  • Nigeria Among 39 Conflict-Affected Economies With Fast Rising Poverty – World Bank

Nigeria Among 39 Conflict-Affected Economies With Fast Rising Poverty – World Bank

The World Bank has stated that extreme poverty is growing faster and taking a devastating toll on Nigeria and 38 other economies affected by conflict and instability, intensifying acute hunger, and pushing several key development goals farther out of reach.

The bank revealed this in its first comprehensive assessment of their plight in the aftermath of COVID-19.

The multilateral institution had earlier listed Nigeria as one of the 39 economies classified as being in Fragile and Conflict-affected Situations (FCS).

These situations included both active conflict and instability, and Nigeria’s challenges include insecurity such as banditry and kidnappings, particularly in the Northwest, and ongoing insurgency in the Northeast.

In the World Bank’s post-COVID survey, as conflicts have become more frequent and deadly since the 2020s, the 39 economies were falling behind all others in key development indicators.

According to the report, since 2020, their per capita GDP has shrunk by an average of 1.8 per cent per year, while expanding by 2.9 per cent in other developing economies.

“This year, 421 million people are struggling on less than $3 a day in economies afflicted by conflict or instability—more than in the rest of the world combined. That number is projected to rise to 435 million, or nearly 60 percent of the world’s extreme poor, by 2030.

“For the last three years, the world’s attention has been on the conflicts in Ukraine and the Middle East, and this focus has now intensified.

“Yet, more than 70 percent of people suffering from conflict and instability are Africans. Untreated, these conditions become chronic. Half of the countries facing conflict or instability today have been in such conditions for 15 years or more.”

“Misery on this scale is inevitably contagious, ” said the World Bank Group’s Chief Economist, Indermit Gill

The new study underscores why the global goal of ending extreme poverty has been unattainable so far, adding that it is now concentrated in areas of the world where progress is hardest to achieve.

Of the 39 economies currently classified as facing conflict or instability, 21 are in active conflict.

In developing economies in general, the extreme-poverty rate has been whittled down to single digits—just 6 per cent.

In economies facing conflict or instability, however, the rate is nearly 40 per cent.

Their GDP-per-capita levels, currently about $1,500 a year, have barely budged since 2010—even as GDP per capita has more than doubled to an average of $6,900 in other developing economies. Moreover, unlike other developing economies, economies struggling with conflict or instability have been unable to create enough jobs on average to keep pace with population growth. In 2022, the latest year for which such data are available, more than 270 million people were of working age in these economies—but barely half of them were employed.

“Economic stagnation—rather than growth—has been the norm in economies hit by conflict and instability over the past decade and a half.

“The global community must pay greater attention to the plight of these economies. Jumpstarting growth and development here will not be easy, but it can be done—and it has been done before.

“With targeted policies and stronger international support, policy makers can prevent conflict, strengthen governance, accelerate growth, and create jobs,” said the World Bank Group’s Deputy Chief Economist and Director of the Prospects Group, M. Ayhan Kose. Arise News

  • Enugu gov’t to provide homes for Aguowa, Ugbo Lawrence families ahead of slum redevelopment

Enugu gov’t to provide homes for Aguowa, Ugbo Lawrence families ahead of slum redevelopment

The Enugu State Government has announced that the Tomorrow Is Here Housing Estate, now nearing completion in Enugu, is a major housing project designed to accommodate families from the Aguowa and Ugbo Lawrence communities.

Governor Peter Mbah selected the two slums to be the first beneficiaries among over 20 slum areas in Enugu urban earmarked for redevelopment in line with the city’s master plan.

The first phase of the estate which consists of 103 buildings has 206 units of two-bedroom semi-detached bungalows, with solar-powered boreholes already in place, ensuring a steady supply of potable water and providing comfort for residents while the slums are rebuilt.

This was made known by the Commissioner for Housing, Dr. Martin Chukwunwike during an inspection tour of the estate on Thursday.

