern among analysts that a near one-party dominance could erode the effectiveness of opposition oversight in the National Assembly.

In an effort to guarantee food security in the state, the Enugu State Government has expressed readiness to partner with the Harvesting Hope Caravan (HHC), a flagship programme under the Presidential Food Systems Coordinating Unit (PFSCU) in the Office of the Vice President, alongside Pula Advisors, its donor partners, and Leadway Insurance Company.

This was even as the Mbah administration insured no fewer than 9,000 farmers against agricultural risk hazards, protecting their production and reinforcing their confidence in the agricultural sector.

Speaking during the flag-off of the initiative, the Coordinator of the Harvesting Hope Caravan, Arch Safiya Umar, described the programme as a national grassroots platform for dialogue, engagement, and mobilization that bridges the gap between government policy and the people.

She explained that the Caravan was designed to connect policymakers, farmers, agribusinesses, and communities through inclusive engagements rooted in local cultural norms.

“The Harvesting Hope Caravan fosters dialogue, builds partnerships, and unifies efforts to strengthen Nigeria’s food systems. It promotes inclusivity by giving women, youth, and smallholder farmers a meaningful voice in shaping interventions that affect their lives,” she said.

Umar added that the initiative aligned with President Bola Tinubu’s Renewed Hope Agenda, showcasing government commitment to sustainable agricultural transformation through evidence-based policies and people-centered solutions.

Also speaking, the Head of Pula Advisors in the state, Ugwu Ndubuisi, commended Enugu State for its proactive participation in the National Agribusiness Policy Mechanism (NAPM), which operates alongside the HHC to synchronize data-driven planning and implementation.

He praised the state’s visionary leadership under Governor Mbah for prioritizing farmers’ welfare and expanding access to agricultural insurance.

“We are proud to congratulate Enugu State for insuring over 9,000 farmers during the 2025 wet season exercise,” Ndubuisi said, adding, “This milestone reflects the visionary leadership of Governor Mbah and the dedication of his agricultural team. Our full field operations – enumeration, data collection, and crop-cut experiments – are currently ongoing in the state.”

He expressed appreciation to the PFSCU, Leadway Insurance, the Bayer Foundation, and the Enugu State Government for making the insurance initiative possible, reaffirming Pula Advisors’ continued commitment to the national agribusiness and food security drive.

Reacting, the Deputy Governor, Barr. Ifeanyi Ossai, commended the Presidency for spearheading partnerships that strengthen food security nationwide, describing food security as the cornerstone of economic stability, and emphasizing that Enugu State’s agricultural reforms were focused on creating wealth, jobs, and sustainable livelihoods.

Barr. Ossai, who represented the Governor, Dr. Peter Mbah, said the government has established the Enugu Agricultural Farmland Bank, which currently houses over 130,000 hectares of land to attract investment and support commercial farming.

He stressed that the state was also developing Farm Estates in every political ward, where government tills the land, allocates it to farmers, supports them with inputs, and guarantees the purchase of their produce.

“Our goal is to move our people from seeing agriculture as a survival job to embracing it as a profitable business. We treat every farmer equally, male or female, indigene or resident, because Enugu is a state of inclusivity and shared opportunity,” he declared.

He further assured partners that the government would uphold transparency and accountability in its insurance commitments. “We will ensure that every insured risk is treated with dispatch and that no farmer suffers avoidable loss,” he said.

The governor further reaffirmed Enugu’s readiness to serve as a model for agribusiness innovation in Nigeria, driven by trust, inclusivity, and sustainability.

On his part, the Commissioner for Agriculture, Dr. Patrick Ubru, lauded the partnership, saying the governor had planned the outlook of the agriculture sector by insuring over 9,000 farmers for four seasons against disasters associated with farming.

Dr. Ubru said the administration would continue to provide the right support as well as distribute quality farm inputs across the state, noting that the ministry was updating its database, which presently stood at over 70,000 farmers.

Speaking on behalf of farmers in the state, an agripreneur, Alhaji Friday Sani, thanked the federal and state governments for the initiative, which would serve as a boost for production.

He said the major problems facing farmers in the state were low yields and post-harvest losses occasioned by climate change, which the government has now addressed through the insurance package.

PRESIDENT TINUBU ACCEPTS RESIGNATION OF GEOFFREY NNAJI AS MINISTER

President Bola Ahmed Tinubu has accepted the resignation of Geoffrey Uche Nnaji, the Minister of Innovation, Science, and Technology, following some allegations against him.

President Tinubu appointed Nnaji in August 2023.