Dr. Chukwunwike stated that the 103 buildings would have been completed by now but for delays caused by rainfall and the area’s challenging topography, assuring that the project would be completed by the end of July.

“This is the Tomorrow Is Here Housing Estate. It will provide temporary accommodation for people to be resettled from the slum. This one is meant for residents of Aguowa and Ugbo Lawrence. The estate has a total of 103 buildings, each containing two-bedroom semi-detached bungalows, totaling 206 flats for 206 households. As of today, 99 units are nearing completion,” he explained.

The Commissioner further noted that a second phase of the project will feature three-bedroom flats to accommodate larger families.

“If not for the rain and the soil conditions, we would have finished much earlier. Our goal is to complete everything before the end of July”, he said.

He also disclosed that Governor Mbah has approved free transportation for the children of relocated families to attend the Smart Green School nearest to the estate.

Speaking on the estate’s road infrastructure, one of the project engineers, Engr. Uzo Lawrence, said that a 1.8-kilometre road network is under construction and will be completed within eight weeks.

“We’re constructing about 1.8 km of road. We’ve done significant lateriting because the soil here is mostly expansive clay. We had to excavate down to 90 cm, remove the unstable soil, and backfill with laterite to achieve a stable base. Within the next eight weeks, over 90 percent of the road should be asphalted,” Engr. Uzo said.

In his closing remarks, Dr. Chukwunwike praised Governor Mbah for his compassionate leadership, saying that the governor’s decision to provide alternative housing before the demolition of the slums demonstrates a level of consideration rarely seen in Nigeria.

“The Governor has taken a humane approach, ensuring that no one is left behind. If this were some other places, bulldozers would have moved in within two weeks. But here in Enugu, this process has taken nearly two years, involving multiple meetings with landlords and the formation of a joint committee. The affected residents have been carried along every step of the way,” he said.

“The Governor believes that being poor should not mean being thrown away. Since the residents cannot afford to build their own homes, the government is stepping in to build for them. This is unprecedented in Nigeria where government builds and gives away houses free of charge,” the commissioner concluded.

  • Tinubu to embark on state visit to Saint Lucia, attend BRICS summit in Brazil

Tinubu to embark on state visit to Saint Lucia, attend BRICS summit in Brazil

President Bola Tinubu will depart Abuja on Saturday, June 28, 2025, on a two-nation visit to Saint Lucia and Brazil.

His first stop is Saint Lucia, where he will pay a state visit as part of efforts to deepen Nigeria’s engagement with Caribbean nations and strengthen South-South cooperation.

At the end of the visit to the island State, President Tinubu will fly to Brazil to participate in the 17th Summit of BRICS in Rio de Janeiro,

During the visit to Saint Lucia, President Tinubu will pay courtesy calls on the Governor-General, His Excellency Cyril Errol Melchiades Charles, and Prime Minister Philip Pierre.

A key highlight of the visit will be President Tinubu’s address to the special joint session of the Senate and the House of Assembly of Saint Lucia at the William Jefferson Clinton Ballroom, Sandals Grande, Gros Islet.

The Heads of Government of the Organisation of Eastern Caribbean States (OECS), senior government officials, members of the diplomatic corps, members of the Nigerian community in the country and the Director-General of OECS, Dr Didacus Jules, have been invited to attend the special session.

President Tinubu will hold a high-level working luncheon with the Heads of Government of OECS, after the joint session of the Parliament of Saint Lucia.

Discussions at the luncheon will focus on specific parameters to deepen cooperation between Nigeria and the OECS for shared prosperity through economic partnerships and cultural solidarity.

According to the President’s itinerary, he will visit the Sir Arthur Lewis Community College in Castries to strengthen educational ties and promote academic exchange.

President Tinubu’s visit underscores Nigeria’s commitment to strengthening diplomatic and economic relations with Caribbean states, especially within the African Union’s Sixth Region framework, which recognises the African diaspora as an essential partner in the continent’s development.

Nigeria and Saint Lucia share ties through membership in international organisations such as the United Nations and the Commonwealth of Nations, and they have a common heritage rooted in African ancestry.

The visit is expected to open new pathways for infrastructure development, educational cooperation, youth empowerment, and diplomatic exchange.

Following his engagements in Saint Lucia, the President will proceed to Brazil to participate in the 2025 BRICS Summit in Rio de Janeiro from July 6-7, 2025.

President Tinubu is attending the summit at the invitation of President Luiz Inacio Lula da Silva of Brazil, on the strength of Nigeria’s status as a ‘partner country’- a membership category short of full status.

The Partner status is higher than that of a guest country, as has been the case in the past. South Africa, Egypt and Ethiopia are African members of BRICS.

The 17th BRICS Summit will focus on “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance”. Discussions will prioritise two key areas: Global South Cooperation and BRICS Partnerships for Social, Economic, and Environmental Development.

Senior government officials will accompany President Tinubu on both visits.

  • Mbah Canvasses Greater Govt, Media Trust to Drive Democracy, Development

Mbah Canvasses Greater Govt, Media Trust to Drive Democracy, Development

…Says Enugu govt restoring public trust through inclusive development

Governor of Enugu State, Dr. Peter Mbah, has called for greater trust and cooperation between government at all levels and the media to drive democracy and development.

He describes both as co-authors of the nation’s future.

Governor Mbah made the call during the opening of the 2025 Biennial Convention of the Nigerian Guild of Editors in Enugu on Friday.

Speaking at the event themed “Building a Secure and Cohesive Nigeria: The Role of Dialogue, Inclusion, and the Media,” Mbah advocaced for more synergy between government and the media to “build a society where progress is protected, justice is pursued, and every citizen feels seen and heard.

“We know that the relationship of trust has sometimes frayed between the press and government. Too often, our engagements are shaped by suspicion or cynicism.

“Let us change that. Let us return to a shared recognition that we are co-authors of Nigeria’s future. Democratic governance cannot succeed without the participation, and interrogation, of an informed public. And that the public relies on a press that is fair and fearless.

“Let us replace the distance with dialogue. Let us see intelligent critique as public service instead of hostility.”

He charged the media top echelon to ensure that journalism remains “a space where truth is not compromised for sensation or political ends, where rigorous reporting triumphs.”

“We need a media that is inclusive, that gives voice to the margins, that reflects the diversity of Nigeria’s people – not one that dilutes or silences dissent. A press that excludes weakens democracy itself.

“And secondly, we believe accountability strengthens governance. That is why here in Enugu, we welcome scrutiny. We have opened our books, our processes, and our policies to public examination,” he added.

Mbah equally cited inclusion and innovation as pillars of a more just, progressive, and prosperous society, hence his administration’s adoption distribution of democracy dividends such as the 260 Smart Green Schools, 260 Type 2 Primary Healthcare Centres, 260 Farm Estates, among others, on the basis of the 260 wards to ensure no part or segment of the state was left behind.

“Enugu is not just building roads, schools, and hospitals. We are restoring public trust. We are expanding the civic space and fostering robust dialogue, because we know governance without inclusion is fragile, and democracy without scrutiny is hollow.

“Since assuming office, inclusion has underpinned our policies. Enugu’s transformation is not confined to our urban centres. Every one of our 260 political wards is home to projects that reflect our core belief: no community is too remote, no citizen too marginal, to deserve dignity and opportunity.

“This ethos stems from our belief that a society is only as strong as its most vulnerable members.

“Through our policies, we are bridging the divide between urban and rural areas. No one’s location should determine access to quality education or reliable healthcare.

“So, in Enugu, innovation and inclusion are not slogans. They are both the foundation and pillars of our governance.

“We are connecting our people to new skills, new markets, and new possibilities. And we are doing so with an eye on the future.

“Our vision is bold: a $30 billion economy driven by enterprise and accountable leadership,” he stated.

Other speakers at the event, which witnessed the attendance of about 400 editors, media chief executives, and other top brass, include the Founder of Channels Television, Dr. John Momoh; former governor of Ogun State, Chief Segun Osoba; President of the Nigerian Guild of Editors, Mr. Eze Anaba; and media veteran and former Chairman of the Niger Delta Development Commission, NDDC, Chief Onyema Ugochukwu.

Dr Stephen Knabayi, NLC Chairman, stated in an interview with NAN that the territory will be shut down after President Bola Tinubu concludes the ongoing projects’ inauguration on July 3.

Similarly, primary school teachers and students have been at home for several months due to the strike.

  • New Tax Regime to Begin in 2026 as Tinubu Signs Four Tax Bills Into Law

New Tax Regime to Begin in 2026 as Tinubu Signs Four Tax Bills Into Law

President Bola Tinubu has assented to the four tax reform bills recently passed by the National Assembly.

The short ceremony which took place at the Presidential Villa on Thursday was attended by the leadership of the National Assembly and some legislators, governors, ministers, and aides of the President.

The four bills: the Nigeria Tax Bill, the Nigeria Tax Administration Bill, the Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill were passed by the National Assembly after extensive consultations with various interest groups and stakeholders.

According to the presidency, the new tax laws will significantly transform tax administration in the country, leading to increased revenue generation, improved business environment, and a boost in domestic and foreign investments.

In his address to reporters, the Chairman of the Federal Inland Revenue Service (FIRS), Zacch Adedeji, said the new tax regime would begin on January 1, 2026.

He said, “It takes time for all the stakeholders, participants, operators, and the regulator to change the system.

“So, with the magnanimity of the National Assembly, Mr President assented to the bills. So, the effective date will be January 1, 2026. We have six full months for both sensitisation and planning. This is also considering the fiscal year of the government because when you have this kind of change, it’s not what you do in the media.”

  • Tinubu Withholds Assent To NDLEA Bill

Tinubu Withholds Assent To NDLEA Bill

President Bola Tinubu has declined to assent to the National Drug Law Enforcement Agency Bill, 2025.

The President’s decision was contained in a letter read by the Speaker of the House of Representatives, Tajudeen Abbas, during plenary on Thursday.

The proposed law seeks to empower the NDLEA to retain a portion of the proceeds from drug-related crimes, a move Tinubu said contradicts existing financial regulations.

In Tinubu’s letter, he said under the current system, “All proceeds of crime are paid into the government’s Confiscated and Forfeited Properties Account.

“Disbursements to any recovery agency, including the NDLEA, can only be made by presidential approval, subject to the consent of the Federal Executive Council and the National Assembly.”

Tinubu said that the existing procedure ensures accountability and oversight. According to him, there is no need to change it.

Thursday’s rejection is the second time this week that President Tinubu has declined assent to a bill.

Just on Tuesday, he turned down the National Assembly Library Trust Fund (Establishment) Amendment Bill, 2025.

President Tinubu cited inconsistencies with federal laws and policies, especially around agency funding, taxation, and remuneration structures.

However, he is expected to sign into law four groundbreaking tax reform bills, transforming Nigeria’s fiscal and revenue framework.

The four bills —the Nigeria Tax Bill, the Nigeria Tax Administration Bill, the Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill —were passed by the National Assembly after extensive consultations with various interest groups and stakeholders. • INEC fixes date for national, state Assembly bye elections

INEC fixes date for national, state Assembly bye elections

The Independent National Electoral Commission (INEC) on Thursday announced August 16, 2025, for the conduct of bye elections into vacant seats in the Senate, House of Representatives and state Houses of Assembly in 12 states.

Chairman of the Commission, Prof. Mahmood Yakubu, who announced the date at a meeting with leaders of political parties at the commission headquarters, said the bye election will involve about 3,553,659 regiatered voters.

He, however, said that the commission will not conduct bye elections into Khana II State Constituency in Rivers State as a result of the current state of emergency and Talata Mafara South State Constituency in Zamfara State following a legal challenge to the declaration of the seat vacant by the State Assembly.

Yakubu said, “In the last two years since the inauguration of the National and State Assemblies in June 2023, vacancies requiring bye-elections have occurred nationwide. You may recall that in February last year, the Commission conducted nine bye-elections to fill vacancies resulting from the death or resignation of members of the National and State Houses of Assembly.

“Since then, more vacancies have been declared across the country. The outstanding bye-elections involve two Senatorial Districts ̶ Anambra South and Edo Central; five Federal Constituencies ̶ Ovia South West/Ovia South East in Edo State, Babura/Garki in Jigawa State, Chikun/Kajuru in Kaduna State, Ikenne/Shagamu/Remo North in Ogun State and Ibadan North in Oyo State.

“Also, vacancies exist in nine State constituencies ̶ Ganye in Adamawa State, Onitsha North I in Anambra State, Dekina/Okura in Kogi State, Zaria Kewaye and Basawa in Kaduna State, Bagwai/Shanono in Kano State, Mariga in Niger State, Karim Lamido I in Taraba State and Kauran Namoda South in Zamfara State).

“Consequently, the Commission has fixed Saturday 16th August 2025 for bye-elections in 16 constituencies across 12 States of the country involving a total of 3,553,659 registered voters spread across 32 Local Government Areas, 356 Wards and 6,987 Polling Units.

“The Commission will deploy 30,451 officials. However, in spite of the declaration of vacancies, bye-elections will not hold in two State constituencies for the time being. These are Khana II State Constituency in Rivers State as a result of the current state of emergency and Talata Mafara South State Constituency in Zamfara State following a legal challenge to the declaration of the seat vacant by the State Assembly.

“Unlike the General Election or Off-cycle Governorship elections, there is a tight timeframe for the conduct of bye-elections. Party primaries will be held between 17th and 21st July 2025 while the online portal for submission of nomination forms will open at 9.00am on 22nd July and end at 6.00pm on 26th July 2025.

“Campaign in public will commence on 2nd August 2025 and end at midnight on 14th August 2025 i.e. 24 hours before Election Day. The hardcopies of the detailed Timetable and Schedule of Activities for the bye-elections, including delimitation details of the 16 constituencies and their locations on the map of Nigeria are included in your folders for this meeting.

“The same information will be uploaded to our website and other platforms for public information shortly.

“In addition to the bye-elections, the Commission will also conduct the two outstanding Court-ordered re-run elections in Enugu South I State Constituency of Enugu State and the Ghari/Tsanyawa State Constituency in Kano State.

“These elections were severally disrupted by thuggery and violence. They will now be combined with the bye-elections upon assurances from the security agencies to adequately secure the process. The two elections will be held along with the bye-elections on Saturday 16th August 2025”.

  • BREAKING: Court sentences Timileyin Ajayi to death by hanging over Salome Adaidu’s murder

BREAKING: Court sentences Timileyin Ajayi to death by hanging over Salome Adaidu’s murder

A High Court in Lafia, Nasarawa, has sentenced Oluwatimileyin Ajayi to death by hanging for the murder of Salome Adaidu, a 24-year-old National Youth Service Corps member. Justice Simon Aboki handed down the judgment, finding Ajayi guilty of culpable homicide contrary to Section 221 of the Penal Code of Northern Nigeria.

The court found that Ajayi killed and dismembered Adaidu at his residence in Papalana area of New Karshi.

The case had drawn widespread outrage, particularly among youth groups and gender-based violence advocates, after Adaidu’s dismembered remains were discovered.

Salome Adaidu’s killer, a 32-year-old gospel singer, had initially pleaded not guilty to the charge but showed no remorse throughout the trial proceedings.

The prosecution presented its case, calling witnesses who testified against Salome Adaidu’s killer.

The Nasarawa State Government took over the prosecution of the case, ensuring a thorough legal pursuit of justice for the deceased.

The verdict brings a measure of closure to Adaidu’s grieving family and the shocked community of Papalada, where the incident occurred.

With this ruling, Justice Aboki affirmed the court’s commitment to ensuring justice for victims of violent crimes. Tribune
